The “No QR Code, No Entry” Policy in all establishments is being implemented as part of COVID-19 prevention and control. Guiguinto Market Place (https://ecommerce.guiguinto.gov.ph) Guiguinto Online Marketplace was established to promote local products and support small businesses. Eventually, it helps to prevent COVID-19 transmission by lessening the number of shoppers in physical stores and markets. The Municipality of Guiguinto formulated the Kaya Natin ‘to Guiguinto Program which encompasses the following sub-programs: a. Alalay Sa Pamilyang Guiguintefio Food Pack About 161,200 packs of relief goods were distributed to 34,000 households during the Enhanced and Modified Enhanced Community Quarantine periods. The Municipality of Guiguinto was able to carry out six waves of relief operations. Barangay-based wet markets were placed in strategic locations around Barangay Cutcut, Daungan, llang-llang, Priti, Pulonggubat, Sta. Cruz, and Tiaong to address requirements for fresh and frozen food products. 4d. Guiguinto Online Palengke (GOP) ‘A Facebook Group was created for buyers and sellers in Guiguinto with accredited riders for the deliveries of the items ordered via GOP Platform. e. Bantay COVID-19 The Municipal Health Workers are closely monitoring the current status of COVID-19 cases and ensure prompt response to possible COVID-19 cases g. Aid for COVID Frontliners The Municipal Government of Guiguinto looks after its COVID-19 Frontliners by providing them with necessities like personal protective equipment and food supplements among other necessities. h. Basket of Care/Care Bag for COVID-19 Confirmed Cases 565 Baskets of Care/Care Bags were distributed to COVID-19 infected Guiguintefios which includes healthy products that can help them in their fast recovery. AYA NATIN ‘TO, [GU GUINTO TRACING, TESTING, TREATMENT, ISOLATION, AND PREVENTION TRACING Get Traced App The “No QR Code, No Entry” Policy in all establishments in the Municipality took effect on 16 December 2020, through Executive Order No. 50 Series of 2020, for the purpose of a more comprehensive contact tracing, whereas Get Traced App was developed as its official mobile application. Aside from that, Municipal Contact Tracing Team of the Municipality of Guiguinto was created. TESTING Molecular Joni Villanueva Laboratory (JVMDL) The JVMDL was spearheaded by the Municipal Mayor of Guiguinto and League of Municipalities of the Philippines (LMP) Bulacan Chapter President Ambrosio C. Cruz, Jr. It can accommodate 1,500 to 2,000 swab tests a day at PhP3,500.00 per test wherein results can be obtained within three days. The laboratory is located in Bocaue, Bulacan and is a public-private partnership project with Marilao Medical & Diagnostic Clinic, Inc. Diagnostic 08 House of Friendship Static Swab Collection Center and COVID-19 RT-PCR Drive-Thru To decongest the number of individuals having RT-PCR at JVMDL, the Municipal Government of Guiguinto instituted the establishment of additional swab collection facilities. The House of Friendship Static Swab Collection Center is located in Barangay Tabe and is exclusive for Guiguinteftos. It can accommodate an average of 40 tests a day and is open on Mondays, Wednesdays, and Fridays from 8:00 AM until the scheduled collection for the day is done. While the COVID-19 RT-PCR Drive-Thru ‘Swab Collection Center serves as a satellite facility of JVMDL which is located at Bypass Road, Barangay Tiaong. It is open from 9:00 ‘AM — 5:00 PM to who requires testing. MOA with Jose B. Lingad Memorial Regional Hospital (JBLMRH) The Municipal Government of Guiguinto entered into a Memorandum of Agreement with JBLMRH located at Dolores, City of San Fernando, Pampanga for the conduct of a maximum of fifty (50) tests per day and issuance of Medical Clearance and Certificate. TREATMENT AND ISOLATION Guiguinto Bahay Malasakit COVID Ligtas Center The multipurpose building located in Barangay Sta. Cruz was converted into Guiguinto Bahay Malasakit COVID Ligtas Center. It can accommodate a maximum of 18 COVID-19 infected individuals. Bahay Pagbabago Isolation Facility Guiguinto Municipal Reformation Center/Bahay Pagbabago was converted as another isolation facility that is located in Barangay Malis. It can accommodate seven COVID-19 infected individuals. The Municipal Government of Guiguinto also coordinated with the Department of Education to use public schools in Guiguinto as alternative facilities for COVID-19 infected individuals if home quarantine is not possible and other isolation facilities are fully accommodated PREVENTION Establishment of Expanded Municipal Task Force against Emerging and Re-Emerging of Infectious Diseases in the Municipality of Guiguinto. Innovative ways were formulated to further develop sustainable agricultural and horticultural production. Moreover, with the average monthly crime rate on a downtrend since 2015, Municipality of Guiguinto is considered as one of the safest municipalities in the Philippines. In fact, it was recognized by Manila Times with a Safe Haven Award in 2018 during the Philippine Top Model Cities and Municipalities. For the past six years, Crime Solution Efficiency in the Municipality of Guiguinto is on an uptrend with a record of average annual increase of 2.14 percent resulting to annual average decrease of 10.84 percent in Crime Rate. In coordination with the Sangguniang Kabataan ng Guiguinto and other youth associations, KKDAT is envisioned to enfiame the spirit of volunteerism among the youth. PNP ANTI-COVID RESPONSE During the community quarantine, violators were brought to the station and were given stem warming and lectures to ensure strict implementation and compliance to health protocols to prevent the spread of COVID-19. 