Dear Friends,
The following is an annual report on the development and achievements of the City of Kyiv in 2018. Abiding by the principles
of openness and transparency, the municipal authority is willing to share with you its progress, as well as to hear your critical
remarks.
The capital city of Ukraine is demonstrating dynamic economic growth, social balance, and environmental health. Kyivites are
actively participating in the implementation of municipal initiatives while local authorities are gradually upgrading their coordi-
nated efforts in resolving sectoral issues. This systemic approach to the management of the city allows to respond quickly to
challenges faced by the capital and solve various problems of its residents.
Among the main challenges today, are energy efficiency, waste management, upgrading of housing and nonresidential facili-
ties, and saving of natural resources. The city administration is making every effort to solve these problems while modernizing
the city and upgrading the infrastructure. In order to improve the quality of life, serious attention is being paid to the moderniza-
tion of water supply systems, wastewater treatment and other urban networks.
The survey results show that more than half of the residents regard Kyiv as a comfortable city. The city administration is doing
its best to make Kyiv a truly European capital city in terms of living standard. In fact, much has already been done to improve
the residents’ social protection. Effective sociopolitical instruments are being implemented. There is the eHealth online infor-
mation and analysis system for the medical facilities and the Kyivite ID Card that provides for a number of advantages. Work
has started on Project Electronic Ticket for public transport. Administrative service centers are functioning effectively. There
is the Kyiv Smart City online system that proves very helpful in keeping city management effective and transparent. It began
being implemented by the introduction of an open budget, so that now every resident can track all city budget revenues and
expenses. All purchases in the capital are made through ProZoro online bidding. Property is sold at open-bid auctions. This is
proof of the transparency of city administration for local businessmen and foreign investors.
This is also why Kyiv is showing dynamic economic growth. The capital is the winner of numerous national and international
prizes in recognition of its competitive and innovative merits. The amount of foreign inland investment per capita in Kyiv is eight
times that of the average amount across Ukraine.
Kyiv public is actively participating in the development of the city. Local democracy has shown considerable progress over the
past several years. There are modern online social communications platforms and the online bulletin “Public Budget” is very
popular. It allows every resident to offer s/her project to be funded by the city administration.
Much remains to be done. Projects that are of the utmost importance to the city will be implemented in collaboration with Kyiv
public. Together, we will make every effort to turn Kyiv into an even more attractive, comfortable, economically effective, safe,
and truly European capital city.
