WHAT IS CGA

Appointment on compassionate Grounds are

those appointments which can be made to the
dependents of the Railway servants on the
basis of a balanced & objective assesment of
the financial & other conditions of the family.
CIRCUMSTANCES IN WHICH CG
APPOINTMENTS CAN BE MADE

 Death of Railway Servant

 Medical Decategorisation

 Missing Employee
DEPENDENT FAMILY MEMBERS ELIGIBLE FOR
CGA
 Widow/ Widower
 Son(including adopted son)

 Daughter(including adopted/
married/widow/divorced
 Brother or Sister incase of Unmarried deceased
employee who was wholly dependent at the
time of death/ medically decategorisation.
PRIORITIES TO BE OBSERVED IN MAKING CGA

 Dependents of employees who die or are

permanently crippled in the course of duty.(Top
Priority).
 Dependents of employees who die as a result of
Railway or other accident when off duty.
(priority- 2)
 Dependents of Rly Employees who die in
harness while in service(Priority-3)
 Dependents of Rly Employees who are totally
medically incapacitated while in service.
(priority-4).
TIME LIMITS AND COMPETENT AUTHORITY FOR
SANCTION OF CGA
 Time limit for finalization of priority-1 cases is
one month & for priority 2 to 4 is three months.
 DRMs/CWMs/HODs can sanction CG
appointments upto GP-2800/- Level-5 of
RS(RP)Rules-2016.
 GM will sanction CG cases in GP-4200/- and
GP-4600/- i.e. Level-6 & Level-7 of
RS(RP)Rules-2016.
TIME LIMITS AND COMPETENT AUTHORITY FOR
SANCTION OF CGA…(CONTD...)
 GM can sanction CGA upto 25 years from the
date of death of the Railway Servant.
 GM can condone delay for submission of CG
application if submitted after 2 years of
attainment of majority of the candidate who
was minor at the time of death.
 CGA cases of Clerks/ Sr. Clerks can be done
only with the approval of GM.

 CGA in redundant category requires approval of
CPO/NR (eg. TNC/Office Khallasi/Office Peon
etc.)
 Age relaxation

a) Under age relaxation upto one year may be

given with the approval of GM.
b) Upper age limit may be freely relaxed on the
merit of the case.
PROCEDURE / PROCESS OF CGA

 Welfare Inspector to visit the family and get CGA

application on the prescribed proforma.
 Application from widow/widower recommending
the ward /self alongwith educational certificates,
caste certificate, death certificate, photographs,
family details to be submitted to WLI.
 Incase of wards application of ward is also
required alongwith affidavit to support the family
in the prescribed format.

 WLI will get the CG application registered in the

CG cell and after verification of family
particulars, educational certificates, caste
certificates and other details will submit his
report to the concerned authority.
 Personnel Officer of the concerned unit, if
satisfied, will call the candidate for suitability
test.

PROCEDURE / PROCESS OF CGA (CONTD…)

 If a candidate is considered suitable then the

written test is conducted by the suitability
committee, to adjudge his suitability as per his
educational qualification.
 Thereafter, if the candidate clears the suitability
test, he/ she is sent for medical examination to
adjudge his medical fitness before his
appointment on CGA
 Then as per medical fitness category of the
candidate the post is allotted to the candidate
against which the CGA is made.

 Based on the Suitability & medical fitness the case

is put up for consideration & recommendation of
DRMs/CWMs/HODs of the concerned unit for the
post allotted to the candidate.
 The norms of recruitment under CGA are as per
Direct Recruitment through open market . The CGA
is made only against the DR quota vacancies.
 Change of category after acceptance of offer of
appointment should be done either on account of
medical unfitness or by an authority higher than
the one who had allotted the category.

 The candidates who fail in the suitability test are

accorded second chance to appear in the written test.
 The cases for 3rd chance for written test need approval
of GM.
 The candidates who could not qualify group’C’ test in
subsequent chances they may be considered for CGA in
Level-1 of Pay matrix of RS(RP)Rules-2016.
 Suitability for the post of JE/IT is conducted by FA&CAO
office being the cadre controlling Unit. Hence the CGA
cases of JE/IT are transferred to them.
CGA FOR RPF AND RPSF EMPLOYEES
 In case of deceased employee of RPF/RPSF ,
efforts should be made to absorb the spouse/
wards/ dependents of the deceased employees,
within RPF/RPSF subject to their medical fitness
(Physical Efficiency Test) for the particular post.
 Incase the spouse/ ward/ dependent fail to qualify
the prescribed PET, then their case, after availing
the recommendation of the concerned HOD,may
be forwarded to be accomodated in departments
other than RPF, over railways, as per request of
the candidate.

CG ADALAT

 Every year CG adalat is conducted at Divisional

Offices and HQ office on 10th Nov. to finalize
the issues raised in the Adalat.
 The summary of CG Adalat is forwarded to
Railway Board after compilation of information
received from all the units.
 The cases of CGA needs to be dealt on top
priority keeping in view the compassion
involved.
