INSTITUTION OF SURVEYORS MALAYSIA (ISM)

❖ Objective of ISM are:


❑ To secure the advancement and facilitate the acquisition of that knowledge of
providing:
o Financial appraisal of real property development, determining cost and economics of
design, technical auditing and advising on construction contracts.
o Contract and financial management of construction projects including measurement
and valuation of construction works.
❑ To promote the general interest of the profession and to maintain and extend its
usefulness for the public advantages.
❑ For professional development-upgrade the standard of professionalism.

❖ Functions of ISM are:


❑ Conduct professional exam (foundation, first part, intermediate, final exam and direct (final
exam).
❑ Accredit QS degree from approved university.
❑ Be a housekeeper for professional conduct and discipline (admonish a member,
reprimand, suspension or expulsion)
❑ QS divisional committee deals with matters connected to syllabus for exams, accreditation,
application for membership, professional conduct and fee etc.
BOARD OF QUANTITY SURVEYORS MALAYSIA (BQSM)

❖ Objective of BQSM are:


❑ To regulate the QS profession in Malaysia
❑ To safeguard the interest of the public seeking QS services against unethical practices
and professional misconduct.
❑ To enhance public accountability & quality of QS services.
❑ To safeguard the interest and rights of registered QS accorded by the RQS Act.

❖ Functions of BQSM are:


❑ To keep and maintain a register of QS.
❑ To approve or reject applications for registration.
❑ Order cancellation, removal or reinstatement.
❑ To fix from time to time with the approval of MOW, scale of fees.
❑ To hear and determine disputes relating to professional conduct or ethics of QS or to
appoint a committee / arbitrator to hear disputes.
❑ To determine and regulate professional conduct and ethics of QS profession.

1.0 TERMS
❑ Roles of QS - QS function throughout the RIBA Plan of Work.

❑ Function of QS - An activity of the QS that is natural or for the purpose of a person or


industry.

❑ Activity of QS - An action taken by the QS in pursuit of an objective

❑ Services of QS - The action or process for the QS of serving his expertise

❑ RIBA Plan of Work - Consist of stages where QS must follow

The RIBA Plan of Work organises the process


of briefing, designing, constructing and
operating building projects into eight stages and
explains the stage outcomes, core tasks and
information exchanges required at each stage.
2.0 ROLES OF QUANTITY SURVEYOR
❖ Quantity Surveyor play an important role throughout the RIBA Plan of work. Listed below are their roles
generally at every stage in RIBA Plan of Work.

❑ Preparing estimates, feasibility studies and budgets for building projects.

❑ Preparing bills of quantities and other tender documentation for competitive tendering for projects.

❑ Negotiation on building contracts.

❑ Advising on and preparing contract documentation.

❑ Monitoring and reporting on cost for the duration of projects.

❑ Determining final costs of projects.

❑ Preparing property valuations mainly for insurance purposes.

❑ Some quantity surveying practices would also offer project and construction management services.
2.0 ROLES OF QUANTITY SURVEYOR (CONT’D)
❖ Cost control is part of quantity surveyors role. Cost control includes:

❑ Pricing/estimating for building projects.

❑ Negotiating building contracts.

❑ Preparing tender documentation mainly for sub-contracts.

❑ Monitoring and reporting on project costs.

❑ Controlling and managing subcontractors, suppliers, etc.

1. Preparing Preliminary Estimate

❖ The purposes of preparing preliminary estimates are:

❑ To show the client the total cost involved for the construction in this project.

❑ To accommodate the design team to indicate the requirement of the building according to
client’s budget.

❑ Assist design team when designing the building and ensure the specifications used for the
construction is suitable with the client’s budget.

❑ State the type and quality of material that will be used to avoid excess of cost

2. Tender Document

❖ There are several reason and objectives why a tender document needs to be prepared. Briefly, some of
them are:

❑ To identify an outline of the Client’s needs and desires

❑ To elucidates all the information about the project, orders, rules and regulation that need to be
followed by the Contractor regarding the proposed project.

❑ To be a part of the contract after it is awarded and signed by the Contractor.

❑ Act as an evidence and proof that there is a contract or relationship between the Client and
Contractor.

❑ Act as a reference to the parties involved in the proposed project

3. Tender Evaluation and Document

❖ There are several reason and objectives why a Tender Evaluation & Tender Report needs to be
prepared are :

❑ To identify the qualified contractor to carry out the works

❑ To know which contractor offer the reasonable price and time completion for that particular
project.

❑ To know the completeness of offer

❑ Capability of tenderers.

❑ Tender report is prepared to summarize all the evaluation done before (all recommended
tenderers are specified in this document)

❑ To provide transparency in the evaluation process

❑ To ensure that all proposals are evaluated in the same way

1. Contract Document

❖ There are several reason and objectives why a Contract Document needs to be prepared are:

❑ Contract document is a document that records the terms of the contract to clarify the rights and
obligations of the contracting parties in writing.

❑ Contract document can explain the scope of work to be done.

❑ Show the contract sum and completion period of the construction.

❑ Contract document also describe the action to be taken if there is any breach or dispute by any
party.

❑ As a reference while preparing claim, variation order, remeasurement and etc.

2. Preparation of Interim Certificate

❖ There are several reason and objectives why an Interim Certificate needs to be prepared are:

❑ Interim certificate is prepared to cover operating cost done by the contractors.

❑ As a record and proof of payment to the contractors and client.

❑ As a reference while preparing final account.

3. Variation Order and Remeasurement

❖ There are several reason and objectives why a Variation Order and Remeasurement need to be
prepared are:

❑ Variation Order is prepared to cover extra operating cost done by the contractor as per instruction
(Client/Architect/ Engineer).

❑ Remeasurement is prepared where the quantity in the original BQ is provisional quantities and
then finalised the quantities by remeasurement works.

4. Preparation of Final Account

❖ The final account is the conclusion of the contract sum (including all necessary
adjustments) and signifies the agreed amount that the employer will pay the contractor. It
includes any works that are paid to the sub-contractors through the main contract.
