The State Cabinet in its meeting dated 1* May 2022 has approved this decision. Gazette Notification issued by State Government for reinstatement of Old Pension Scheme is enclosed herewith for your kind perusal. (Annexure A) 3. Monthly contributions of employer and employee share into NPS accounts of employees of the state have been discontinued from 1 April 2022. 4, A new GPF (General Provident Fund) account for each employee registered with NPS has been opened by the State Government. A minimum of 12% of the basic pay will be deducted from the salary of government employees as per the General Provident Fund rule and will be deposited into Chhattisgarh General Provident Fund accounts of government employees. 5, The current market value of the amount of government contribution made into NPS accounts, to be received from NSDL, will be used to meet future pension liabilities and will be kept in separate Pension Fund under the Public Account of the State Government. In addition, an amount equal to 4 percent of the pension liabilities of the previous financial year will be invested by the State Government in this pension fund every financial year. 6, The principal amount contributed by employees into their NPS accounts will be transferred to the Chhattisgarh General Provident Fund account of the employees and interest will be payable on it, w.e.f. 01.11.2004, as per the interest related instructions released by the State Govemment from time to time under the rules of Chhattisgarh General Provident Fund. The difference in current market value of the employee contribution made to NPS and principal amount contributed by employees will be used to credit interest payable to General Provident Fund accounts of the employees. 7. As per the data available with Government of Chhattisgarh, an amount of INR 11,850 crores (employee and employer contribution) has been transferred to NSDL during the period from 1* November 2004 to 31“ March 2022 by the State Government. As per the information received from NSDL, the current market value of this amount is approx. 17,240 crores. 8. PFRDA is requested to kindly release the current market value of the total amount contributed by the state (employer and employee share combined) to NSDL back to the Government of Chhattisgarh so that the State Government can commence the process of transfer of the amount to the Pension Fund under Public Accounts of the State Government and Chhattisgarh General Provident Fund accounts of the employees as mentioned above and detailed out in the draft circular enclosed along with this letter. Chhattisgarh General Provident Fund Accounts of all government servants appointed under the new Contributory Pension Scheme will be with the Directorate, Treasury, Accounts and Pensions under the control of the Finance Department instead of the Accountant General's office (up to the time of establishment of the new Directorate of Pension and Provident Fund) 4. A separate Directorate, Pension and Provident Fund will be established for maintenance of the Chhattisgarh General Provident Fund Accounts and all works related to Pension. 5. The amount of government contribution received from NSDL and interest earned on it will be kept in a separate fund under the Public Account, in future for the payment of pensionary liabilities and an amount equal to 4 percent of the pensionary liabilities of the previous year will be invested in the pension fund every year. 6. The principal amount of government servant's contribution will be transferred to Chhattisgarh General Provident Fund and interest will be paid from 01-11-2004 as per instructions issued by the State Government from time to time regarding the rate of interest under the Chhattisgarh General Provident Fund Rules. 7, In case of employees who are retired/dead in between the date of implementation of old pension scheme and 01-11-2004, benefits will be payable as per rules to the eligible government servants / families according to the old pension scheme. For ‘such government servants, who have received retirement benefits after retirement in the new Contributory Pension Scheme or in case of death of a government servant to their families, then guidelines will be issued separately to determine the benefit according to the old pension scheme. eter rare, fies 11 2022 682 (1) 8.
