Dear,
Let’s talk about the realization of the strategic commitment to reform the police as a genuine
service to the citizens, to not allow it to be made available to the public - is equivalent to dogma,
to a claim without an evidence, without critical verification of facts. And that time is over. That
is why we have prepared this Publication, which is a collection of photographs, from various
events in the past five years, enriched with textual sequences that testify to what has been
achieved in this five-year period, not only as a quantum of work done, but also as established
values, qualitative changes that have already turned the wheel and from which there is no
going back.
Inspired by what we have found in a period, in which the values in the society shifted, in which
exceptions have become rules, and rules have become exceptions, a period of devastated trust
in the institution whose task is to guarantee the citizens` safety, our initial duty and obligation
was to undertake reforms to restore the democratic principles of society.
The team that undertook this important task, namely the management of the Ministry of
Interior, faced three very important postulates: to make the institution professional, as well as
departmentalization and decriminalization of the institution. According to the gravity of the
same, these were the most important essential issues regarding which there was no moment,
I would say, in these past five years, when we were not in the focus of changes of things, all in
order to restore trust in the institution.

I am proud of the reforms we have made with the establishment of the Operational-Technical
Agency, the reform of the security services, the establishment of the Agency of National
Security, the abolition of the Administration for Security and Counterintelligence, which was
part of the Ministry of Interior, the establishment of the Committee for Countering Terrorism
and Countering Violent Extremism ... On the other hand, we faced an inherited overdue debt
that needed to be serviced, and, at the same time, a police force without uniforms, a police
force without working conditions or work space, a police force without proper equipment.
Meaning, in this five-year period, with my whole team, in addition to working together on the
reforms, we have also set ourselves the goal to financially consolidate the Ministry so that we
can change the working conditions, to reconstruct, to build, to create ... At the same time,
on a professional level, our goal was to strengthen the capacity of the Ministry of Interior, to
have professional and trained police officers, to introduce a new control mechanism. Thus, in
addition to the existing internal control, we introduced an external control mechanism of the
Ministry of Interior, through the Ombudsman, the so-called police Ombudsman, we established
a special department in the Public Prosecutor’s Office for Prosecution of Organized Crime and
Corruption, which will be dealing with legal violations of police officers exclusively, all in order
to be able to guarantee the legal conduct of members of the Ministry of Interior, which will
contribute to strengthening the integrity of police officers.
I am particularly happy with what we have achieved in the area of creating working conditions
for police officers, the procurement of uniforms and equipment, and the reconstruction of the
police force facilities. So far we have reconstructed 73 facilities to the highest standards of
energy efficiency and environmental protection, and those activities shall continue. At the
moment, we are working on the reconstruction of the Berovo Department of Internal Affairs
and the Delchevo Department of Internal Affairs, the Gazi Baba Unit of Internal Affairs and the
Sveti Nikole Department of Internal Affairs. In addition, with the help of funds allocated through
capital investments, public procurement procedures are underway for the construction of a
new police station in Aerodrom, reconstruction of the administrative services of the Ministry of
Interior stationed in the MRTV building, which practically represents the face of the police force
to the citizens, as well as the complex of facilities of the Personnel Training Center – Idrizovo;
the reconstruction activities are planned to continue in Makedonski Brod Department of Internal
Affairs, Demir Hisar Deparment of Internal Affairs and the Novo Selo Police Department, for
which the Ministry’s budget is about 82 million MKD. This will really create much better working
conditions for the police officers, which undoubtedly contributes to their additional motivation.
I will mention that we have continuously worked on increasing the salaries of police officers
to create a satisfied and highly motivated police force, ready to stand on the front lines when
maintaining the public order and peace, and increasing the citizens` safety and security. After
the salary increase of about 5 thousand uniformed police officers in 2018, in the following 2019
we achieved a salary increase of 5% of all employees in the Ministry of Interior, by increasing the

we built a strategic facility - ICT Center in Prilep for protection of electronic data not only of
the Ministry of Interior, but also of the state in general, which is a facility of vital importance for
the Republic of North Macedonia. The second facility that we will promote this year is the new
building of Forensics, which will receive all the certificates so that we can be well established
regionally and internationally and thus have an even greater opportunity for more efficient and
faster conducting of investigations. Thanks to the international cooperation, the construction
of a new facility of the Center for Foreigners will begin.
The pages of this publication testify to the hard international work in the past period, in order
to restore the reputation we had as a country and as a Ministry. First of all, we have established
an excellent cooperation with all neighboring countries, since timely exchange of data and
information is very important for tackling challenges, whether it is illegal migration, human
trafficking, organized crime, drug and arms trafficking, etc., but also a good communication
and cooperation with European partners and countries not only in the region but also in the
European Union. I will especially emphasize the partnership with the United States of America,
Germany, Austria, Italy, the Czech Republic ... many signed bilateral agreements for police work,
bilateral agreements for exchange of experiences and knowledge in the part of the educational
process in the Ministry of Interior.
In parallel with the reform processes in the Ministry of Interior, the process of transformation
from an extremely closed institution to an institution whose transparency is making a great
progress from year to year, both in proactive and reactive transparency, took place. In these
five years, a series of activities were realized in cooperation with the OSCE Mission and the
Association of Journalists of Macedonia, in order to drastically and qualitatively improve the
conditions for smooth and safe performance of the journalistic profession, as well as improving
the situation before 2017, when journalists were not only a frequent target of thugs, but also
of the police, attacks that often went unresolved, i.e. without punishment for the perpetrators.
This resulted in positive assessments in the reports on active transparency in recent years,
prepared by the Center for Civil Communications, with the support of USAID, according to
which the Ministry of Interior is positioned in the top three institutions for its transparency,
ranked in the best group, with 80 up to 100% occupancy, continuously recording an upward
line of transparency, and the transparency of the Ministry of Interior is especially emphasized
as positive in the Report of the body of the Council of Europe - GRECO.

Let this publication testify to a historical momentum where the reforms were not a matter of
choice, but an essential necessity, for the management team that saw a perspective for its
citizens in it, but also for the employees who got a chance to achieve results, to fulfill the goal of
the profession they have chosen. We continue together - it is our task, motivated and maximally
engaged to achieve something that will be the foundation for further upgrade of the Ministry of
Interior, the European future of our country.

taking power in 2017, we launched a comprehensive process of extensive reforms in the security
sector, in order to establish objective and reliable standards of work, which shall guarantee the
safety of the citizens and strengthen the trust in the institutions.

the importance of the human resources in the Ministry, we were determined to pay attention to
each police officer. Improvements were immediately made to the material and technical working
conditions of those on whom the implementation of the laws depends – the police officers. Funds
were continuously planned in the Budget of the Ministry in these five years and investments
were made in the material provision of uniformed police officers from all organizational units
with new equipment, which after many years has now been completely upgraded. It is a project
with which the current leadership has made it clear that every police officer should and must be
provided with basic preconditions for normal operation. The integrity, equipping, status of the
police officer is an imperative without which it is impossible to implement any systemic reform.
In order to improve the overall working conditions, through proper and planned use of the Budget
of the Ministry, 72 buildings in all sectors for internal affairs were renovated, i.e., partially or
completely reconstructed in these five years. Along with such activities, the needs for technical

maintenance and modernization of the various organizational units of the Ministry were not
neglected, and the plan to reduce the old inherited debts on various grounds was implemented
successfully by regularly servicing all current liabilities.

