ELIGIBILITY CRITERIA

Implementation of Biometric Face Recognition Attendance System for


CET, SAIL, Ranchi
TS No. : CET/C&IT/BIOMETRICFACE/TS/01/R=0
The bidder should fulfil the following eligibility criteria:
1. The bidder should have carried out supply and installation of at least 1 (one) no. of
project for Biometric Face Recognition Attendance System, covering a user base of
at least 200 users, during the past 5 (Five) years as on the date of NIT.
2. The bidder shall be OEM of Biometric Machine or authorized partner of the OEM
of the offered system.
In case the bidder is an authorized partner of OEM of the offered system, the
following documents shall be submitted by the bidder:

i) Manufacturer's Authorization letter from OEM of offered biometric system.

ii) Letter from OEM of offered biometric system for ensuring after sale support
till the end of warranty period of the project.

Self-attested photocopies of following documents shall be submitted by the bidder


in support of the above:

i) Work order or any other letter of award of work or Contract Document or


Purchase order issued by the client.

ii) Commissioning certificate or Performance certificate or Completion certificate


or Final Acceptance certificate issued by the client against the corresponding
order.

The bidder should submit an affidavit stating that the eligibility documents
furnished by them are genuine.
3. Consortium bidding is not allowed.
4. The average annual financial turnover of the bidder during the last three
consecutive financial years ending 31st March 2021/2022 shall be at least Rs. 40
Lakhs (Rupees Forty Lakhs only).
The bidder shall submit audited annual financial reports for last three (3)
consecutive financial years ending 31st March 2021/2022 in support of the above.
Net worth of the bidder should be positive in the financial year ending 31st March
2021/2022 as per the Audited annual accounts.

Documents submitted in support of financial eligibility wherever certified by the


CA members of ICAI (The Institute of Chartered Accounts of India) from 01.07.19
onwards, shall contain the Unique Document Identification Number (UDIN)
