gender equality and women’s empowerment (GEWE), the Guidelines for the Preparation of Annual GAD
Plans and Budgets (GPBs) and GAD Accomplishment Reports (ARs) was issued by the Philippine
Commission on Women, the National Economic and Development Authority (NEDA) and the
Department of Budget and Management (DBM). The guidelines provide the procedures for the
formulation, implementation, monitoring and evaluation of GAD plans and budgets of agencies and
identify the setting of the GAD agenda as one of the steps in formulating the GAD plan.