Thus, in the process of the regular functioning of the Ministry, issues were detected for which it
was assessed that a new regulation is needed, i.e., an amendment to the existing legal solutions,
in order to overcome the systemic shortcomings and problems, as well as ensure greater
efficiency in the performance of the legally prescribed scope of competencies, including the
police, i.e., the Public Security Bureau, as a body within the Ministry.
Many of the issues in question were in line with the Recommendations contained in the
GRECO Evaluation Report on the Republic of North Macedonia – Fifth Round on “Preventing
Corruption and Promoting Integrity in Central Governments (top executive functions) and Law
Enforcement Agencies”. Some of the new legal solutions are performance of the obligations of
the MoI contained in the Action Plan of the National Strategy for Prevention of Corruption and
Conflict of Interest (2020-2024) of the State Commission for Prevention of Corruption.
In view of the above, a revision of the legal solutions was initiated, i.e., draft amendments to
the Law on Internal Affairs and the Law on Police were submitted, which are in parliamentary
procedure. The issues that are subject to the draft-laws are as follows:
For the first time, a legal solution proposes to regulate the issue of integrity for job candidates, as
well as for employees in the Ministry. Namely, as a new condition for employment, it is proposed
that the candidate has passed an Integrity Test. On the other hand, for the existing employees,
in order to prevent corruption and abuse of office, as well as strengthen the integrity of each
employee, it is proposed to check their identity by conducting a Professional Integrity TEST.
This test will be conducted continuously for the duration of the employment of the employee.
The test result can also be an indicator for initiating a preliminary investigation. The result can
be positive or negative. The negative result is envisaged as a more serious case of disciplinary
liability and a basis for initiating disciplinary proceedings.
The proposed amendment to the Law bans an employee of the Ministry from being a member
of a political party, which has not been the case so far. An action of the employee contrary to
this ban is envisaged as a more serious case of disciplinary liability and a basis for initiating
disciplinary proceedings. In the short term, this ban shall not cause much progress, but in the
medium or slightly longer term, it shall certainly have a very positive impact on the professional
work of every police officer.
In order to guarantee and fully ensure the operational independence of the police, a legal solution
is proposed that explicitly prescribes that only the director of the Public Security Bureau gives
orders in the field of the operational work.
The proposed amendments to the Law on Police propose the establishment of strict, objective
and professional criteria for appointing a director of the police that meet the needs of such a
position. Among the stated conditions, for the first time as a condition it is envisaged that he/
she is not a member of a political party or a member of organs and bodies of a political party.
It is proposed for a substantial and quality revision to be done of the existing system for disciplinary
responsibility of the employees in the Ministry, by envisaging a new organizational form, which
shall guarantee, i.e., provide a high degree of professionalism, specialization, objectivity and
uniformity in the work and rational utilization and disposal of the human resources in the
Ministry of Interior. In this way, with a centralized organizational form, continuous professional
development shall be enabled, through professional training of the employees in the new
organizational form, aimed at upgrading the knowledge and capacities necessary for analysis
and decision-making in cases of determining the disciplinary liability of the employees.
In accordance with the proposed amendments to the Law on Internal Affairs, an explicit
obligation to submit a Statement of Interest and Asset Declaration is prescribed. It is an
obligation prescribed for the candidates when commencing employment, for employees in
case of changes in the asset declaration, as well as when terminating the employment of each
employee. We expect this obligation to positively impact the commitment of every employee in
the Ministry and the building of a relationship with the laws and legal operations.

Therefore, we rightly believe that in the coming period, by continuing to build the overall capacity
with strong motivation, we can achieve even better results in the work of all organizational units
of the Ministry.
The results achieved in the previous years and especially in 2021, showed that the vision of
the Ministry of Interior is a product of intensive and dynamic reforms, as a result of the open
doors for cooperation with the international partners, the academia, the civil society, and the
media workers, establishing itself as a real citizen service. In that process of transformation,
the MoI with its employees is a realistic picture of our multi-ethnic united society, and the
positive changes in the efforts to ensure gender equality and equal opportunities in the police
are evident.
These activities contributed to achieving one of the primary strategic goals of the country – full
membership in the most powerful alliance – the NATO Alliance, which is an additional motive in
the coming period to continue with even greater energy in building the overall capacity of the
MoI on the road to the next milestone – the European Union. In the meantime, we will continue
with strong commitment and attention in our approach to the European standards in the police
enabling us to bring Europe in our own country. Of course, in that process of further development,
the MoI is expected to face new, no less important tasks and goals, the implementation and
operationalization of which will bring objective professional standards and values based on the
most crucial of all principles – the rule of law. What is, in fact, the most important thing for the
citizens!

terrorism and illegal migration.

meeting in July with the Minister of Security of Bosnia and Herzegovina, Dragan Mektić.
The Minister of Interior, Oliver Spasovski, led a high-level delegation from the MoI on a working
visit to Hungary, in Szeged, in August 2017, at which a Memorandum of Understanding was
signed between the Ministry of Interior of the Republic of Macedonia – Training Centre and the
Ministry of Interior of Hungary – Police School for support and cooperation in the field of joint
trainings.

Operations Department of the EU Agency for Law Enforcement Training (CEPOL), Detlef Schröder,
signed a working arrangement, which enabled the participation of our law enforcement officers
in CEPOL trainings, as well as the participation of EU law enforcement officers, who work in the
field of justice and internal affairs, in trainings organized by the Police Training Centre of the
Republic of Macedonia.

of the Ministries of Interior of the Republic of North Macedonia and the Republic of Slovenia led
by Ministers Oliver Spasovski and Aleš Hojs, in order to discuss the migration crisis, trafficking in
human beings and migrant smuggling, the status of the submitted Memorandum of Cooperation
in the field of joint trainings between the ministries of the two countries, the development

Cooperation in the Fight against Trafficking in Human Beings.
The Czech Republic organized the annual Salzburg Forum Ministerial Conference in hybrid
format in late June in Prague, under the auspices of the Czech Presidency. In addition to the
countries of the Salzburg Process, the Portuguese Presidency of the Council, the European
Commission and the relevant EU agencies (EASO, EUROPOL and FRONTEX), as well as the
leadership of the Joint Coordination Platform (JCC) also took part. The Conference, at which

The Minister of Interior, Oliver Spasovski, made a two-day working visit to Montenegro in July,
on the occasion of the Forum of the Migration, Asylum, Refugees Regional Initiative – MARRI
in Podgorica. During the visit, he had a bilateral meeting with his host, the Minister of Interior
of Montenegro, Sergej Sekulović, to discuss a number of topics related to the regional and
international cooperation in the field of security.
In October, Minister Spasovski took part in the 72nd session of the Executive Committee of the
UN High Commissioner for Refugees – UNHCR (ExCom72), in hybrid format.
Minister Oliver Spasovski, at the invitation of the Minister of Security of Bosnia and Herzegovina,
Selmo Cikotić, addressed the Sarajevo Migration Dialogue on “Managing Migration and Response
in the Western Balkans”, held in November in Sarajevo, Bosnia and Herzegovina. On the sidelines

T he honest, responsible, dedicated work is always recognized by employees, associates and
friends. However, when all this is recognized by the international community, it is an even
greater challenge to continue according to the established principles and work for the good of
the institution, for the good of the state, for the progress and well-being of the citizens. The
numerous visits of the Republic of North Macedonia and the Ministry of Interior, as a central
institution with a great trust among the citizens, confirm the fact that in a relatively short period
of time we managed to place our country high on the agenda of many European politicians, who
are always open to deepening the cooperation.
In May, the Minister of Interior, Dr. Agim Nuhiu held a meeting with the Special Representative
of the OSCE Chairman-in-Office, H.E. Ambassador Christian Strohal, focusing on the events in
the Assembly of the Republic of Macedonia.
In June 2017, the Minister of Interior, Oliver Spasovski, held a working meeting with the OSCE
Ambassador, H.E. Nina Suomalainen, at which it was discussed about the necessary police
reform for the purpose of its departization and decriminalization.
Minister Oliver Spasovski met with the IOM Regional Coordinator for the Western Balkans, Peter
Van Der Auweraert and the Head of the IOM Office in Skopje, Sonja Bozhinovska-Petrushevska.

priorities in the security sector, with both delegations agreeing that the Czech Republic can
directly assist in the implementation of the reforms with one goal – the Macedonian citizens to
feel the benefits of the European integration as soon as possible.

