REPORT
Reference to the meeting with the Hon’ble Chairman on 21.02.2022, it is submitted that
the following actions have been taken in fulfillment of the assigned tasks as directed by the
Hon’ble Chairman.
1. Reappropriation of Funds for Construction of Karachi Building: -
The undersigned met with Mr. Muhammad Javed, Director Planning, M/o Law and
Justice to get inform about the position of the matter regarding reappropriation of funds for
Construction of Karachi Building who has maintained that the endorsement for reappropriation of
funds has been held in abeyance by the Ministry of Planning with the contention that the said
project was approved late on 31.05.2021 due to which the project could not be included in PSDP
2021-22 and thus not approved in the current budget. A mid-year review was also held on
21.01.2022 wherein the Committee chaired by Joint Chief Economist did not agree with the
Ministry of Law for reappropriation of funds in pursuance of Public Financial Management Act,
2019 which prohibits for reappropriation of funds for unbudgeted projects. The M/o Law and
Justice has also addressed a letter on 09.02.2022 in this regard to M/o Planning for concurrence
of the above reappropriation in follow up of the meeting, nonetheless, no response has yet been
received from M/o Planning (copy of letter attached at F/A). Decision of the Federal Cabinet on
account of allotment of complementary land to FST has also been received which is also attached
at F/B.
2. Initiation of Summary for FST, Lahore Building: -
Mr. Muhammad Javed, Director Planning, M/o Law and Justice was also asked in this regard
to have information if the summary has been moved by them for allotment of land for FST
Lahore Building. He uttered that for submission of summary before the cabinet, they have to
fulfill some formalities. In this regard, they are issuing a letter to Ministry of Housing and Works
to determine about financial implications for acquiring the said land. After receiving that, they
will initiate the summary for allotment of land to FST.
3. PC-I Preparation for construction of FST, Lahore Building: -
Mr. Atif Baloch, Reader who is looking after administrative responsibilities has been
contacted to coordinate with PWD for preparation of PC-I for construction of FST, Lahore
Building. He has asserted that Ch. Muhammad Amin, Hon’ble Member, FST, Lahore had also
contacted with Superintending Engineer, Pak PWD, Lahore in this regard, therefore, he met with
him for preparation of PC-I, however, the concerned Superintending Engineer has stated that they
will prepare schematic design and working paper for construction of the building. The PC-I will
be prepared by them after allotment of land to FST by the Federal Cabinet. The Superintending
Engineer, Pak PWD has been informed that the building will comprise of 5-Storeys including 1
additional Flat of 3 rooms.
4. Reservation of Hall for Seminar on Law Reforms Program initiated by M/o Law
and Justice:-
Estimates of Hi-Tea and hospitality charges of 200 guests from Serena Hotel and
Islamabad Club has also been received which is enclosed herewith at Flag- C and D. I also had
the opportunity to meet with Mr. Muhammad Javed Ghani, Hon’ble Member who has assured
that he is also following up the matter and assures that he will complete all the arrangements in
Islamabad Club and inform the Hon’ble Chairman. It is submitted that rates of Islamabad Club
were quite subsidized, therefore, we may arrange venue at Islamabad Club for Law Reform
Seminar.
