PROPOSAL 1: CASH ASSISTANCE TO FARMERS

- Distribution of excess taxes collected on rice imports as cash aid to rice farmers
- Under the law, collections in excess of P10 billion may be allocated to other programs on the
national staple, including financial assistance to small rice farmers – during its first 6 years of
implementation
- The proposed measure aims to help local rice farmers survive the market changes caused by the
influx of imported rice, “and also in consideration of the pandemic”

PROPOSAL 2: LIMIT THE IMPORTATION OF RICE

- The aim is to retain tariff while implementing quantitative restriction to avoid excessive
importation of rice
o This will help local farmers sell their palays in the market

PROPOSAL 3: BUDGET ON STORAGE OR SILO

- Philippines is prone to typhoons, being located above the equator and faces the western Pacific,
it has little resistance when it comes to the energy of storms before they hit the land
- The solution to this is to build effective and weather-proof silo or storage. This will prevent
damages in the grains which as a result will have them be sold at the market.
- Therefore, since there is a plentiful of supply of local rice in the market, there will be a less need
for importation

PROPOSAL 4: GOVERNMENT WILL DIRECTLY BUY THE HARVESTED PALAYS

- The aim is to give the farmers better revenue while maintaining a reasonable price at the market

- To give more budget on local and government organization regarding rice tariffication