Republic of Kosovo, Flamur Sefaj, at which an intergovernmental Agreement on the Readmission

In 2020, with a budget of almost 53 million denars, the activities for material and technical
renovation of the premises of the police services continued. Complete or partial repairs, as
needed, were carried out in the Department of Internal Control, Criminal Investigations and
Professional Standards, the Vehicle Fleet Department and the mechanic workshop, where a new
automated car wash was installed, the Department of Traffic and Escort Security and the First
Building, all within the MoI, and the Departments for Internal Affairs in Kriva Palanka, Gevgelija,
Kavadarci, the Ponikva accommodation area of the MoI, the Airport Base – Petrovec, as well as
the Police Department – Zherovjane were reconstructed. The shooting range in the “Ilinden”
barracks was built, which is used for the drill activities of the SATU “Tiger” and the Special
Operations Regiment of the Army of the Republic of North Macedonia. In the “Gjorche Petrov”
Police Centre, solar systems and boilers were procured and installed in all buildings housing
RDU members, and a new fence was placed next to the building of the Police Intervention
Unit. New premises in the Regional Centre South – Kavadarci were built for the Department of
Administrative Affairs Veles for Kavadarci, as well as the Suppression of Organized and Serious

With a budget of 180 million denars, an amount almost equal to the budgets for all the previous
four years together, the investment in the buildings of the MoI continued in 2021, which
together with the employees therein are the biggest capital of this Ministry. The reconstruction
covered the Sector for Internal Affairs Kumanovo, the Departments for Internal Affairs in Resen,
Krushevo, Prilep and Probishtip, the building of the Police Station for Road Traffic Safety Shtip,
the police departments in Rankovce, Chashka, Krivogashtani and Rostushe, the Villa of the MoI
in Krushevo, the police offices in Dojran, Staro Nagorichane and Makedonska Kamenica. In the
“Ilinden” barracks, the building of the former military club of the army was renovated, adapted
and designated as a kitchen and restaurant hall for the needs of the SATU “Tiger”, and the plateau

The beginning of this year, 2022, marked the completion of the reconstruction of the 71st
building – the Unit for Internal Affairs Karposh, in which all planned construction and craft
works were completed on time and with quality, for which 21 million denars from the Budget of
the Ministry were allocated. At the end of the first quarter, the renovation of the 72nd building
was also completed – the Department for Protection of Particular Persons and Objects, and the
reconstruction of the buildings of the Departments for Internal Affairs in Radovish, Sveti Nikole,
Delchevo and Berovo, as well as the Unit for Internal Affairs Gazi Baba is currently ongoing. In
addition, this year the reconstruction works are planned to continue in the Departments for
Internal Affairs in Makedonski Brod and Demir Hisar and the Police Department Novo Selo. With
funds allocated through capital investments, it is planned to build a new building for the needs
of the Aerodrom Police Station and reconstruct the Administrative Services of the MoI stationed
in the MRTV facility, which practically represents the face of the police before the citizens, as
well as the complex of buildings of the Training Centre – Idrizovo, which is a nursery for police

The renovation of the building, built in 1929, was carried out in several phases, and began in

with disabilities was constructed, while the part where the Department for Road Traffic Safety

The MoI invested in the complete reconstruction of a building that it received for permanent use
from the Ministry of Defence in the Ilinden barracks, and which is already used for providing food
to the members of the Special Anti-Terrorist Unit “Tiger”, who from the start to the completion
of the adaptation of the building were forced to eat outside the barracks. The new building was
reconstructed according to the highest standards and includes a kitchen that is in accordance
with the highest HASAP and police standards, which has the capacity to prepare food 24 hours

With the Budget of the MoI for 2022, funds are provided for a salary increase of 5% of all MoI
employees from September 2022. In accordance with the Law on Minimum Wage, the minimum
gross salary of all MoI employees, who are paid a salary based on the Law on Internal Affairs and
the Collective Agreement, is 26,800 denars. This means that the salary of the MoI employees
at the lowest position with the status of authorized persons and police officers, in accordance
with the systematization of the MoI, is above the envisaged minimum salary.
With regard to MoI employees, who are paid a salary according to the Law on Labour Relations,
their salary has been harmonized with the minimum salary, so starting from March 2022, all
employees under this Law have harmonized, i.e., increased salaries.
The process of salary payment, as well as all activities carried out in the MoI, are subject to
inspections and therefore the MoI and the Macedonian Police Union requested and received
an opinion from the Ministry of Labour and Social Policy that confirmed the legal status of the
process of payment of the salaries of the MoI employees. This method of payment is in the
interest of the employees and with the basic component of the salary, the value of the hours for
overtime work, night work, work during weekends and holidays is higher than the basic salary.
The Ministry of Interior and the Macedonian Police Union in the coming period, in cooperation
with the Government of the Republic of North Macedonia and the Ministry of Finance, will strive
for consistent compliance with the previously agreed process of salary harmonization, which

reduction of property crimes as the most common and dominant crimes, significant results
have been achieved in addressing serious and organized forms of crime. Within this framework,

In 2019, an organized criminal group dealing with illicit trade in weapons and ammunition
was suppressed, whereby a workshop for converting pistols for sound and light signals was
discovered. As part of the activities from 2021, the detected crimes and illicit trade in weapons,
seizures of weapons, ammunition and pyrotechnic devices have increased many times,
and it should be noted that within the detected 177 crimes, for which 187 perpetrators were
criminally reported, two poly-criminal organized criminal groups with 24 members engaged
in illicit drug and weapons trafficking were suppressed. A total of 328 pieces of weapons, 39
boxes of ammunition and 22,322 bullets, over 151,000 pyrotechnic devices were seized, three
improvised weapons repair workshops were discovered (one in Kumanovo and two in the area
of Skopje), from where 18 pieces of weapons and a large amount of ammunition and parts for
weapons were seized, and during the same year, due to unauthorized sale of ammunition, a

The migrant flows in the Republic of North Macedonia, which is not the final destination of the
migrants, but due to the specific position in the Balkans is part of the main route leading to the

from Croatia, Serbia, Slovenia, Austria, the Czech Republic, Poland, Hungary and Slovakia in
joint mixed patrols with members of the Border Police on the southern part of the state border
contributes to preventing attempts for illegal entry or exit of migrants from the Republic of
Greece, as well as the detection of cases of migrant smuggling.

MIGRANT SMUGGLING
In the period from 2017 to 2021, we record positive results in dealing with criminal activities
related to migrant smuggling, i.e. increasing the number of detected cases of smuggling,
which is on the rise from 2018 onwards, with a particular culmination in 2020, when the largest
number of cases was discovered - 95, of which 40 from September 2020, after the adoption of
the strategic decision to intensify the on-site activities of the police. Apart from Macedonian
citizens, foreign citizens were also discovered as perpetrators, and in addition to the crime
“smuggling of migrants”, the perpetrators were reported for other crimes as well.
During this period, a twelve-member organized criminal group was suppressed, which smuggled
migrants from the Republic of Greece to the Republic of North Macedonia, the migrants were
temporarily accommodated at locations in the Kumanovo-Lipkovo Region, and then transferred
to the territory of the Republic of Serbia. According to the country of origin, most of the migrants
come from Pakistan, India, Bangladesh and Syria. The cost of transport per person ranges from
EUR 500 to 700. According to the intelligence function, the largest percentage of cases were
detected by police officers from RC South hired to deal with this criminal activity in the southern
part of the country.
In the last five years, significant results have been achieved in detecting criminal groups
operating in this criminal area, whereby 13 criminal groups, consisting of 126 members, have
been successfully suppressed thanks to the good international cooperation, intensive planning
measures and rapid exchange of information, as well as the establishment of the National Unit
for Combating Trafficking in Human Beings and Smuggling of Migrants at the end of November
2017, in accordance with the Government Plan 3-6-9, the purpose of which was and is to
strengthen the staff capacity to deal with the challenges at the country borders.

ECONOMIC CRIME
The undertaken measures and activities in the field of economic crime, in the last five years,
resulted in detection of a total of 12,189 crimes, for which 14,592 perpetrators were criminally
reported, while the material damage caused to the Budget of the Republic of North Macedonia,
the municipal budgets, the joint stock companies and other entities, is estimated at about MKD
7.5 billion.
Among the more frequent acts of economic crime, in addition to the crimes related to the
pandemic during 2020 and 2021, the most common are abuses of official position - 957, followed
by cases of public transport without a license - 602 and illegal construction - 503, as well as
damage and unauthorized intrusion of a computer system - 315, usurpation of real estate - 293
and unscrupulous work in the service - 286.
During the continuous activities in the field of dealing with the organized way of committing
economic crime, special emphasis was placed on the abuse of the official position and
unscrupulous work in the service, which resulted in the suppression of six criminal groups with
a total of 80 members.

