Number of sea accidents

MANILA The Maritime Industry Authority (MARINA) is pushing to reduce by half the
number of maritime accidents in the country by 2021 Administrator Rey Guerrero said this
as MARINA seeks to create a policy framework that will ensure the safety of ships and
passengers. He said the agency recorded around 64 maritime accidents in the country this
year which were mostly caused by ships running aground compared to 32 incidents in 2015
and 2016.

 Total number of incidents at anchorages/ports in the Philippines


During Jan-Sep 2020, 13 actual incidents were reported in the Philippines. Of these,
nine incidents occurred at Manila anchorage, three incidents at Batangas and one
incident at General Santos Harbor anchorage. Refer to Annex A for the description of
the 13 incidents. The number of incidents reported in the Philippines for the first nine
months of 2020 has almost doubled compared to the entire year of 2019. Seven
incidents were reported in 2019.

 Significance level of incidents

Of the 13 actual incidents reported during Jan-Sep 2020, two were CAT 2, three
were CAT 3 and eight were CAT 4 incidents. Most of the incidents during Jan-Sep
2020 were CAT 4 incidents, and this accounts for 62% of the number of actual
incidents (eight of 13 incidents). This is consistent with the past 13-year trend of
incidents during 2007-2019 where 70% of the incidents were CAT 4 incidents (55 of
79 actual incidents).

 Incidents at anchorages/ports in the Philippines (2007-2019 and January-September


2020)

A total of 102 incidents (comprising 92 actual incidents and 10 attempted incidents)


were reported at anchorages/ports in the Philippines during the 13-year period of
2007-2019 and Jan-Sep 2020. Of the 102 incidents, 52 incidents occurred at Manila
anchorages (51%), 29 incidents at Batangas (28%) and 21 incidents at other
anchorage (21%).

 With a rate 40 percent higher than Indonesia, the Philippines has the highest
absolute casualty rate in East Asia. 5 Every year in the Philippines, 228 ships are
involved in accidents, resulting in 303 deaths.

Notice: The MV Princess of the Stars capsized off the coast of San Fernando,
Romblon, during Typhoon Frank. From Manila, the boat set sail towards Cebu City.
Despite Typhoon Frank made landfall on Samar Island earlier that day, the Princess
of the Stars was allowed to proceed. Although the ship was large enough to stay
afloat in the typhoon's periphery, Frank abruptly changed course later that day,
putting the boat in great danger of being overwhelmed by the storm. The Princess of
the Stars, according to four survivors who managed to swim to adjacent Sibuyan
Island, did not malfunction but came aground in strong seas off the coast of
Romblon.

Number Of Air Accidents

Annual incident, accident and fatality rates per million departures from 1995 to 2015
were computed and analyzed. Philippines' average accident rate is 3.04, relatively low
compared to the global average of 3.83. The country has not had any accident since 2010
and its fatality rate has been zero since 2003. Runway excursion during landing is the most
frequent incident/accident while controlled flight into terrain during descent has the highest
fatality rate. Safety cultures in aerodromes and recommended flight safety procedures were
also identified. Using IAOGP safety assessment mechanism, the safety scores of local
airlines were computed using parameters such as management and operational
environment factors. Airlines A and B scored 6.544 and 6.765, respectively. Philippines
performs above average in most aviation categories set by ICAO.

Number of Fire in Tourism-related Business

 Fire Protection for The Hospitality Industry

The hospitality industry has many significant issues when it comes to fire
protection, prevention, and guests’ safety. The biggest factors come simply from the
nature of the industry. In a normal workplace, management can ensure employees
are trained in proper emergency procedures, how to use a fire extinguisher, and the
like. But every day, hospitality businesses (such as hotels, tourist attractions,
restaurants, etc.) see new people on property. As a building manager, your risk
management plan has to take into account that a great number of people present
during a fire emergency will have little to no training how to respond.

