RATIONALE: Pursuant to the IGRR of RA 9710, all government agencies, offices, bureaus, instrumentalites, SUCs, GOCCs, and LGUs shall adopt gender mainstreaming as a strategy to promote gender equality and eliminate gender discrimination in ther systems, structures, policies, programs processes, and procedures. They shall formulate their annual GAD plans, programs ad budgets within the context of their mandates At least 5% of the total agency budget appropriations shall correspond to activities supporting GAD plans & programs and shall ensure that their agency annual operations plan and budget are gender responsive. To ensure compliance with this requirement, the agencies shall undergo Capacity-bulding activities on, among others, gender sensitivity, gender analysis, gender responsive planning, and of tools such as the Harmonized GAD Guidelines (HCG) 3. PURPOSE: The PA-Wide Gender Mainstreaming Program aims to continue Gender and Development advocacy in the Philippine Army unti it is fully institutionalized within the organization’s system. 4. GENERAL OBJECTIVE: The main objective of the PA-Wide Gender mainstreaming Program is to enhance the knowledge and awareness of PA troops on GAD concepts and strengthen the gender identities, conflict situations and social relations in the context of human rights and gender-lens perspective and for GAD Focal Persons in MSUs and Offices to be able to mainstream gender within their respective units.