FIGHT AGAINST CORRUPTION
Detecting and dealing with corruption is procedure for execution of real estate,

an increase of the detective activity by about 62%. Within the detected cases, 261 perpetrators
were criminally reported, while the caused material damage was estimated at over MKD 149
million.
In September 2020, the leadership of the Ministry of Interior launched the operational action
“Refugee”, aimed to find and apprehend criminals - perpetrators of serious crimes for whom
central and international arrest warrants were issued for serving a prison sentence of up to
ten years, and the reason for this was their unavailability to the law enforcement bodies for
a long period of time. Only until mid-2021, while the action lasted and after taking intensive
measures and activities, a total of 479 people were found and detained. These are persons for
whom local, central and international arrest warrants have been issued: persons sentenced to
prison, persons under investigation or with a pre-determined measure of detention, persons
who have escaped from penitentiary institutions.
In the course of 2021, most of these persons - 297 people were found and detained on the
territory of Skopje. The Operational Team - Search, deprived 102 persons of liberty for serving
a total sentence of 269 years and 6 months in prison and for completing the remaining part of
the prison sentence for a total duration of 204 years and 11 months.
The organizational units within the IAD Skopje deprived 195 people of their liberty for serving a
total sentence of 210 years and 9 months in prison and for completing the remaining part of the
prison sentence of 22 years, 11 months and 27 days. As part of the international searches for
persons, upon issued arrest warrants from the Republic of North Macedonia, 98 persons were
found and deprived of liberty in foreign countries, and based on international arrest warrants
issued by other countries, 51 were arrested in the Republic of North Macedonia.

These activities continued in 2022 as well, and only in the period from early January to mid-
February, IAD Skopje and the Operational Team - Search, located and detained 37 people in
the area of the capital, who were wanted on warrants upon various grounds: upon orders
received from the Primary Court Skopje I, the Primary Public Prosecutor’s Office Skopje, the
Primary Public Prosecutor’s Office for Prosecution of Organized Crime and Corruption Skopje,
Penitentiary Idrizovo Prison, Penitentiary Prison Skopje and others.
Since December 2020, the cybercrime has been targeted and intensively monitored and
activities have been undertaken to detect, monitor and clear up situations and phenomena
related to the spread of racist and xenophobic written material, image or other representation
of an idea or a theory that aids, promotes or incites hatred, discrimination or violence against
any person or group on the grounds of sex, race, colour, political affiliation, personal or social
status or any other ground.
The aim is to prevent and detect the perpetrators who, often through fake profiles on the social
networks and Internet portals, publish texts, comments, video messages that incite hatred,
discrimination or violence against a certain group or person with social status, political affiliation.
Furthermore, intensive measures are taken after the reported events, and criminal charges are
filed against the perpetrators.
The undertaken measures and activities resulted in 85% resolved cases out of the total reported,
whereby 27 criminal charges were filed against 35 perpetrators for a total of 27 crimes, most of
which were for “spreading racist and xenophobic material through a computer system”, and 26
notifications were submitted to the competent primary public prosecutor’s offices.

ILLEGAL LOGGING
In the past five years, a series of activities have been continuously undertaken in all segments,
from normative regulation and consistent implementation of legal regulations, to the realization
of projects and activities in the field of prevention, as well as continuous planned on-site
presence in order to prevent and detect traffic violations.
With regards to traffic accidents, the statistical indicators show that in the period from 2017
to 2021, the undertaken preventive measures and activities of the traffic safety services of
the Ministry of Interior contributed to reduction of the number of victims and the number of
accidents with fatalities by 14%, reduction of traffic accidents with more serious consequences
by 6% and reduction of the number of injured persons by 5%.
With regards to the victims in traffic accidents, it is important to note that in the last two years -
2020 and 2021, we record the lowest number of deaths in the last ten years, i.e. in 2020 during
the lockdown in the country - 125, while in 2021 as a year in which there was no restriction of
movement we ended with 116 victims, making it the safest year in traffic in the past 15 years.
Furthermore, serious and continuous extraordinary controls of vehicles that perform public
transport have been conducted recently, and so far about 1,000 such vehicles have been
controlled, including those that transport students to schools and back across the country.
In cases where participation in traffic has been ascertained without complete necessary
documentation, criminal proceedings have been initiated against the persons and legal entities,
and the vehicles with established technical malfunction or inconsistency during extraordinary
technical inspection, were immediately excluded from traffic.

OSCE MISSION
On 4 December 4 2020, the OSCE Ministerial Council at the session held in Tirana, under the
presidency of Albania, adopted a decision entrusting the Republic of North Macedonia with the
presidency in 2023, which was supported by all 56 other participating states. It is an indicator of
the confidence in the credibility of the Republic of North Macedonia and an indirect recognition
of the progress made towards full respect of the common values on which the OSCE is based.
This support also has its positive reflections on the process of accession to the European Union,
by demonstrating the capacity to lead a complex organization such as the OSCE and to actively
participate in the processes of security and cooperation in Europe.
The role of chair of the OSCE in 2023 entails responsibilities in the year before and after, and after
the adoption of the budget for next year, on 16 August 2021, a political agenda with proposed
priorities is to be prepared. The harmonized possible priorities with relevance to the OSCE and
in consultation with other international actors will be proposed in May 2022, as priorities for the
2023 presidency.

The cooperation with the OSCE Mission in the period from 2017 to 2021 is marked by significant
dynamics. In 2017, the project for reducing the risk of proliferation of weapons and ammunition
was launched, which provides for strengthening confidence and security through appropriate
measures for increasing the security of existing reserves of conventional ammunition, which
reduces the risk of proliferation. The OSCE Office in Skopje provided a donation of technical
equipment for the needs of OITK, IAD Ohrid, IAD Kumanovo, Bit-Pazar Police Station and the
Human Trafficking and Migrant Smuggling Unit, as well as IT telephones for the needs of the
Ministry of Interior, and computer equipment for the needs of RC for East Border Passing.
Within the project for small arms and light weapons “Reduction of the risk for proliferation
of weapons and ammunition”, an off-road vehicle worth EUR 30 thousand and information
and telecommunication equipment worth about EUR 19 thousand was provided, as well as
information equipment for Border Affairs and Migration Department, worth of EUR 47 thousand
and software donation to the National Coordination Centre for Combating Organized and
Serious Crime - worth EUR 8.5 thousand.
With appropriate equipment donation agreements, equipment was provided for the Public
Relations and Strategic Affairs Department, the Informatics and Telecommunications
Department, the Training Centre and the Public Security Bureau with a total estimated value
(EUR 11.5 thousand), the activity “Public Opinion Survey on Democratic Police Operation – 2019”
was carried out, equipment worth about EUR 9.5 thousand was procured for the needs of the
Department for Combating Organized and Serious Crime/National Unit for Combating Migrant
Smuggling and Human Trafficking (Task Force).
In 2019, the Training Centre of the Ministry of Interior and the OSCE Secretariat signed an
agreement on a copyright license within the Regional Project for Supporting Practitioners in

In the course of 2021, joint activities were carried out in building a hybrid professional education
system in the Ministry of Interior, and within several joint projects, donations of equipment
worth about EUR 700 thousand were realized, as well as donations of equipment for the
Weapons, Explosives and Dangerous Substances Department, security agencies and detective
activity in the Civil Affairs Department, worth EUR 30 thousand, and a public opinion survey was
conducted for democratic police work in 2021.
In addition to the mentioned cooperation in the daily work of the Ministry of Interior and the
OSCE, it is important to note that in 2023, the Republic of North Macedonia will chair the
OSCE. Namely, the changed international positioning of the Republic of North Macedonia with
NATO membership in 2020 and the great twist of 2017 in the rule of law, democracy, human
rights, development of the model of multi-ethnic relations, complemented by the contribution
to regional cooperation and good neighbourliness, contributed Republic North Macedonia to
assume the role of Chair of the OSCE in 2023.
The support that the Ministry of Interior receives from the European Union is significant and
extensive and we are very grateful for it. The large number of implemented projects through
the European partners leads to the conclusion that our Ministry has built a clear structure
and vision for the implementation of European practices in the operation which, of course, is
recognized by our partners, and without their support it would not be possible to maintain a
high level of quality in both reforms and day-to-day police activities. We cannot cover all the
projects that have been implemented through the OSCE, EU, NATO programs, but some of the
most important are an integral part of this monograph.
With the financial support of the EU and through the Instrument for Pre-Accession Assistance
(IPA), several capital projects of significant importance for the regular actions of the members
of the Ministry in performing the activities related to the realization of the state and public
security system have been completed in the past few years security, including the TETRA
system as well.
TETRA is a digital European standard for mobile radio, developed to meet the needs of traditional
professional mobile radio user organizations, such as: state institutions, emergency services
(police, fire services, ambulance) for public safety nets, transport services and the army.

