Information Technology Cluster Development


Summary
● We have come to the conclusion that the information technology (IT) industry in Vietnam,
which is part of the quaternary sector, should be encouraged to form an industrial cluster, to
accommodate The Fourth Industrial Revolution in Vietnam.
● The government’s intervention is needed to develop a skilled workforce and encourage more
start-ups since the IT industry is rather young in Vietnam.
Background
● The IT industry in Vietnam has been developing rapidly in recent years, with a revenue of 120
billion USD and an average annual growth rate of 31% in 2019.
● Many Vietnamese IT companies have made themselves known over the years, including: FPT
Telecom, Viettel, VNPT, VNG…
Consideration
Forming an IT cluster can lead to:
● more efficient production of better goods and services
● more successful globalization
● higher economic growth
● higher GDP per capita
Recommendations
● Funding for research and products development to encourage exchanging innovative ideas
between businesses
● Funding for IT scholarships and internship programs to create a better workforce with more
talents
● More tax credits, loans and grant programs to encourage more IT start-ups

A Proposal of the Technology Cluster Development
Conclusion:
● We have come to the conclusion that the technology industry in Vietnam, which is part of the
quaternary sector, should be encouraged to form an industrial cluster, to keep up with The
Fourth Industrial Revolution in Vietnam.
● Many Vietnamese technology companies in this industry have been relatively successful over the
years, including FPT Telecom, Viettel, VNPT, VNG…
● To form a successful cluster, the government’s intervention and funding are needed to develop a
skilled workforce and encourage more start-ups since the technology industry is rather young in
Vietnam.
Recommendations:
● Funding for scholarships and internship programs for technology students to create a better
workforce with more talents and potential
● More tax credits, loans, and grant programs to encourage more young start-ups
● Dedicated R&D funding for research and products development for start-ups to utilize the
intellectual potential
● Subsidies for businesses that promote collaborations to encourage exchanging innovative ideas
between businesses
