Title: Reducing Numbers of Non-Readers in Filipino among Grade One Pupils of Maugat

Elementary School Using Marungko Technique

Introduction:

Beginning reading is important in grade one when a learner enters school, it is the
teacher’s rule and responsibility to provide, plan and teach effective reading program that
will enable the learner to become a skillful reader.
The Philippine Education has undergone series of innovative geared towards the
improvement of teaching and learning. Too many seminars are conducted in order to
ensure that learners are provided with quality education. Reading is perusal of written of
printed matter. It is a matter of decoding a series of written symbols as well as associating
them with their meaning. The DepEd issued policies/orders to support of “every child a
reader program” (ECARP) which is the DepEd flagship program in reading. These policies
are: a) DECS order # 34 s 2011 “Two books a year per student” and b.) DepEd order no.
45, s 2002 reading literacy program in elementary schools “. The first policy requires all
pupils to read at least one book in the vernacular and one book. Read A Thon reading
contest is held nationwide to motivate the pupils to create their own reading program.
Ideally, learners reading will develop their reading skills gradually. Teachers should be
aware of the learners reading level from pre-reader, emergent reader, early reader,
developing reader, early fluent reader and dependent reader. A number of reading
approaches are available and teachers should provide a rich and varied literacy
environment that includes interested reading material, displays and engaging multi
resources that reflect the diversity of the learners learning style and are suited to the
learners reading level.
The Marungko Approach is designed to equip grade one pupils the necessary reading skills
to improve their achievement in reading. Likewise, it seeks to develop a training model to
enhance teacher competence in the teaching of reading in the primary grades most
especially in grade one. The goal of this strategy in reading is to enable grade one pupils to
instill in their minds to appreciate the songs and poems created for Filipino children and
eventually to communicate in written and oral forms through effective reading instruction.
