Indian Institute of Architects The Indian Institute of Architects (IIA) played an important role in re-awakening our country in the field of Architectural Education. It has worked for the welfare of Architecture and the profession on the whole. ‘On May 12" 1917, the first so-called “The Architectural Student's Association’ (1917 to 1922) was formed where late MrGeorge Wittet, consulting architect to Government of Bombay, was unanimously electad as “President” of the Association, (On 3° Aug. 1922, Mr. Batley, new president after making some amendments in the constitution and bye laws, also gave the association a new name ‘The Bombay Architectural Association” (1922-29). Meetings were held in 1924 for getting final examination of Royal Institute of British Architects (RIBA) fo be held in India, though it became possible in 1930 only. This step allied the Association with most powerful body of architects (RIBA). In the year 1925, which further inspired changes in existing constitution and Bye-laws. Affiliation with RIBA, enforced its members in Bombay and throughout India to be enfolded in ‘The Bombay Architectural Association’ on 2" September 1929, a new body was reorganized and officially registered as ‘The Indian Institute of Architects’ The chief objectives of this new organization, as stated in Memorandum of Association were — ~ “To continue with the work of Bombay Architectural Association founded as Architectural Students Association in 1917” - “To encourage the study of Architecture, to elevate standards of architectural Practice and by mutual support to promote the interest of architects throughout india” Shohrab F Bharoocha, architectural library, 7-10 Elphinston circle, Bombay was first permanent headquarters for various activities of the Institute, later moved at Prospect Chambers Annexe, Horeby Road (New Dr. Dadabhai Naroji Road, Bombay) In 1929 membership was 158, today it has crossed 10,000 mark. IIA is registered under Societies Registration Act, XI of 1860, as one of the voluntary organization of architects in India at national level, other being Council of Architecture. The institute has a_major role in promoting profession of architecture. It has a large area and population of Republic of India to serve. Outreach programmes, public lectures, etc. are conducted through its chapters and centres, The IIA publication board and Editorial Committees publish the Journal of Indian Institute of Architects (JIIA) and Newsletter every month, circulation of both is about 5000. All members shall receive a free copy. AIMS AND OBJECTS OF THE INDIAN INSTITUTE OF ARCHITECTS (@) To continue with the work of Bombay Architectural Association founded as Architectural Students Association in 1917 and to take over from Trustees the said property of Bombay Architectural Association and authority to sell or dispose the same. (0) To organize and unite fellowship in architects in Republic of India (c) Joint effort to promote aesthetic, scientific and practical efficiency of profession (@ To encourage science and art of planning and building the standards of architectural education by making grants to technical institutions {e) To impose tests for qualifications of candidates opting architecture as profession by conducting aptitude tests, etc. (f) To observe and regulate the architectural practice (g) To hold conferences and meetings, lectures, etc. Award medals, certificates, prizes, etc. (h) To coordinate activities of building industry and profession of architecture and interacting with other Institutions. () To purchase, lease, rent or dispose any land or property to be used as meeting place for the members of Institute () To form a library and collection of models, drawing designs, etc. () To formulate law and practice of architecture to members and public () To appeal for funds, loans, etc. if required for the Institute provided the trust sanctioning loans, etc. does not affect the working of institute in any manner (m)To ensure aesthetical architecture hereby improving the standards of living, (n) To constitute various lectures of members of the Institute including honorary fellows (0) To do tawful things to attain all the above mentioned objectives. GENERAL The Indian Institute of Architects which spans an existence of over 78 years is instrumental in the rejuvenation of a profession almost forgotten at one time. It embodies the very essence of Architecture the vision and ideals of men at whose hands it first came into being as the Architectural Student's Association (1917-22) expanding into the Bombay Architectural Association (1922-29) and later into its present form “The Indian Institute of Architects with an objective "To encourage the study of architecture, to elevate the standard of architectural practice by mutual support, and to promote the interests of architects throughout India”. In nutshell to strive for the advancement of the profession and ensuring the upliftment of the living standards of our people. CATEGORY OF MEMBERS The Indian Institute of Architects for the smooth functioning and attainment of its objectives, categories itself in to honorary fellow, fellow associate, licentiate retired- fellow, associate and licentiate members, students and subscribers of the Institute are given privileges befitting them but for not members of the Institute. QUALIFICATION AND ELECTION OF MEMBERS, STUDENTS AND SUBSCRIBERS a. Fellows Every candidate for election as a fellow shall have attained the age of 36 years and shall be elected if He is an associate of the Institute and has been engaged as a principal for atleast seven successive years in the practice of architecture after qualifying as an Associate or ji. He has been a fellow of an Architectural Institution recognized by the Council from time to time, or il, He is an Associate of the Institute who has been engaged in a responsible capacity as the head of Department of Architecture for a period of seven years after qualifying as an associate. or lv. He has been engaged in a professional activity in responsible position for a period of atleast 14 years, and has, in the opinion of the council made a significant contribution in some capacity to the advancement of architecture. b. Associates Every Candidate for election as an Associate shall at least be twenty one years of age and shall be elected if i, He has been an ordinary member of the Bombay Architectural Association at the time of formation of the Indian Institute of Architect. or ii, He has passed the examination of the Institute at least one year after passing the qualifying examination, if any, recognized by the Institute. or iii, He has passed the Government of Bombay Advanced Examination in Architecture between the years of 1909 and 1922, or li, Licentiates and subscribers require form endorsement