Today I’ll discuss about the levels of curriculum implementation at the basic education

levels.
Here in the Philippines, our system of education follows a centralized system of
curriculum development and implementation that focuses on the actual implementation
of the curriculum that is divided into 5 levels:
The national level, regional level, division level, district level and the local school level.
The Republic Act 9155, also known as The Governance of Basic Education Act of
2001, Chapter 1 Section 7, defines the function of each level.
Let’s proceed to the first level, the National Level.
In addition to his/her powers under existing laws, ang Secretary of Education ang may
authority, accountability at responsibility ng mga sumusunod:
 Formulating national education policies
 Formulating national basic education plan
 Promulgated national education standards
 Monitoring and assessing national learning outcomes
 Undertaking national educational research and studies
 Enhancing the employment status professional competence welfare and working
conditions of all personnel of the department, and
 Enhancing the total development of learners through local and national program
or project
The Secretary of Education shall be assisted by not more than four (4) undersecretaries
and not more than four (4) assistant secretaries whose assignments, duties and
responsibilities shall be governed by law. There shall be at least one undersecretary
and one assistant secretary who shall be career executive service officers chosen from
among the staff of the Department.
Next, let’s proceed to the Regional Level.

There shall be as many regional offices as may be provided by law. Each regional office
shall have (1) director, (1) assistant director and an office staff for program promotion
and support, planning, administrative and fiscal services.
Consistent with the national educational policies, plans, and standards, the Regional
Office under the Regional Director shall be responsible for the following:

 Defining a regional educational policy framework which reflect the values, needs,
and expectations of the communities they serve
 Developing a regional basic education plan
 Developing regional educational standards
 Monitoring the utilization of funds provided by the national government and local
government
 Promoting awareness of and adherence by all schools and learning centers
 Supervising the operation of all public and private elementary, secondary, and
integrated schools, and learning centers
 Ensuring strict compliance with prescribed national criteria for the recruitment
selection and training of all staff in the regions division
 Formulating in coordination with the regional development council the budget
support the regional educational plan
 Monitoring, evaluating and assessing regional learning outcome, and
 Undertaking research project and developing and managing region wide project

Next level is the Division Level.

A division shall consist of a province, or city which shall have a schools division
superintendent, at least one assistant schools division superintendent and office staff
for programs promotion, planning, administrative, fiscal, legal, ancillary and other
support services.
Consistent with the national educational policies, plans, and standards, the schools
divisions superintendent shall have authority, accountability, and responsibility for the
following:

 Developing an implementing division education development plan


 Planning and managing the effective and efficient use of all personnel physical,
and fiscal resources of the division
 Hiring, placing and evaluating all division supervisors and school district
supervisors
 Monitoring the utilization of funds provided by the national government and local
government
 Promoting awareness of and adherence by all schools and learning centers, and
 Supervising the operation of all public and private elementary, secondary, and
integrated schools, and learning centers.

Okay, so down to the District Level.

A school’s district through the leadership of the District Supervisor is responsible for the
following:

 Providing professional and instructional advice and support today school heads
and teachers /facilitator of schools and Learning Center in the district/cluster
thereof, and curricular supervision.

Lastly, the Local School Level.

Consistent with the National Educational policies, plans, and standards, the school level
through the leadership of the school heads is responsible for the following:

 Settling the mission, vision, goals, and objectives of this school


 Creating an environment within this school that is conducted to teaching and
learning
 Implementing their school curriculum and being accountable for higher learning
outcomes
 Developing this school education program and school improvement plan
 Offering educational program, project, and services
 Administering and managing all personnel, physical, and fiscal resources of this
school
 Encouraging stuff development, and
 Introducing new and innovative modes of instructions to achieve higher learning
outcomes
