EE WZ SS1. ABSTRACT /SUMMARY
Holomua, meaning to move forward, to improve, is a nonprofit
group that aims to foster understanding between HPD and the
people of Hawai’i to create healthy and safe communities.
Amajority of high school students tend to get their information
via social media and word of mouth, which tends to be less
accurate than other mediums. There is a massive disconnect
between the young and future generations of Hawai’i and the
HPD and HPC. Within the past three years, there have been no
student-led groups reaching out to the Honolulu Police
Commission about providing input or offer assistance.
Due to COVID-19 , we have to carry out our project
through Zoom Webinar. Although we believe that an in-person
event would be more effective, we have to work around these
special circumstances. Our plan is to invite legal and policing
experts to participate in hour-long Q&As with our team, in order
to provide students with factual information. Two team
members will host the webinar and introduce the guest speakers.
Pre-written questions will be read by the facilitators to address
the main topics in question, then students in attendance may
submit their questions in the chat to be answered.

PROBLEM
We believe that there is a lack of trust and transparency between
HPD and the community. Our current students are going to be
the future adult citizens of Hawai’i and it is a priority that they
are properly informed and are more involved. Teenagers aren’t
typically involved in decisions regarding HPD and the Police
Chief, and the HPC is encouraging more of them to testify and
provide input. Our project would benefit both the youth and the
HPD/state as a whole. Generally, the lack of teenage
involvement has been overlooked by adult officials because the
selection of the Police Chief or HPD affairs aren’t considered to
be of importance for teenagers. Most HPD hosted community
outreach events are difficult for teenagers to attend because of
conflicts with school and extracurricular activities, and a lack of
knowledge/awareness of the events themselves, especially
during Covid.

Our qualitative measure will be done through a post-survey that
will assess the overall satisfaction with the event, what elements
were effective, and a willingness to participate in another event.
We will ask some questions along the lines of, “Would you
recommend this event to a friend? Would you attend this event
again? On a scale of 1 to 5, how comfortable did you feel during
the event? On a scale of 1 to 5, how comfortable were you
sharing your opinions or asking questions?" and more. Some
comparative questions (with our initial survey) would be "On a
scale of 1 to 5, how comfortable do you feel calling the police
for help? On a scale of 1 to 5, how much do you trust HPD? Do
you feel that HPD is carrying out their vision statement?" and
more. Our quantitative measure will be to host 2 meetings, have
40-60 attendees, and send out a post-survey as stated above.

SS (\\VAZ 4 See). DISSEMINATION
During our interviews, we received offers from a few
interviewees to reach out to them for assistance in our project.
These interviewees are police officers, defense attorneys,
prosecuting attorneys, journalists, protest organizers, and the
Commission Chair of the Honolulu Police Commission. They
could assist us with information, facilitation, officers,
organization, formatting, funds, and advertising. We already
testified to the Honolulu Police Commission on January 12th
and our project is based on community outreach events. Two
surveys have been sent and filled out by over 210 public and
private school students, each containing survey specific
information and a general overview of our project. Our group
has considered making a social media page, contacting the local
newspaper/news station, or creating a website.

z= WZ « FH6. BUDGET AND FUNDING
No budget is required for this project. All communication is
done virtually, which is free, and guest speakers are invited to
volunteer their time if they would like to do so. There are no
extra materials or supplies required for us to effectively carry
out our project.
