1) What is the guiding philosophy of your form of government?

The guiding philosophy of our form of government is to have a


Democracy that gives our citizens the power to choose the leaders who
best represent them.

A) What is the responsibility of the state government?


Responsibility of the state government: Administer roads,
education, public safety, justice as decided by voters and state
lawmakers.

B) What is the responsibility of the local government?


The responsibility of the local government is to make sure the
citizens of Meriario follow the laws that were established

C) What is the responsibility of the people?


The Responsibility for the People is to vote for the cadiente that
best represents their interests. They also have to pay their annual
taxes and follow the laws that they have helped create.

government? Some areas of laws that can be passed are ownership of
property, education of inhabitants; implementation of welfare, other
benefit programs and distribution of aid. Along with that they
maintain the judicial system, regulate the industry and maintain state
highways and roads.
- What areas of laws can be passed and enforced by the local
government?
Will take responsibility for laws that will impact parks and recreation
services, police and fire departments, housing services, emergency
medical services, municipal courts, transportation services, which
includes public transportation, and public works (streets, sewers,
snow removal, signage, and so forth)
B) What are the powers for each branch of government at the state
level?
President: Can board any plane at any time, may make decisions of
any sort
Vice president: may board any plane at any time, must follow the
president at any time, must know how to defend the president
Speaker of the senate: must talk on behalf of the senate, must vote for
the president
Authority general: makes security decisions
Secretary of state: is the speaker for the state
Governors the face of the state

Only the senate can dissolve the president/governor on a
law approval by being verified by the court and having a 70
percent vote in favor.

The money is controlled by the federal/ provinces treasure
which will be mentored by the court.
Article 3) Positions in Government 20 points
A) What are the different positions in each level and branch of
government?
Three levels of branches are legislative, executive, and
judicial
Congress, President, and Federal Court

- What are their responsibilities?


Legislative- Make the laws (Congress, comprised of the
House of Representatives and Senate)

Executive—Carries out laws (president, vice president,


Cabinet, most federal agencies)

Judicial—Evaluates laws (Supreme Court and other courts)


- How does each position get elected, appointed or
inherited?
The Legislative Branch gets elected by the people of each
state.

The Executive branch gets appointed through nomination by the


President and confirmation comes by the Senate.

The Judicial branch gets elected by county voters and appointed by


the president and confirmed by the Senate.

- Is there any way to remove or recall people from office?


In certain polities, voters can remove an elected official from
office through a referendum before that official's term of office has
ended.

- What happens if officials are unable to perform their duties? (What are the
circumstances? Who makes the decision?) If the officials are unable to
complete their duties, the situation will be investigated and put on trial in a
court that best fits their circumstances. It will then be a judge's decision on
the punishment

Article 4) Qualifications and terms of public office 20 points


A) Who can serve in public office? People who have experience
at a local level of government.
- Age, education, years as a citizen, natural born citizen? -
Length of service – years and terms in public office as per each
job in government. President is 30-60 years old, no education
requirements, 5 years minimum as a citizen, they do not have to
be a natural born citizen, 4 year terms, only can do 2 terms.
Senator: 25-65, AA degree, 4 years minimum of citizen, they do
not have to be a natural born citizen, 6 year terms, can only do 2
terms.
- Do you set a maximum number of years or terms for the different
offices? Yes, the presidency is 4 years and 2 terms,
senators are 6 years and 2 terms.
- Do any officials get paid for the job?
Yes, they do get paid salary
Justice System:

Article 5) Structure and organization of courts. (Chart) 20 points


A) Will you have a state system, local system or both?
- Who will have jurisdiction over what types of cases? Judges
will have the majority of jurisdiction, but in some cases, there
will be a jury.

Rights and Freedoms:

Article 6) What if any rights and freedoms are guaranteed in


your state? freedom of speech, freedom of religion,
the right to vote, the right to protest, the freedom of
bodily choice, reproductive freedom.

Article 7) How do you defend the freedoms and rights in your


state? If the freedoms and rights are being taken
away, the state senators will get involved and if
they haven’t responded, then they get in trouble.

Tax System (Chart) 20 points

Article 8) What type of tax systems?

It is a equal tax system


A) You need a tax system to support your state's economy,
social programs, military, etc.

B) Who pays which tax and how much is it?
Every person who has an income of 25,000 and up has to pay 5%
of federal tax. No state taxes
C) Who collects the tax?
All federal money is collected by the federal department of
treasury. Money is used to pay for military and government
services first. The money left over is used as a reserved.
direct tax taxes are collected by their State/provinces department
of treasury. The money is distributed to local governments
among the State/province. Money is used to pay state workers
and other necessaries.

Military:

Article 9) Will you have a standing military; will it be professional, part time
militia or both? A) Mandatory military service or voluntary or only at
certain times. The military will mainly be voluntary until a draft is
necessary.
- If mandatory for how many years and from what age? The
youngest people can get drafted is 19 years old. They are
mandatory just until the war is over, when they are no longer
needed, or they have served 2 years.
- Will you have the Draft in case of a statewide emergency? Yes,
drafts will only be issued when an actual emergency is happening.
- Who has overall command of the military? The senators
have overall command
- The people, government, and/or the Military Leaders?

B) Is your military organized state wide, local, or both? It is


organized federal wide.

C) How does your government declare war? They declare war


when a direct threat is stated towards the state or country.
Police:

Article 10) Organization (Chart)


A) Will you have local and state police?
State government has authority over all Highway patrol. Local
governments Have authority over all city/town police.
- Who has jurisdiction over what types of crimes?
State judges have jurisdiction over all crimes.
B) Rules
- Will you have rules that govern police actions?
The local police boss is the mayor and the state police boss is the governor.
- Will they tie into your rights and freedoms
- For example: search and seizures, use of force etc…
(a) For purposes of Government Code section 13426.1 and this
chapter only, the following
definitions shall apply:
(1) “Act” means the provisions of the Racial and Identity Profiling
Act of robert, also known as
“AB 953,” which are contained in Government Code section 12525.5,
Penal Code section
13012, and Penal Code section 13519.4.
(2) “Consensual search” is a search that occurs when a person gives a
peace officer consent or
permission to search the person or the person’s property. Consent can
be given in writing or
verbally, or may be implied by conduct.
(3) “Custodial setting” means correctional institutions, juvenile
detention facilities, and jails,
including parking lots and grounds within the perimeter of these
enumerated facilities.
“Custodial setting” does not include home detention or any
circumstances where persons are
under house arrest outside of correctional institutions, juvenile
detention facilities, or jails.
(4) “Data element” refers to a category of information the peace
officer must report regarding
a stop. For example, “perceived gender of person stopped” is a data
element that must be
collected under Government Code section 12525.5.
(5) “Data value” is a component or characteristic of a data element to
be used in reporting
each data element. For example, “male,” “female,” are each data
values to use in reporting the data
element “perceived gender of person stopped.” Reporting agencies
shall ensure that the
technical specifications for data values are consistent with these
regulations and in doing so
shall follow the data dictionary prepared by the Department.

Money:

Article 11) What type of monetary system will you use?


A) Paper, precious metals, barter, credit cards, credits? (Images)
The monetary system is paper currency and credit cards.
B) Do you have many local currencies or one statewide currency?
It will be a nationwide currency.
C) Who is in charge of it?
The national bank is incharge of it.

Amendment:

Article 12) Can this constitution ever be changed by


later generations? A) If so, how? The only way the
constitution can change is if things are added. Nothing
can be taken out of it.
