OPPOSITION WHIP

Bismillahirrahmaanirrahiim

assalamu'alaikum warahmatullahi wabarakatuh

Before I move on to my further analysis, let me rebut what the second speaker on side of government
has just said.

REBUTTLE…………………………………………………………………………………………………………………………………………

Ladies and gentlemen, as I said, in this section i am going to be talking about further analysis regarding
this motion which actually has been delivered by our previous speakers. But, apparently, with regard to
logical reasoning why this motion is likely to bring more harm than good in many sectors. I am going to
restate what my leader opposition said, she said that

By restricting these market-dominant startups from developing their businesses branches;

1. It will prevent startups to innovate or come up with revolutionary idea

- sub point : improve digital marketing skills

- reason : they have a right, they have privilege, they have authority to expend their business into
another field, as long as they can contribute to Indonesia’s economic.

- evidence/data : The Minister of Communication and Information, Rudiantara, had said that the digital
economy in Indonesia would reach US$ 130 billion or Rp 1,831 trillion in 2020. This would contribute
11% of Indonesia's gross domestic product (GDP). In addition, in 2022, the projected economic growth
of Indonesia is estimated at 5.2%. In line with this, the digital economy in Indonesia also continues to
increase. Indonesia's total digital economy transactions have reached US$44 billion in 2020 and are
predicted to increase to $124 billion by 2025.

2. MSMEs (which are big startups partnership) will lose its value/horse-power

- Sub point: adding social problems

- reasoning: supporting innovation and startup development will certainly prevent Indonesia's economic
instability. Because with the existence of giant startups which are not limited then the economic crisis in
Indonesia will certainly be resolved because of its high income.

- evidence/data : An example of a startup that offers capital loans is Tokopedia, known as dhanapala.
The feature offered is in the form of a capital loan where this program is the result of collaboration
between Tokopedia and partner lending providers for Tokopedia merchants in developing their business

- link back : in short, the existence or creation of a startup aims to overcome social problems, and if it is
limited then it is the same as adding to existing social problems
3. It will frighten investor to invest their money in Indonesia’s startups.

- reasoning : as we all know that, there is no startups could stand alone to be able to compete in the
market share. Therefore, the need to attract investor both local and foreign investor is vary demanded.
At the end of the day, collaboration between investor and startups owner will lead to compromising
business partnership. However, if we believe what governments’ side proposal is the best solution to
solve many problems in Indonesia. Restricting them to branch out is such a silly idea. In fact, by allowing
them to innovate or expand their business into other fields will bring many benefits, instead.

The corporation between startups and potential investment is less likely to happen if these prominent
startups are imposed with heavy restriction. Consequently, many investor need to think twice to invest
their money due to being threatened with a policy that could harm their spending.
