 Update on Implementation Teams


New Executive Leadership Positions
 City Operations Officer
New FTE funded in FY22 with contingency funds, with additional funds for an
executive search process. Position will be included in FY23 budget.

 Community Safety Commissioner


New FTE funded in FY22 with contingency funds, with additional funds for
administrative support. Position will be included in FY23 budget.

 City Auditor
Funding for new FTE using FY22 contingency funds pending formal FTE creation
based on full position classification analysis by outside consultant. Position will
be included in FY23 budget.
Implementation Teams
 Legal/Legislative Team: Consists of the City Attorney’s Office, City Clerk, and Mayoral representatives
focused on drafting amendments to accommodate the implementation plan.
 Operations Team: Consists of representatives from FPS, HR, and IT focused on operational issues and
impacts tied to implementation of the new structure.
 Public Service Team: Led by City Coordinator, focused on issues associated with the development of the
consolidated Office of Public Service.
 Community Safety Team: Led by Emergency Management Director, focused on issues associated with the
development of the consolidated Office of Community Safety.
 Race & Equity Team: Led by Race & Equity Division, focused on examining racial equity impacts of the
proposed implementation plan, including the preparation of required analyses (REIA) for amendments.
 Communications Team: Led by the Communications Department, focused on strategies to inform both
internal and external audiences about the new government structure and the implementation of the plan.