DISASTER RECOVERY AND
BUSINESS CONTINUITY CENTRE
The construction of the Disaster Recovery and Business Continuity Centre in Prilep, the first
of its kind in the region which is especially important for the Ministry of Interior and the other
state institutions, ensures the functioning of vital information systems in case of any possible
non-functioning of the primary information system due to natural disasters or catastrophes
caused by the human factor. The implementation of the contract on construction works for
the establishment of this Centre, worth almost EUR 3.4 million, of which EUR 3.25 million are
funded by the EU Instrument for Pre-accession Assistance (IPA) for 2013 and EUR 150,000 from
the Ministry of Interior, as the end user of this capital facility, started in March 2018 and ended
in December 2019.
In the series of essential, reform and program interventions within the Ministry of Interior, the
efforts for qualitative improvement of the segment of forensic operations are quite important
as well. At the end of 2019, the construction works for building the new facility for forensic
and technical examinations began, with a modern forensic laboratory of the Ministry of Interior,
which will be complete in the course of 2022.
This is a facility that will be equipped in accordance with all of the latest European police
standards in the field of forensics, which will significantly raise to an even higher level not only
the professional standards, but also the specific effects of operational police work.
In the total investment of approximately EUR 10 million, the EU and the Ministry of Interior show
that security can be built together within the country and in the region as well.

NESTOR
Improving the cross-border image of securing European borders. MoI in cooperation with the
Greek Ministry of Citizen Protection in a consortium of 22 organizations from several countries.
The main goal of the project is demonstration of applied solutions for automated surveillance and
long-range protection across maritime and land borders by detecting, classifying and tracking
moving targets (e.g. persons, cars, drones, etc.) using finest techniques of artificial intelligence
in order to ensure comprehensiveness in surveillance, timely cross-border information in
order to protect and preserve the European borders. Project activities started commenced in
November 2021 and the implementation of the project is in progress. The Ministry of Interior
in accordance with the project budget has funds available in the amount of 47,562.50€. The
beneficiary is the Department for Border Affairs and Migration.

security of states and their citizens within the framework of democratic governance, the rule of
law, respecting human rights and gender equality.
The Republic of North Macedonia is a member of this Swiss foundation since its establishment.
The Ministry of Interior, on the other hand, is an active beneficiary of DCAF programmes and
projects, through which in the past period they worked on:
The Border Security Programme contributes to raising the efficiency of border management
bodies in Southeast Europe and encourages mutual cooperation for successful mitigation of
current and regular security threats to regional and European border integrity. The aim is to
strengthen the security of citizens and to support the free movement of people, goods and
ideas. By building regional capacities, transposing European standards, good practices and
meeting the real needs in the field of regional border management,
3. Operational cooperation for the management of irregular migration and the fight
against organized and cross-border crime
4. Strengthening the capacities for recognizing and dealing with illicit trafficking of
cultural goods.
DCAF also supports the Ministry of Interior within the framework of Intelligence and Security
Sector Reform Programme in North Macedonia through its Office in Skopje. Specifically, the
support refers to three components:
1. More efficient and more accountable chain of criminal justice for practicing special
investigative measures (SIM). Enhancing the rule of law through more efficient
investigations and improve respecting human rights through increased capacity and
expertise in the implementation of special investigative measures (SIM).
2. Preparation of the Police Cooperation Convention (PCC) and EU Prum for regional / EU
automated exchange of DNA data, dactyloscopic data and vehicle registration data.
Establishment of legal, organizational and technical capacities in North Macedonia to
enable automated data exchange in accordance with PCC and EU Prum in practice, in
at least one data field (DNA and / or fingerprints and / or vehicle registration data).
3. Capacity to support the implementation of the Action Plan for Police Integrity in the
Ministry of Interior. Support for implementing strategic and operational measures for
dealing with corruption effectively in order to help strengthen police integrity in line
with European standards.
The implemented Police Integrity Building Programme works with countries seeking to develop,
implement and evaluate projects that establish and maintain high levels of integrity and
professionalism in police services. It has provided guidance to a wide range of actors (including
government officials, decision-makers and senior and middle-level police managers) on how
best to promote integrity in the police service. In order to ensure a comprehensive and effective
approach towards reforms, the Programme coordinated and collaborated with partners in the
region to strengthen judicial, parliamentary, and civil society oversight.

FEDERAL REPUBLIC OF GERMANY
Pursuant to 2018 Donation Agreement, 16 off-road vehicles were donated by the Federal Ministry
of the Interior of the Federal Republic of Germany for the needs of Border Affairs and Migration
Department, in order to support the Border Police in the fight against the current situation
with the migrant crisis. In the following year, a donation was provided to OSOSK - Unit for illicit
drug trafficking in the form of computer equipment in a total value of approximately EUR 20
thousand and a vehicle “Skoda Octavia” worth EUR 19,500. In the course of the same year 2019,
the German Ministry handed over a donation of another 20 vehicles to the Macedonian Police,
of which 8 vehicles were for the needs of the Border Police, as well as six vans, 344 pieces of
REINER D53 stamps for the needs of border control, with a total value of EUR 416,700.
In 2021, this partner of ours repeatedly donated equipment for material and technical support
to several departments in the Ministry of Interior, including the Department for Combating
Organized and Serious Crime, the Computer Crime and Digital Forensics Department and the
International Search Unit at the International Police Cooperation Department, with a total value
of about EUR 37,500, and three passenger vehicles were provided to the Counter-Terrorism,
Violent Extremism and Radicalism Department for the Corruption Unit and the International
Search Unit, totalling EUR 67,500. In the course of 2021, the Border Affairs and Migration
Department at the Public Security Bureau received donations of 7 special vans worth more than
EUR 205 thousand, laptops and projectors worth approximately EUR 14 thousand, night and
day binoculars worth EUR 41,384, endoscopes worth approximately EUR 3,000, stamps worth
approximately EUR 40,000, tactical vests worth approximately EUR 18,000, forced-stopping

devices worth approximately EUR 36,000, thermal imaging cameras and 10 off-road vehicles
worth more than EUR 170,000. In addition, the Covert Operations Department and the Criminal
Investigation Department received donation of 3 passenger vehicles worth approximately EUR
59 thousand, and material and technical support was provided to OSOSK in the amount of
approximately EUR 7,000.
In the course of 2017, the United States of America, as a proven friend and partner of the
Republic of North Macedonia, at Blace Border Crossing point handed over the donated technical
equipment from EXBS (Export Control and Related Border Security Program) and ICITAP
(International Criminal Investigative Training Assistance Program) programs, intended for the
Border Police, which included: 5 off-road ATVs, a set of equipment intended for inspection and
control of certain hidden spaces in vehicles and cargo, radiation pagers and one vehicle. As part
of the cooperation, in 2019 at the Training Centre in Idrizovo was donated equipment in the form
of a donation by the Counter-Terrorism Program of the Bureau of Diplomatic Security of the US
Department of State, and the following year equipment was provided for Cybercrime and Digital
Forensics Department, while through the ICITAP program, equipment was donated - assistance
designed to prevent the spread of COVID-19 pandemic.
With a donation worth about $ 475 thousand through the ICITAP program, the special police units
in “Gjorche Petrov” Police Centre received a renovated modern facility for accommodation of
police officers from our country, but also from the entire region who participate in trainings and
exercises for organized combat against illicit drug trafficking. With this project, “Gjorche Petrov”
Police Centre, which is also the Operational Headquarters of the Rapid Deployment Unit at the
PSB, will have additional input in increasing police interoperability in the region, because these
professionals from several countries (Albania, Serbia, Croatia, Kosovo, Bosnia and Herzegovina,
Bulgaria, Greece) work together in the fight against international criminal groups involved in
drug trafficking.

