The state must act as a supervisor of the market or the private sector, if there is no supervisory
mechanism, market opportunism and private private interests will further distort the adjustment of the
supply and demand process. This is done because several events indicate that market mechanisms have
intervened in channeling the institutional restructuring of a country. This distribution forces the country
to be oriented towards a free market, then several times it has not been able to overcome innovation
and market variability in the form of structural competitiveness. Otherwise, with the role of the state,
market forces will be controlled so that the economic performance of individual markets will be superior
in terms of growth, unemployment reduction and innovation.

Thus, a sustainable regulatory theory for a country is needed. This regulation concerns the importance
of the market as an institutional tool in regulating the coordination of community governance. The role
of the state in a regulatory perspective includes organizing political power for governance purposes.

From a regulatory perspective, state welfare is very important in maintaining social solidarity, where
social policies, welfare rights, health rights, education rights, job security rights are all the responsibility
of the government.