by one fellow and {wo associates of the institute and prescribes an entrance fee of Rs.250/- with annual subscription of Rs.200/- only iv. Student requires to forward his application to student councillor of the Insitute endorsed by two members ofthe Insttute itself and pay an annual subscription of Rs.200- only DECLARATION TO ACCOMPANY APPLICATION Each application for fellowship, associateship and lcentiateship shall be ‘accompanied by the declaration a) That the applicant will be generally engaged In the profession of architecture, and will not engage in any other avocation or profession which wil jeopardize OF prejudice the Architects’ professional standing, or interfere in the general practice of Architecture ‘That he will nt accept trade or other discounts, or give or accept any lit or surreptitious commissions or emoluments in connection with any work, the ‘execution of which he may be engaged to superinteng, or on which he may be ‘employed under any person, or with any other professional business whicn may be entrusted to him ©) That he has read the constitution and bye-laws of the Insitute and will be {governed and bound thereby, and wil submit himself to every part thereof and to any alteration which may hereafter be made, until he ceases to be member thereat ») PRIVELEGES OF MEMBERS a) Every fellow, associate, icentite and honorary member shall, when elected, be entitled to receive a certicate of membership of such form and design as the Council may from time to time prescribe, Such cattificate shall be the property of the Institute and in the event of termination of the membership, shall be returned to the Counci. A notice of such cancellation may be given in the public press or otherwise as the Council may decide, and in case of loss (of such certificate, the press notification shall mention that fact. 1) The following abbreviations, and no other to denote the connection of members of the Insitute shall be used By a Honorary fellow Hon, FLA By a Fallow FLA By Retired Member MILLA Reta) Bya Associate ALLA Bya Licentiate Lua, iv. He has passed the examination of the Institute at least one year after qualifying from Institution recognized by the Institute for exemption from the qualifying examination of the Institute. c. Licentiates A licentiate shall be at least thirly one years of age, and shall have passed an examination recognized by the Council from time to time and has been a principal for at least seven years in the practice of architecture, at the time the Architects Registration Act'72 was passed by the Parliament. d. Honorary Fellows The Council may from time to time elect as honorary fellow any distinguished Person who has taken a special interest in architecture, and who by means of either his position or has experience in matters relating to architecture appears to the Council to be able to render assistance in promoting the objectives of the Institute. This election is not subject to the acceptance of the General Body. e. Students Students shall be persons studying architecture with a view to enter the profession of architecture and shall be studying in an Architectural Institution approved by the Council f. Subscribers A person who in the opinion of the Council is likely to render assistance in promoting the objectives of the Institute is eligible to apply. Any person qualified under the bye-laws and desirous of application should do so to the Council on a prescribed form, duly endorsed accompanied by the form of declaration the prescribed entrance fee and the current years subscription returnable incase of non-election. AN APPLICATION FOR Fellow memberships requires form endorsement from three other fellows of the Institute and payment of an entrance fees of Rs.500/- and annual subscription of Rs.400/- ji, Associate membership requires due form endorsement by one fellow and two associates of the Institute and prescribes an entrance fee of Rs.200/- and annual subscription also of Rs.200/- only ©) All Fellows and Associates shall have the right to participate in the privileges of the Institute and vote as prescribed by the Bye-laws for the time being in force, on any matter relating to the Constitution and Bye-laws. PRIVILEGES OF STUDENTS AND SUBSCRIBERS All the students and subscribers shall have the right to participate in all the privileges of the Institute, except that of being elected on the Council or voting on any matter. COUNCIL All the affairs of the Institute shall be managed by a Council which shall be governing body of the Institute, but shall be subject of the control by the General Body of the Institute. The Council shall hold office for a period of two official years. CODE OF PROFSSIONAL CONDUCT A member or student of the Indian Institute of Architects is governed by the constitution and bye-laws of the Indian Institute of Architects. The following clauses indicate the general standard of conduct to which members and students of the Indian Institute of Architect's, whether remunerated by fee or salary must adhere, failing which the Council may judge a member or student guilty of unprofessional Conduct, and either reprimand, suspend or expel him or her. Cases of unprofessional Conduct not specially covered by these clauses are dealt with the Council having regard to the particular circumstances of the case. 1. A member or student must not hold, assume or consciously accept a position in which his interest is in conflict with this professional duty. 2. A member or student is remunerated solely by his professional fees payable by his employer. He is debarred from any other source of remuneration in connection with the works and duties entrusted to him. It is the duty of a member or student to uphold and apply the scale of professional fees and charges adopted by the Indian Institute of Architects. 