Each local government unit (LGU) shall have a comprehensive multi-sectoral development plan to be initiated by its development council and approved by its Sanggunian. Indeed, the Barangay Development Council (BDC) plays a pivot role in the overall development and progress of the barangay and is considered as the mother ofall the barangay-based institutions (BBIs). The BDC, which is mandated to initiate the preparation of the Barangay Developmen: Plan (BDP), should adequately informed and capacitated on the formulation and/or updating process of the said Plan.
