RATIONALE

English is still an influential medium of business and professional communication in the


world today. English for specific purposes has emerged in the recent years to equip users with
relevant skills in their respective fields of specialization. One of these purposes is inclined to
political use. Public servants and politicians are expected to have a higher form of literacy in
using the English language as their field requires a great deal of communication and transaction
with other agencies.

Hence, Philippines as a country that uses English as a Second Language (ESL), demands
its professionals to have a greater command of the language. Public servants and officials are
expected to be highly proficient in many forms of communication that might come as business
and professional writing, conducting meetings, communicating with linkages and related
agencies, writing resolutions and executing parliamentary procedures, etc. Thus, the English
Language Enhancement Program aims to train the respondents on the use of contextualized
English communication which could be applied into real-life situations.

In addition, this program is an initiative to further capacitate the Mindoro State College
of Agriculture and Technology to reach out for communities and assess gaps where the
institution could provide new inputs and effective mechanisms towards greater social relevance.

OBJECTIVES

The English Language Enrichment course seeks to enrich the use of English Language of
the respective respondents. Specifically, the course seeks to:

a) improve the system of communication between and among the barangay and
Sangguniang Kabataan officials and other related offices;
b) establish self-confidence among the officials in using English as a second language; and
c) update existing knowledge on the use of English as a medium of communication.