Another important project of the Ministry of Interior is the project “Mobile Camera Recording
System”, set up for police officers who control and regulate traffic. This is another important and
valuable donation of $1,061,000, a project of the ICITAP program of the Department of Justice
of the Government of the United States of America, intended for the traffic units and the Border
Affairs Department.
The application of this system started in the Mobile Unit for Road Traffic Safety in Petrovec,
where 17 cameras were initially procured by ICITAP, after which the equipping of the traffic
units in other sectors for internal affairs throughout the country continued. In the course of
2020, a total of 148 sets of cameras and equipment were procured from ICITAP, as follows:
46 body cameras for the organizational units for BPS at SIA Tetovo, 40 body cameras for the
organizational units for BPS at SIA Kumanovo and 62 body cameras for organizational units for
BPS at SIA Ohrid, after which the implementation of the project in these organizational units
began.
The mobile recording system means full equipping with a total of 593 cameras in all internal
affairs departments, i.e., the units for traffic safety and the Border Affairs Department, which
is based on the already established information and software infrastructure for their smooth
and qualitative operation through numerous trainings and professional education of the police
officers.
In 2017, the Government of the Czech Republic donated 1,500 pairs of special boots intended
for the organizational units of the Ministry of Interior, in charge of protecting the state border.
The Ministry of Interior of the Czech Republic also provided support of 28 million Czech korunas
for the purchase of passenger vehicles for the needs of reinforcing the protection of the state
border, as well as technical equipment in the area of asylum, within the project implemented
together with the Office of the United Nations High Commissioner for Refugees and additional 25
million Czech korunas for upgrade of the capacity of the Macedonian Police, while the Police of
the Czech Republic in 2021 gave a donation of equipment in the form of headphones, intended
for the needs of SATU “Tiger”.

Pursuant to 2021 Donation Agreement concluded between: Solidarity Fund PL from the Republic
of Poland and the Ministry of Interior of the Republic of North Macedonia, funds were provided
for protection against COVID-19.
In 2021, the Ministry for Europe and Foreign Affairs of the Republic of France, pursuant to the
agreement signed in Paris, donated the “EVOFINDER” system to the Police of the Republic of
North Macedonia.

THE CONTROL OF SMALL ARMS AND LIGHT WEAPONS (SEESAC)
The Criminal Intelligence and Analysis Department, with a donation from the South Eastern
and Eastern Europe Clearinghouse for the Control of Small Arms and Light Weapons (SEESAC),
acquired the right to ownership of software from the United Nations Development Program
(UNDP) for the purpose to establish a firearms contact point, while the Forensic-Technical
Examinations and Expertise Department received equipment for double casting of shell casings,
an activity that is implemented as part of the project of the South Eastern and Eastern Europe
Clearinghouse for the Control of Small Arms and Light Weapons (SEESAC) and the European
Union. The equipment was installed in 2019 and training on its use was conducted.
Commencing as of 2017, IOM provided several donations for the needs of Border Affairs and
Migration Department at the Ministry of Interior, as support for more successful management
of the southern border in the context of the migrant crisis. Equipment including hand-held
thermal surveillance cameras with additional tools, hand-held police batons with led lights
STOP POLICE, document checking systems, IT equipment was delivered in the amount of EUR
85,500, as well as installation and training for them worth EUR 95 thousand, 8 special vehicles
for transport of smugglers worth more than EUR 206 thousand, as well as 8 civilian vehicles for
fight against smuggling of migrants worth EUR 128 thousand.
In the course of 2018, IOM donations provided handheld cargo and vehicle scanning systems
worth $188,300, long-range handheld thermal cameras ($90,000), and short-range handheld
thermal cameras ($39,600), 8 off-road vehicles (EUR 95,000), telecommunication equipment
(EUR 288,000), heart rate scanners (EUR 106,000), local coordination and communication
centre and mobile surveillance systems, equipped with cameras and radar (EUR 2.1 million),
as well as vehicles for the Mobile Teams for identification of vulnerable categories of persons,
including victims of human trafficking from Tetovo and Bitola (EUR 21,000), and donation of IT
equipment from IOM was also given to the Asylum Department at the Ministry of Interior.

As part of the project “Improving National Practices for Small Arms and Light Weapons
Management and Building Resistant Communities”, more than EUR 20,000 worth of equipment
was donated by the United Nations to enhance the opportunities for information exchange,
analysis and reporting, through the development and use of digital tools, and equipment worth
$6,600 was awarded to the National Small Arms and Light Weapons Commission.
In the field of small arms and light weapons, the cooperation with UNDP takes place within the
following projects: “Improving National Practices for Small Arms and Light Weapons Management
and Building Resistant Communities” which is implemented in two components, i.e. upgrading
the existing software - Registry for weapons and donation of hardware equipment, as well as
laying the foundation for a new integrated police information system, with which the Registry
should be connected, as well as the project “Cross-border integrated institutional approach in
the fight against illicit trade in arms and small arms and light weapons” through which our country
and Kosovo, as signatories of the Roadmap for sustainable solution for illegal possession, abuse
and trade in small arms and light weapons and ammunition of the Western Balkan countries
until 2024, have the opportunity for mutual cooperation and capacity building.

Police Day is celebrated every year on the 7th of May with a special ceremony. Police officers,
with an appropriate program and demonstration exercises celebrate their holiday in front of
their friends and guests, to remind them of the sacrifice, responsibility, courage, morality - as
characteristics of the police profession, which should be developed by every individual sworn
before the blue uniform.
Sacrifice, because the police officers are committed to putting the safety and well-being of
others before their own, because they should always be at the forefront of a better, safer and
more secure life for all citizens of the Republic of North Macedonia, as guardians of the public
order and peace and building of the state.
Responsibility, because their task is the non-selective fight against crime and corruption and
the uncompromising rule of law.

Courage, because from the moment they put on the uniform, with the first risky situations they
face, they become aware that they will do nothing without this virtue, just as they know that
courage, in addition to honesty, is the greatest quality of the mind.
And finally, morality, because the police profession is a highly moral profession in its core.
The police officers are aware that they are the first friend who is most wanted in an accident
or difficult situation, they create a sense of trust and security in the citizen, they are expected
to protect their rights, interests and freedoms. Hence, the high demands of the work of each
individual police officer, on maintaining discipline and readiness at the highest level.
The 7th of May is also a day to pay tribute to the colleagues, the dead and deceased members
of the police, those brave hearts whose sacrifice will never be forgotten. Eternal glory to them!
Every year on Police Day, awards are given to the most successful professionals who have
shown above-average results in the performance of their duties over the past year, regardless
of whether they fight crime and corruption, terrorism, maintain public order, and security in
traffic and border security, as well as for meeting the daily needs of the citizens.
And such results affect the increase of trust by the citizens who have always known to appreciate
honest, selfless work and flawless performance of duties, which builds the image of the police
in general. Police Day is another opportunity to see what their goal is, what has been achieved,
in which direction things should move, in which segments additional work should be done... In
the last five years, every 7th of May is a step closer to achieving the common goal - establishing
the concept of partnership between citizens and the police.
The Day of the Macedonian Police was established on 20 April 1993, and in 2018 the jubilee of
25 years of existence of the Macedonian Police was celebrated.
The central jubilee celebration of the Day of the Macedonian Police – 7th of May was held at
the City Stadium in Shtip, where the members of the Ministry of Interior presented their skills
through a series of demonstration exercises.
In Gjorche Petrov Barracks, as part of the celebration of 7th of May - the Day of the Macedonian
Police, members of the Special Task Force, the K-9 Unit and the Rapid Deployment Unit
demonstrated tactical and technical capabilities in three different operational situations, but
also a high degree of necessary coordination and professional standards for fast and efficient
handling in the simulated crisis operations.