14 Regular spiritual and morale recovery is conducted at Guiguinto Municipal Police Station and via Virtual Communications Platform in coordination with different religious groups. GUIGUINTO FIRE STATION OL Fire station 7 19 Fire Protection Officers ila 03 Fire Trucks FIRE PROTECTION SERVICES In order to ensure compliance to Fire Safety Code of the Philippines, the Guiguinto Bureau of Fire Protection (BFP) conducts Fire Safety Inspection. A total of 2,640 establishments were inspected having a total collection of PhP5,229,878.00 for fire code fees. FIRE SAFETY CAMPAIGN Informative fire safety materials for awareness was posted in social media platforms. FIRE SUPPRESSION AND FIRE INVESTIGATION Itwas seen that fire incidents may increase due to strict community quarantine. Residents tend to use appliances for longer period of time may cause overheating and may lead to electrical fire. However, from 33 in 2019 to 27 in 2020 was recorded resulting to a decrease of 18 percent in fire incidents. OPLAN LIGTAS NA PAMAYANAN The BFP’s response to the increasing demand for a more adaptive, comprehensive, and immerse fire protection program was executed in partnership with barangays. This will be carried out by capacitating volunteer firefighters, from barangay that will serve as force multipliers in fire protection related activities in the grassroots level. The goals of the Opian Ligtas na Pamayanan is the realization of fire-safe community with proactive, responsive, resilient, self-reliant and empowered people and a one standard community-based fire protection plan for the community. They are in-charge of regular disinfection of, establishments and all public places within the municipality. DISASTER PREPAREDNESS In order to improve emergency and disaster response, 38 additional rescue equipment were procured. Rain Gauge for the monitoring of rain fall were distributed to flood prone areas such as Barangay Malis, Panginay, and llang-llang. In addition, 14 mist blowers for disinfection were also distributed to 14 barangays. Moreover, early warning systems and other emergency signages were installed and repainted. MEDICAL RESPONSE In the celebration of 21* Halamanan Festival on January 20-22, 2020, Guiguinto Rescue Team was in-charge to manage the flow of parade and ensure efficient provision of medical assistance during the Indakan sa Kalye and RESCUE OPERATIONS During the Typhoon Rolly and Typhoon Ulysses, Guiguinto BFP, Guiguinto MPS, Guiguinto Rescue Team, and Eco-volunteers worked closely to rescue affected families. Approximately 7,601 families were rescued during the Typhoon Ulysses. About 412 families equivalent to 1,778 were brought to the 11 evacuation centers and were provided with basic necessities. Further, clearing works were intensified in roads affected by the Typhoons. Traffic flow is being monitored and regulated at all times. Illegally parked vehicles were apprehended and clamped. Likewise, illegal sidewalk vendors were prohibited. ROAD CLEARING OPERATIONS In compliance with the DILG Memorandum Circular No. 2020-027, the Municipal Government of Guiguinto through MEO. MPDO, Guiguinto MPS, Guiguinto BFP, TMG. and MDRRMO strictly conducted the Road Clearing Operations in 14 barangays. The Municipality of Guiguinto received High ‘Compliance Rating from the DILG. CIVIL REGISTRATION In order to provide vital basis in establishing legal identity and protection of each Guiguintefio, civil registrations was processed though the Municipal Civil Registrar. Their job involves contact with potential hazardous and infected waste. With that, the Municipal Government of Guiguinto provided personal protective equipment for Ecoboys WASTE DIVERSION The prevention and reduction of generated waste by reducing, reusing, recycling, and composting materials have been beneficial in conserving energy, decreasing disposal cost, and lessening burden on landfills. For the second semester of 2020, about 459.25 MT of waste collected was diverted from landfills. WEEKLY CLEAN-UP DRIVE In accordance with the DILG Memorandum Circular No. 2019-09, the Municipal Government of Guiguinto together with the 14 Barangays are committed to fulfill their roles and responsibilities pursuant to environmental laws that contribute to the rehabilitation of Manila Bay. Weekly clean-up drive is being conducted in responsibilities. their respective area of BOKASHI BALLS Bokashi is a Japanese term which means fermented organic matter and refers to a system developed in Japan that uses beneficial micro-organisms to break down toxins and food waste. It was adopted by various municipalities in the Philippines including