RASYONALE:
Paulit-ulit na isyu sa Pilipinas ang kahirapan at
ang hindi pagkapantay-pantay na sistema. Nais
ng pag-aaral na ito na malaman ang mga
pinagmulan, rason, at mga kadahilanang
nakadugtong sa paglaganap ng kahirapan sa
bansa mula sa mata ng mga mahihirap at ang
pagsuri sa mga datos, panayam, at surveys.

LAYUNIN:
Makapagpabigay ng komprehensibong
pagsusuri sa mga sanhi ng patuloy na kahirapan
sa bansa at kasama ang mga rekomendasyon
para sa pagbabawas ng kahirapan nang mas
epektibo sa pamamagitan ng napapanatiling
malawakang pag-unlad.
Maipaliwanag ang konsepto ng sistema ng
kahirapan sa Pilipinas at matukoy ang mga
sanhi nito upang malaman ng mga mambabasa
o gobyerno ang maaring plano na mailunsad.

METODOLOHIYA:
Gumagamit ang pag-aaral ng
komprehensibong balangkas para sa
pagtatasa ng kahirapan sa bansa.

Sinusuri nito ang mga pangunahing lugar na

may kaugnayan sa pagpupuksa ng kahirapan:
pagtaas ng kita, human capital, at kapasidad;
proteksyon sa panganib; at voice and
empowerment sa gobyerno at mga institusyon
Gumagamit ito ng quantitative (poverty trends,
mga datos, regression analysis at mga
estatistika) at qualitative na pagsusuri upang
tayahin ang sitwasyon ng kahirapan at ang
ugnayan nito sa kabuuang paglago at pag-
unladd ng bansa.
Ginamit rin ang institutional mapping anlaysis
upang masuri ang mga tugon at aksyon laban
sa kahirapan.

RESULTA:
1. Hindi naging magkaugnay ang paglago ng
ekonomiya sa pagbawas ng kahirapan.
2. Magkakaiba ang mga antas ng kahirapan sa
bawat rehiyon.
3. Karaniwan ang kahirapan sa mga rural na lugar,
ngunit sa ngayon ay tumataas na ito sa mga
urban na lugar.
4. May mahalagang kaugnayan ang kahirapan sa
educational attainment ng isang tao.
5. Karamihan sa mga mahihirap ay malalaking
pamilya.
6. Ang kurso ng aksyon laban sa kahirapan ng
mga Local Government Units ay mahina.
7. Kinakailangan ng mga pananaliksik tungkol sa
chronic poverty.
8. Umiikot sa multidimensyonal na mga sektor ang
mga kadahilanan sa kahirapan at kailangan
itong harapin upang epektibo ang
pagpapabawas ng poverty rates.