As part of the celebration of the Police Day, at the port in Ohrid, the members of the Special
Task Force, the Lake Police and the Helicopter Squadron presented to the public some of their
professional skills, effectively dealing with a complex exercise scenario in the waters of Lake
Ohrid. In the presence of a large number of citizens, the members of the Ministry of Interior
performed a tactical demonstration exercise by attacking a vessel for overcoming and depriving
dangerous persons of their liberty.
Eight heads of states, one prime minister and three foreign affairs ministers attended the
celebration in the capital, and for their security appropriate measures and activities had to be
taken.
In 2021, the 30th anniversary of the independence of the Republic of North Macedonia,
its determination and European vision for progress was marked with a special honour. As a
celebration of perseverance and democratic maturity, we celebrated the date when the
Macedonian citizens realized the never ceasing aspiration of the generations for an independent
and sovereign state.
Celebrating this day, as a continuation of Ilinden and ASNOM, a product and motive for making
wise and courageous decisions - is a confirmation of independence as an equal member of
the most powerful military-political alliance NATO and as a future negotiator with the EU - as
Macedonians who speak Macedonian with recognized Macedonian identity.
In the name of fulfilling that vow, with the utmost respect and gratitude to all statesmen
involved in the realization of independence, and for the generations that participate in building
our country - a message was sent to continue to nurture the modern democratic values and
methods in securing a bright future.

The Macedonian Police marked the 30th anniversary of independence with a solemn parade of
echelons of special police units in front of the Parliament of the Republic of North Macedonia.
That thunderous step of the police units conveyed unanimous message - the Ministry of Interior
remains an institution that protects the freedoms and rights of all citizens, their safety and
security, as well as the safety and security of the society as a whole.

“206”, the modernization of the instruments and installation of special equipment for working
with ropes, “white 212” is capable of life-saving actions, which has doubled the capacity to
carry out these noble missions. Both “M-171” aircrafts were overhauled, and as part of the
comprehensive activities for material security and equipping of the police officers, flying
uniforms for the personnel and parts of equipment for the members of the Helicopter Squadron
were procured, which had not been done for a long time. All of this was done not only because of
the proven value of the Helicopter Squadron, but also because of all previous generations of its
members who have invested their professional knowledge and aspiration in the development
and transformation of the Helicopter Squadron into what it represents today.

40 YEARS SPECIAL ANTI-TERRORIST UNIT “TIGER”
In 2021, the most renowned police formation - the Special Anti-Terrorist Unit “Tiger” at the
Public Security Bureau of the Ministry of Interior on the day of the establishment of this Unit
– 13 March, celebrated its jubilee - 40 years of its existence, when it was promoted from the
Special Tasks Unit into Special Anti-Terrorist Unit “Tiger”, with a new emblem and flag.
At the beginning of its fifth decade, the Special Anti-Terrorist Unit “Tiger” is a true pride
in terms of the professionalism and expertise of its members, not only of the Ministry of
Interior, but of the Republic of North Macedonia in general, because according to the police
and security practice in our country, in the region and in the world, the field of special
operational police action is one of the essential segments in the police work.

In the many stages of its development from 1981 onwards, the Unit gradually and thoroughly
grew, matured, upgraded, profiled in what it represents today: a highly specialized team
of trained and skilled police officers who do not lag behind in terms of standards, as well as
technical, professional and human performance compared to similar police units in Europe and
worldwide. In many segments, the members of the SATU “Tiger” have shown that they are at the
very top of what it means to act upon and perform special police tasks.

On the occasion of marking the four decades of existence of this Special Police Unit, the first
impression, as an assessment of the existence and functioning of SATU “Tiger”, is the fact that
it is a structure composed of people who have rightly proved that they deserve the epithet “elite
unit” with their readiness, sacrifice, and with other professional qualities.
Furthermore, there is also the indisputable fact that in all plans and projections of the Ministry,
its functionality and efficiency were and are at the very top of priorities - investment with its
own continuity - which will constantly provide the necessary high standards in the daily work
of this Unit. In addition, the activities will be aimed at all segments of development – human i.e.,
equally psychophysical, professional, technical, operational, educational, material. This Unit will
continue to adhere to such an agenda in the future as well.

20 YEARS RAPID DEPLOYMENT UNIT – ANYTIME AND
ANYWHERE!
On 23 August, 2021, the Rapid Deployment Unit marked the significant jubilee - 20 years since
the establishment of this police organizational unit, which in just two decades of existence has
grown into an essentially necessary police formation, primarily in terms of particular and special
police tasks and areas of action, as one of the essential police mechanisms of the concept of
security. The unit by its composition, role and professional specifics is a key link in achieving
the police security goals, which is protection of security, freedoms, rights, material goods of
citizens, as well as protection of legal order, public order and peace, by ensuring internal security
and stability of the state.

All of its members since 2001, when the Unit was formed as a formation able to perform tasks
ranging from classical military to complex police operations, until today, through its activities,
transformations, hard work, ultimate trainings, professionalism and visible results achieved,
unequivocally proved the necessity of such police organizational unit. This especially refers to
the particular and special police tasks and areas of action in the overall concept of the European
police security system, which this leadership of the Ministry of Interior and the PSB aims at and
intensively builds in the past few years. Their tasks are of the highest priority, the members of
these units are selected according to the strictest medical, psychological and physical criteria.
Their training is quite complex and lasts longer than the training of the regular units. They are
always in constant combat readiness, ready for immediate action at any location and under any
conditions.

We also worked on raising the gender awareness through continuous implementation of
a mentoring program for gender equality - a practice that proved to be very successful and
began to be implemented in other bodies of the state administration as well. The purpose of
this mentoring program, which has been implemented on several occasions with the support of
OSCE, is to enable the creation of a concept of mutual support for women by sharing knowledge
and experiences, strengthening the solidarity, promoting good practices, networking and
empowering women in the Ministry of Interior.
As for the increase in the number of women in managerial positions, considering that pursuant to
the law the distribution of employees is done by means of a transparent procedure by publishing
an internal announcement to which all employees can apply, a competent commission decides
on their selection. In this way, women are regularly encouraged to show even greater interest in
managerial positions, whose role is extremely important in police matters.

In addition to the awards worth EUR 150 for mentors for a successfully implemented mentoring
program, the jubilee award in the amount of half the average salary for 10 years of service in the
Ministry of Interior, the payment of funds in the amount of 20% intended for food for those who
work the night shift and payment in the amount of 5% per hour for home duty, was a measure
for which the payment for January 2022, for 1,008 colleagues in the Ministry of Interior, was
effectuated together with the salary for February. All these measures and awards apply to
everyone, and particularly for women employees in the Ministry of Interior who are mothers,
there is a monetary compensation in the amount of EUR 100 in MKD equivalence for each new
born child.
TRANSPARENCY – THE
MEDIA, PARTNER OF
MOI
T he media are a serious partner of the Ministry of Interior. According to their role and
importance, they constitute one of the fundamental segments on which the democratic
standards and values of the community are based. Without them, the necessary social openness,
accountability and responsibility as key links of the system, necessary for its maximum
functionality, are impossible. In general, this means that without the objective positioning of
the media, one of the basic human rights is denied - the right to be informed, and thus the right
of the citizen to participate in public affairs, but also the right to vote, to make decisions, which
pursuant to the laws and the Constitution belong to every human. In addition, the media are an
important promoter and have a responsibility in raising public awareness and education.
The police, in the domain of their competencies, in the last five years demonstrates readiness to
build and intensify the partnership with all professional media associations, especially in terms
of providing the best possible conditions for their work. The process of transformation of the
Ministry of Interior from an extremely closed institution, into an institution whose transparency
gradually makes huge progress both in proactive and reactive transparency, took place together
with the reform processes in the Ministry.

In the past years, the active transparency reports prepared by the Centre for Civil Communications,
based on a previously developed methodology with the support of the United States Agency
for International Development (USAID), monitor the level of disclosure of information on the

The activities for improving the transparency and strengthening the partnership with the
media continue in 2022, and together with the Association of Journalists of Macedonia and
the Office of the Council of Europe a seminar was held on “Improving the cooperation between
journalists and police authorities for greater accountability and transparency”, which was
attended by journalists and representatives of the Ministry of Interior working in the field of
public relations. This seminar gave the opportunity to journalists, members of the Ministry
of Interior and other media actors to discuss topics aimed at deepening cooperation in the
exchange of public information, and stressed the importance of the police newsletter, which
contains the basic information needed to inform the public. In fact, the statistics from the period
2017-2021 show the progress of the Ministry of Interior in the area of transparency. Briefing with
the journalists and the daily telephone communication in all five years remains one of the most
frequently practiced tools, through which the public relations officers, MoI spokespersons and
spokespersons in the departments for internal affairs inform the media about everyday events
of their interest and about the police statistics. As for other communication tools, the statistics
show a continuous upward trend in the quantity of presented information.

