This chart only represents one hypothetical interaction between Russia and Ukraine.

If Ukraine were to
use nuclear weapons while Russia did not, then Ukraine would win that round. However, because Ukraine
signaled that it was willing to use nuclear weapons and would probably do so again, Russia in turn would
use its nuclear weapons in the next iteration. As such, if both countries used nuclear weapons, both the
countries would lose. It would not be likely for one or both countries to voluntarily stop using nuclear
weapons. Therefore with each successive iteration, both countries would continue to use nuclear
weapons and continue to lose.

The hypothetical scenario in which both the
countries use nukes in repeated iterations leads to Don't use Nuclear
the concept of MAD (mututally assured destruction), weapons
or the idea of using nukes are too unfathomable and Lose, Win Win, Win
too dangerous that neither country would use them.
