The updated 2022 SOCE forms can be obtained at our Comelec official website with the following link for easy reference. https://comelec.gov.ph/2r=CampaignFinance/ CamFin2022NLEForms b. All downloaded forms are editable by the user; On Prior Acceptance a. Proof of tax registration by candidates/electoral parties before the Bureau of Internal Revenue is not a condition for accepting SOCE. We should encourage compliance by candidates/electoral parties to any rules, regulations, or administrative issuances issued by another government agency. However, there is nothing in our election laws that require such prior action to be done before submission. Simply stated, despite non- registration at BIR, it will not prevent them from submitting SOCE to our Office, and for us accepting, the same. b. Documentary stamp is not required to be attached to any of the statement forms of SOCE". * Sec. 12, Comelec Resolution No. 10505,c. All officers of the Commission are not authorized to administer oath, even in their capacities as notary public, on any of statement forms of SOCE, except in Barangay and SK elections?, d. It is on the Notary public whether he shall assign single document number or different document number for each statement forms of SOCE. Il, Submission and Acceptance a. It shall be filed at the Office where the candidate filed his Certificate of Candidacy during office hours. b. The following candidates shall file SOCE: 1. Those who ran in the just concluded elections regardless whether they were elected or not; who incurred no expenses; who received no contributions; who discontinued campaign; or who self-funded his own campaign; 2. Those who withdrawn their candidacy, unless such withdrawal was made officially before March 25, 2022. Hence, do not accept SOCE from those who withdrew prior to March 25, 2022; c. Local Political parties are also required to submit SOCE; d. SOCE is to be submitted by candidate or its duly authorized representative®. For local political party, by its treasurer or its duly authorized representative. A duly authorized representative is a person with whom a written authorization was issued by his principal using the prescribed form‘. Any submission via registered mail, courier or messenger services shall not be accepted. e. Candidate/ political party shall submit the following: 1. Three hard copies of SOCE to be kept by the receiving Office; 2. One soft/electronic copy in Excel File Format and in portable document format file (pdf) of the signed and notarized statement forms; ? See. 18, i 2 Sec. 2, Rule 20 of Comelec Resolution No. 991, as amended “annex “A”f. The concerned Comelec Field Officer shall see to it that the SOCE is complete, signed, dated and notarized. A complete SOCE is one with all the prescribed statement forms> are submitted and supported by original copies of contribution receipts, contracts, expenditures receipts and others. A candidate is required to accomplish and submit all the prescribed statement forms. In a case where there is no contribution received, the candidate is still required to submit the Schedule of Contribution Received form. In such case, he shall indicate N/A (not applicable) in the said statement form. Incomplete SOCE shall not be accepted. IV. Record of Receipt in Log Sheet Receipt of SOCE shalll be duly recorded in a receiving log sheet® indicating all the information as completely and accurately. All entries must be written clearly and legibly by hand. On the last day for the filing of SOCEs, the receiving log sheet shall be closed and signed by the head of office? V. Issuance of Certificate of Compliance After conducting compliance /completeness check on the SOCE, the Comelec field officer, shall proceed to issue the Certificate of Compliance’. Before releasing the Certificate, the COMELEC field officer shall reproduce one copy which will serve as receiving copy, wherein it is noted the name of the requesting party, date and time of release?. The last day of filing of SOCE shall be on June 8, 2022”, SOCE filed beyond the deadline shall not be accepted, except from those who won the elections.