3. Amember or student must not accept any work which involves the giving or receiving of discounts or commissions, nor must he accept any thing which amounts to discount, or commission from contractors, or tradesmen, whether upon his works or not 4. (a) A member or student may be architectural consultant, advisor or assistant to building contractors, decorators, manufacturers, house and estate agents, development firms or companies connected with the building industry, provided that he is paid by fee, salary or royalty and not by commission on sales or profits, and provided that he does not either directly or indirectly solicit orders for the firm or company. (b) Where a member is engaged specifically as an architectural consultant or adviser, as described in Clause 4(a) his name and affix may appear only on the note-paper of the firm or company used in connection with his professional services. () Where a member or student is engaged as an architectural consultant, advisor or assistant as described in Clause 4 (a), he shall not act in a professional capacity for a third party to whom his principals owe a contractual duty but if mutually agreed between all the parties he may act as independent architect on the direct instructions of the said third party, provided that he receives the payment of fees direct. (a) A member or student may be a partner, director or member of any company (except such companies as specified in Clause § (b), including a building society registered under any act of the Indian legislature that may be in force; but his professional affix may not appear on the note-paper of the ‘company (b) A member or student must not be a partner, director or member of a firm or company carrying on business as auctioneers or house and estate agents or trading in materials used in or whose activities are otherwise connected with the building industry or trading in land or building for profit. (©) A member or student must not carry on or act as principal, partner or manager of any firm, carry on any of the trades or business specified in clause 5 (b). ‘A member or student must not advertise or offer his services by means of circulars or otherwise, not may he make paid announcements in the press, except that (@) Advertisements, respecting professional appointments open or wanted may be inserted in the press provided they are directed only to members of the profession {b) One notice of change of address may be inserted preferably in the architectural professional press; in no case it should be done in a conspicuous manner () A member or student may notify his correspondents by the post once of any change of address ‘A member or student may allow signed illustration and descriptions of his work to be published in the Press, but he shall not: (a) Give monetary considerations for such insertions (b) Allow such insertions to be used by the publishers for extorting advertisements for contributors, 8. Amember or student may consent to the publication of a series of illustrations either in circular, brochure or book form with or without descriptive letterpress, or any building or buildings for which he has been responsible, provided that; (@) Clause 7 (b) of the code is complied with and (©) There is a no attempt to distribute the publication to potential clients 9. Amember or student may sign his buildings and may exhibit his name outside his office and on buildings in the course of construction, alteration or extension, provided that it is done in an unostentatious manner and the lettering does not exceed 5 cms in height 10.A member or student must not attempt to supplant another architect, nor must he compete with another architect by means of a reduction of fees or by other inducements 11.A member or student on being approached or instructed to proceed with professional work upon which another architect was previously employed shall notify the fact to such architect before finally accepting the appointment 12. member or student employed as a fulltime salaries and official architect by the Central or local government department or by a statutory undertaking and who is by reason of his office in a position to grant or influence the granting of any form of statutory or other approval, must not undertake private work notwithstanding any permission from his employing authority to do so, unless he is satisfied that his position and action in the matter will be free from any suspection or suggestion of abuse 13.In all cases of dispute between building owner and contractors a member or student must act in an impartial manner, He must interpret the conditions of a contract with entire fairness as between the building owner and the contractor 14.A member or student must not permit the insertion of any clause in tenders, bills of quantities or other contract documents which provides for payment to be made to him by the contractor whatever may be the consideration, unless with the full knowledge and approval of the employer 16. It is desirable that a cases where a member or student takes out the quantities for his buildings, he should be paid directly by the employer and not through the contractor except with the previous consent of the employer 16. A member or student should not take any part in an architectural competition including the appointment as an assessor as to which the preliminary warning of the Indian Institute of Architects has been issued, and must not take part in ‘a competition as to which the Council of the Indian Institute of Architects shall have declared by a resolution published in the Journal of the Indian Institute of Architects or issued a circular that members or student must not take part because the conditions are not in accordance with the published regulations of the Indian Institute of Architect for architectural competitions, nor must he be associated in any way with the carrying out of a design selected as the result of a competition as to which the Council shall have declared by a resolution published in the journal or issued a circular that members and students must not take part. Members or students asked to take part in a limited competition must at once notify the Joint Hony Secretaries of the Indian Institute of Architects submitting particulars of the competition 17.A member or student must not act as architect or joint architect for a work which is or has been the subject of a competition in which he is or has been engage as assessor ‘An assessor must not act as consulting architect, unless he has been appointed as such before the inception of the competition, not in any other professional capacity in any matter connected with the work which has been the subject of the competition, provided always that he may act as arbitrator in any dispute between the promoters and the selected architect. Ifa member or student is officially approached by the promoters for advice as to the holding of a competition with a view to his acting as assessor, and eventually itis decided not to hold a competition but to appoint an architect to carry out the work the member or student originally approached in a advisory capacity is precluded from acting as architect for the work in question. NOTE : A formal invitation to two or more architects to prepare designs in competition for the same project is deemed a limited competition in the event of two or more architects being commissioned to prepare designs for the same project, and the fee of 1 per cent on the estimated cost up to Rs.10 lacs and % percent on the remainder being paid to each of the architects so commissioned this type of work (limited competition) is not regarded as a competition contemplated by the Indian Institute of Architects regulation for the promotion and conduct of Architectural competitions,
