A Proposed Resolution Encouraging and Urging the citizen of Iloilo to Avail of the Basic Emergency

Response Training for the Ilonggos at the Technical Institute of Iloilo City Molo Campus

WHEREAS, Article II, Section 15 of the Philippine Constitution declares that “The State shall protect
and promote the right to health of the people and instill health consciousness among them.”

WHEREAS, Articles XIII of the Constitution further provides on Social Justice and Human Rights on
Health, declares that it is the responsibility of the State to “adopt an integrated and comprehensive
approach to health development which shall endeavor to make essential goods, health and other
social services available to all the people at affordable cost.

WHEREAS, RA 10121 also recognises local risk patterns and trends and decentralisation of resources
and responsibilities and thus encourages the participation of NGOs, private sectors, community-
based organisations, and community members in disaster management.

WHEREAS, the Technical Institute of Iloilo City Molo Campus- Livelihood and Skills Training Program
will be offering "FREE" training in Basic Emergency Response Training for the Ilonggos this March.

WHEREAS, this would improve the preparedness of the people in the city of Iloilo and would harness
there response towards emergency, which can increase survivability thru application of basic first
aid.

NOW THEREFORE, be it resolved that a “Resolution Encouraging and Urging the citizen of Iloilo to
Avail of the Basic Emergency Response Training for the Ilonggos at the Technical Institute of Iloilo
City Molo Campus.”

Be it resolve further, that a copy of this resolution be given to every barangay in the City of Iloilo.