2019
In the course of 2019, more than 1,500 information (notices, announcements, events related
to police work and traffic campaigns, invitations and similar police activities) were processed
and placed on the website of the Ministry of Interior, which were simultaneously distributed
to all media services, and the daily bulletins are published with an excerpt of some of the daily
events on a daily basis (365). In 2019, a new YouTube channel was opened, which is started
to be followed by 53 active followers, 94 videos of the activities of the Ministry of Interior
were published, which had about 90,000 views. The official Facebook page of the Ministry of
Interior, which in 2019 was followed by over 34,000 users, posts announcements, newsletters,
photos and videos of various events related to the activities of the Ministry on a daily basis. In
addition, 2,895 written requests from journalists and media and 1,000 requests from citizens
and institutions were processed, and over 1,500 public announcements were submitted. Over
1,300 announcements and notifications were publicly posted from the local offices represented
by the public relations spokespersons, for which over 400 statements were made and television
appearances were realized on various occasions in the field of police activities. They have also
actively participated in more than 50 prevention campaigns and projects at both local and
national level. In 2019, 178 requests for free access to public information were submitted to the
Ministry of Interior, and it was acted thereupon accordingly.

In the course of 2020, more than 2,000 information (reports, announcements, daily analytical
information regarding the situation with the COVID-19 pandemic, as well as events related to
police work, traffic safety campaigns and public notices related to the work of the Ministry) were
processed and placed on the website of the Ministry of Interior and simultaneously distributed
to all media services. At the same time, 366 daily bulletins with excerpts from some of the daily
events were published on the website. On the YouTube channel, with 322 active followers in
2020, 211 videos of the activities of the Ministry of Interior, the Public Security Bureau and all
other organizational units in the Ministry of Interior were published, while the published videos
have about 415,000 views, and the most watched video was published on 1 September, 2020
with 52,960 views. On the Facebook page of the Ministry of Interior, with more than 50,000
users in 2020, announcements, bulletins, photos and videos of various events related to
the activities of the Ministry are posted on a daily basis. Also, 2,325 written inquiries from
journalists and media were processed and over 2,500 electronic inquiries from citizens and
institutions, and over 1,500 public announcements for submission were attached. More than
2,000 announcements and notices were sent to the public offices represented by the public
relations spokespersons, for which over 250 statements were give and television appearances
were realized. In the course of 2020, 165 requests for free access to public information were
submitted to the Ministry of Interior, and it was acted thereupon accordingly.

future police action are created. Encouraged by the good experience and the real needs, we
accepted the idea of re-publishing a magazine intended, above all, for the employees of the
Police and the Ministry of Interior. In the period from 1960 to 1998, the magazine “Security” was
published in the Ministry of Interior, which left its own imprint on the development of the police
science and police practice in the country. Aware of the need to encourage and promote the
research character of the profession, as well as to meet the modern global standards for the
police work, we decided to renew the scientific-professional magazine of the Ministry of Interior
“Security” after a period of two decades.
We emphasize the role of the new magazine “SECURITY” in the advancing of the science in the
field of security, which will define the problems and phenomena that need to be investigated
and develop the authors’ interest in the problems the police face with. The published papers
are based on phenomenological and etiological researches of the phenomena, and are based
on research results that provide a basis for scientific verification of the settings presented in
the paper. Thus, are directed the plans and priorities for the work of the police service in the
country.
1. Use of gender vocabulary and terminology in the CA - FOR THE FIRST TIME IN A COLLECTIVE
AGREEMENT IN THE COUNTRY.
2. A new provision is provided for the protection of workers who have three effective years
until the realization of the right to retirement by force of law upon completion of 40 years of
service, in such a way that they cannot be assigned to a job at levels lower than the level of
the job at which they work in accordance with the job classification.
3. Provided HOME DUTY of 5% per working hour, as a special working condition which implies
an obligation for a worker with the status of non-uniformed police officer who does not work
in shifts, outside working hours to be on standby at home or at a certain place.
4. The right to paid leave, in cases when the employee represents the Ministry or participates
as part of the state representation at sports, cultural and other events.
5. Revised provision for workers - voluntary blood donors, with the right to rest in duration of
three working days, including the day of blood donation, for each blood donation.
6. Planned provision for special protection during night work, with the right to adequate food
or compensation for food expenses in the amount of 20% of the average net salary.
7. A jubilee award in the amount of one half of the monthly average net salary paid in the
Republic of North Macedonia in the previous three months - for uninterrupted work for an
effective period of 10 years in the Ministry.
8. One-time monetary compensation in the amount of EUR 100 in MKD equivalence, to a
worker-mother, for each new born child.
9. One-time monetary compensation for the workers who are appointed as mentors by a
decision of the Minister, in the amount of EUR 150 in MKD equivalence.
The dialogue and this established way of close partnership cooperation will continue in the
future in the interest of achieving the goals we share and we strive for together.

Every day we had 500 to 650 police officers on the field, approximately 250 motorcycle patrols
and 200 engaged vehicles that directly participated in extinguishing the fires. Some of the
police officers were deployed at approximately 200 checkpoints across the country. Members
of all special police units were on the site around the clock: the “Tiger” Special Anti-Terrorist
Unit, the Rapid Deployment Unit and the Training and Support Unit, who selflessly helped in
extinguishing the fires.
The environmental activities in which employees of the Ministry of Interior participate, as well
as the leadership of the Ministry of Interior personally, are not unknown either. Spasovski, the
Minister, together with members of the Government, in conditions of one of the biggest health
crises in the past few decades, joined the action for afforestation of 75 seedlings in the burned
areas around Lake Mladost, in honour of the 75th anniversary of the United Nations, and a year
earlier, together with the employees of the Ministry of Interior, in the action for cleaning the
waste in the vicinity of MoI administrative building and the Clinical Centre in the Municipality of
Centar as well, which aimed to raise the public awareness of all citizens.

The humane dimension of the police is also covered by the daily bulletins. In the period 2017-
2021, the Air Force Unit, namely the Helicopter Squadron, alone or in cooperation with the
members of the special units have participated in at least 20 successful rescue operations
with their highly trained members, where our nationals and foreigners, mountaineers, injured
motorcyclists, paragliders were rescued from life-threatening situations...
The media have noticed the case dating back to 2018, when a Croatian mountaineer on Korab,
from a place called Kobilino Pole, due to his deteriorating health, was evacuated with the help
of a helicopter of the Ministry of Interior. Also, there is the case from 2019, when a mountaineer
who was traveling with a group on the route Bozovce - Skakalichko Ezero, due to symptoms of
a heart attack was transferred by a police helicopter from Shar Mountain to the Clinic in Skopje.
In the same year, 2019, police officers from the Mazdraca Border Surveillance Police Station and
the Sector for Internal Afafirs Tetovo rescued two motorcyclists who got lost on Shar Mountain,
and a mountaineer who slipped off a cliff was successfully pulled out of Pelister. MoI helicopters
took an active part in the search for the crashed Cessna aircraft, then rescued two lost cyclists
in the Matka Canyon, as well as three Ukrainian paragliders on Galicica and rescued an injured
motorcyclist on top of Kozuf Mountain.
The public is especially pleased to hear news of children being found by police officers even
before they are reported missing. Thus, in December 2019, the Intervention Police Unit quickly
found a 12-year-old boy who had health problems and got lost, and in May 2020, police officers
from the SIA Skopje in the vicinity of Bit Pazar found a missing girl and returned it to its parents,
while a few months later police officers from Centar Police Station and the Intervention Police
rescued a nine-year-old child who fell into the Vardar River. Last year, a 67-year-old woman
was pulled out of the waters of the Vardar River by the rapid action of police officers from the
Intervention Police Unit at the SIA Skopje, and on several occasions members of the special
units rescued people who tried to take their lives.
