All LGUs are enjoined to enact ordinances restricting the use of public transportation, including jeepneys, buses, tricycles, pedicabs, and the like, by individuals yet to be vaccinated against COVID-19, in line with the Constitution and other laws. Exceptions may be made in favor of those with medical conditions that prevent full COVID-19 vaccination, those traveling to access essential goods and services, and those traveling to vaccination sites to receive their COVID-19 vaccine. The Philippine Nationai Police, its Highway Patrol Group, and ail iocal operating units are hereby directed to assist in the enforcement of this policy. They shall coordinate with the LGUs, deploy personnel in transport terminals, and establish checkpoints to ensure the full enforcement of these ordinances with due regard to human rights.
