NATIONAL DEFENSE POLICY

DEFINED
"WHAT TO DO"
It is the country's highest-level document on Defense
matters, based on constitutional principles and aligned with
the National Core Objectives and aspirations.
Art. 4th Principles:

I - build a free, fair and solidary society; II - prevalence of human rights;
II - guarantee national development; III - self-determination of peoples;
III - eradicate poverty and marginalization

The PND expresses the objectives to be achieved with a view to ensuring


National Defense and acts to contribute to the perception of a National Security
State.

The PND is articulated with other national policies, with the purpose of
integrating the efforts of the Brazilian State to consolidate its National Power,
understood as the Nation's capacity to achieve and maintain its National
Objectives.

The defense of the country is inseparable from its development, insofar as it


depends on the installed capacities, at the same time as it contributes to the
increase of national potential and to the improvement of all the resources available
to the Brazilian State.

Concepts:

National Security: this is the condition that allows the country to preserve
sovereignty and territorial integrity, fulfill national interests, free from pressure
and threats of any nature, and guarantee citizens the exercise of constitutional
rights and duties.

PERCEPTION
National Defense: is the set of attitudes, measures and actions of the State, with
an emphasis on military expression, for the defense of territory, sovereignty and
national interests against predominantly external, potential or manifest threats.

ACTION
Peace and stability in international relations require integrated and
coordinated actions in the following spheres:

 Development: reduction of structural deficiencies.

 Diplomacy: combining the conflicting interests of countries.

 Defense: deterrence or confrontation of hostile actions.


 favor the peaceful settlement of disputes;
 support efforts to eliminate chemical, biological, nuclear and radiological weapons;
 promote exchanges with countries of greater strategic interest in the field of defense;
 defend the sustainable use of environmental resources, respecting the sovereignty of
States;
 promote greater integration of the Brazilian Amazon;
 seek to maintain the South Atlantic as a zone of peace and cooperation;
 keep the Armed Forces adequately prepared and equipped, in order to be able to fulfill
their constitutional missions and provide adequate deterrent capacity;
 prioritize investments in CT&I related to dual application defense products, aiming at the
country's technological autonomy.

II. Ensure the defense capacity to fulfill the constitutional missions of the Armed
Forces;

III. Safeguarding people, goods, resources and national interests located abroad;

IV. Contribute to the preservation of national cohesion and unity;

VI. Contribute to the increase of Brazil's projection in the concert of nations and its
insertion in international decision-making processes;

VII. Promote productive and technological autonomy in the defense area; and

VIII. Expand the involvement of Brazilian society in matters of National Defense.

at a more rational use of the country's capabilities and potential.

 The PND will direct the formulation of the National Defense

 END defines the strategies that should guide Brazilian society in actions to
defend the Homeland.

 It deals with the bases on which the country's defense must be structured.

 It indicates the articulations that should be carried out, within the scope of all
instances of the three powers, and the interaction between the different
levels that conduct these actions with the country's non-governmental
segments.
 The strategic concept of defense of Brazil foresees the prevalence of
diplomatic action, in times of peace or crisis, in which an understanding will
be pursued for possible divergences and disputes, observing the precepts of
international law and the commitments signed by the country.

 The actions of the Defense Sector contribute to the purpose of diplomacy by


interacting with counterparts from other countries, increasing mutual trust
and bonds of friendship.

 Foreign and defense policies are complementary and inseparable – they aim to
maintain regional stability and build a more cooperative international
environment.

 In the context of Brazil's foreign policy, diplomatic relations, from the


perspective of National Defense, precede the use of force.

OND-1: GUARANTEE SOVEREIGNTY, NATIONAL HERITAGE AND TERRITORIAL INTEGRITY

ED-1: Strengthening National Power - It means increasing all types of means available to the
Nation (infrastructures, installed and potential, and human capital), as well as improving the
procedures for using the resources used in the application of military expression.

AED-1: Develop strategic defense sectors (nuclear, cyber and space).

AED-2: Contribute to increasing the level of security of the Strategic Structures (water
collection, treatment and distribution system, electricity generation and distribution, transport
systems, fuel production and distribution, finance, communications and cybernetics).

AED-3: Improve the National Mobilization System.

AED-4: Coordinate with the various sectorial bodies of the Public Administration to meet the
infrastructure requirements of defense interest.