Guiguinto The “bokashi balls’ of Guiguinto are mixtures of coconut husk, garden soil, _ effective microorganisms, molasses, biodegradable and water. It facilitates the growth of algae, dilutes silts, regulates ammonia levels, reduces foul odor, and destroys pathogens in the river. About 2,000 pieces of bokashi balls were made and simultaneously thrown along the Guiguinto River and other waterways. INSPECTION OF ESTABLISHMENTS Through the Joint Inspection Team and reports from barangays, various establishments were inspected and monitored to ensure compliance to environmental regulations. GUIGUINTO RIVER WATER QUALITY TESTING The Municipality of Guiguinto in cooperation with All Waste Services Inc. conducted water sampling in six points along Guiguinto River. Generally, result shows that the Guiguinto River fall on the Class D which refers to Navigable Water. The data acquired from the test will support in formulating strategies to improve the water quality of Guiguinto River. An estimate of two tons of waste were avoided since i-Refill Revolution started in 2018. ONG serves as hospital for mild COVID-19 cases and were able to handle 25 inpatients and 13 outpatients. 20 In 2020, a total of 30,394 patients were given services. From 2019, annual increase of 79 percent was recorded in teenage pregnancy. There were 10,756 and 11,586 children vaccinated for the first and second round of polio vaccination respectively. ALAY PANG-ALALAY SA MAY CAPANSANAN Assistive devices were provided to senior citizens and PWDs through the help of Department of Health. About two adult wheelchairs, two pedia wheelchairs, four walkers, six crutches, and seven quad cane were given. ANIMAL BITE CENTER A total of 1,013 individuals were given post exposure rabies prophylaxis shots as part of the Rabies Prevention and Control Program of the Municipal Health Office. These post exposure shots are available at the Animal Bite Center at RHU II Tiaong on Mondays and Thursdays. Meanwhile, 3,936 cats and dogs were vaccinated against rabies to ensure safety of both pets and post-owners against rabies. SENIOR CITIZENS AND PERSONS WITH DISABILITY To lessen COVID-19 related risks, new pay-out scheme was implemented for the distribution of benefits for senior citizens and persons with disability. Since general assembly is prohibited and movements across most areas were restricted, house to house distribution of cash assistance were conducted. About PhP3,918,000.00 social pension was given to 653 indigent senior citizens while 1,506 Persons with disability received assistance. In addition, Guiguinto Persons with Disability Federation (GuiPF) was accredited as Civil Society Organization (CSO) by the Sangguniang Bayan ng Guiguinto last December 2, 2020 and is now eligible for representation in the Local Special Bodies. CSOs are encouraged to extensively participate in advocating transparency in governance. ASSISTANCE FOR INDIGENT GUIGUINTENOS Part of the protective services for the indigent, vulnerable, disadvantaged or those in the informal sector, financially incapacitated, and currently in crisis situation is the provision of medical and financial assistance. Clients seeking assistance may submit request to Guiguinto Action Center with the required documents such as Barangay Certificate of Indigency, medical certificate, hospital bill, death certificate, and valid ID. CHILD DEVELOPMENT SERVICES For the school year 2019-2020, about 1,429 Child Development Learners graduated from the National Early Leaning Curriculum through House to House and Center Based Graduation Ceremony. RECRUITMENT AND REGISTRATION OF LEARNERS Early recruitment and registration of three to four year old children through house to house visitation consistently kept high number of attendees in Child Development Centers. ESTACION DE GUIGUINTO The Estacion de Guiguinto (Guiguinto Old Train Station) was built in 1661. It serves as the most acclaimed historical landmark and heritage site in the Municipality of Guiguinto. It was upon the station where an event that awakened and liberated the people of a small town - Guiguinto from the tyranny its people suffered from the Spaniards 122 years ago (May 27, 1898). The Municipality of Guiguinto commemorate the said event every 27th day of May. INFORMATION Aside from the roving mobile patrols, announcements, reminders, and other programs for Guiguintefios were posted through the Facebook page of the Municipality of Guiguinto, VIRUS SERYE A quarantine series featuring success stories of Guiguintefios that survived the COVID-19. QUARANTOK Short-form videos created _—_through video-sharing social media platform TikTok were created by municipal employees. JOINT INSPECTION Actual inspection of business establishments in 2020 has been challenging due to pandemic. Aside from the compliance with the laws, issuances and ordinances pertaining to the securing of business permits and licenses, the JIT together with the Guiguinto Barangay Business Inspector (GBBI) must ensure that IATF-DOH protocols on minimum safety standards are being imposed. Tax campaign and briefing on the implementation of Get Traced App were also conducted during the inspection.