ARCH was designated as Fire Prevention Month by virtue of Presidential


Proclamation 115-As. 1966 signed on November 17, 1966, by then President
Ferdinand E. Marcos, who cited an increase in fire incidents happening across the
country during this month.

The fire that broke out at the Manila Waterfront Hotel on March 18 has claimed about
three lives and injured about 19.

According to the BFP, in the first two weeks of Fire Prevention Month this
year, an estimated P35 million worth of property was lost, much lower compared to
the P135 million estimated damage to property last year.

Importance of travel insurance

Fire insurance is essential because it helps to protect from the damages which
is occurred by the fire. For industrial development of a country, Fire insurance plays
vital role by giving the certainty of paying financially against losses of an
entrepreneur, businessman or industry owner for such insurance policy taken by
them.

 Statistics on fires in Hospitality Centers

As the following statistics show, cooking related fires are by far the leading
cause of hospitality center fires. They also cause the most property damage. This
damage does not include further financial loss due to down time and equipment
replacement. However, the amount of fires and property damage due to smoking
and intentionally lit fires should give risk managers cause to look at the smoking
areas in addition to flammable materials available in places like hotel rooms.

Number of thefts against tourists

Manila, the foremost metropolis in the Philippines, comprises much of NCR while
Central Luzon, immediately to the north of NCR, was the location of the two former US
naval bases in the country (Clark, Pampanga and Subic, Zambales). Next in line are the
relatively more urbanized regions of CALABARZON, Western and Central Visayas. Only
data on crime categories that are most likely to involve tourists, namely, crimes against
persons, robbery, and theft, are presented in Table 2. In terms of number of crimes
against persons, the top three regions are Central Luzon (14%), NCR (11%) and
CALABARZON (10%), which are among the most industrialized and urbanized regions in
Luzon. Occurrences of robbery and theft are highest in NCR, followed by Central
Visayas, and then, Central Luzon, likewise the regions that are relatively more advanced
economically. With regard to deterrence, proxied by the crime clearance efficiency rate
or the ration of the number of crimes for which a case has been filed to the total number
of crimes, the top three ranking regions are NCR (64%), SOCCSKSARGEN (50%), and
Ilocos (45%). Remarkably, the latter two regions have relatively lower crime shares in
the national total.
Number of hospitalized tourists

According to the Medical Tourism Association (MTA) and the International Healthcare
Research Center, the Philippines as a medical tourism destination, ranked eighth among
the top in the world. A recent article in the SunStar, CEBU reported that indeed the
Philippines is continually improving its health service offerings in order to climb to the
top.

 Philippines as a Medical Tourism Destination

SunStar CEBU reports that the Philippines is seeing 80,000 to 250,000 medical
tourists annually. Patients come from Sri Lanka, East Asia, the Gulf States, Europe,
North and South America, the Pacific Islands, Australia and the Pacific Islands. Filipino
workers and expatriates also travel back home to the Philippines to have their medical
procedures. According to Cynthia C. Lazo, Director for Medical and Wellness Tourism,
who directed comments on the Embassy Tour while at the World Medical Tourism &
Global Healthcare Congress (WMTC), “The Philippines has the advantage that many
healthcare providers speak English, as well as the ability to provide modern medical
facilities, quality infrastructure, proximity to most of Asia’s major cities, and the ability
of a caring local community to help in total healing in mind, body and spirit.”

In addition to the natural and well-established medical tourism offerings, the


Department of Tourism’s (DOT) 7 medical tourism team is working with Cebu Health and
Wellness Councilto put together medical tourism packages, using global medical tourism
facilitators. Director at DOT 7, Rowena Montecillo said “Several groups have visited Cebu
to conduct ocular inspection of medical facilities, accommodation establishments and
tourist attractions.”

The presence that the Philippines has had at the WMTC over the years and their
efforts to improve tourism and healthcare infrastructure, highlight interest in continued
expansion to raise to the top Philippines as a medical tourism destination.

All of this is vital since it is how we protect ourselves against travel risks like lost or
