Re: The Appointment of Frank Williams

To Whom May It Concern:

Now comes The Ohio Alliance for Social Justice (OAFSJ) who is now compelled to file a formal

Ethics Complaint against Mayor Daniel Horrigan. It goes without question that Mayor Daniel Horrigan

should go before a formal ethics commission. However, currently there is a mechanism to make that

happen, because there isn’t an agency to implement that as of now.

Our office has been investigating Akron Mayor Daniel Horrigan for some now, and we have

uncovered scathing reports or corruption, abuse of power and other ethical complaints that we have

forward to the appropriate agencies. Including but not limited to The U.S. Department of Justice, Civil

Right Division and Criminal Division and the FBI.

It’s no secret that Akron Mayor Daniel Horrigan runs his administration much like how Donald

Trump ran his. If you aren’t loyal to Trump, out you go. We have talked with many current and past

employees of The City of Akron. We have searched through public records many articles, documents and

lawsuits filed by individuals of allegations of abuse or misdeeds.


Mayor Horrigan has appointed Frank Williams Deputy Mayor of Labor Relations, to which we

believe was don e to score political point to score his appointment as mayor.

CONFLICT ONE – STATE FOP COMMITTEE

Currently, Mr. Williams sits on the State FOP Political Screening Committee making his

current position, as Deputy Mayor of Labor Relations a this a conflict of interest.

CONFLICT TWO – PAST PRESIDENT OF AKRON FOP LODGE #7

Mr. Frank Williams use to also serve as the past President of The Akron Police Lodge #7 his job

was to protect the interest of The Akron Police officers who are accused of wrong doings, unethical

behavior, criminal behavior, and allegations of violating citizens civil and human rights. Wherever he

could Frank and the union circumvented The City, defended officers when they clearly posed a significant

risk to the public and were a risk and liability to the City.

Mayor Daniel Horrigan has been made aware on countless times, that the city of being like a

dictatorship. There are no checks and balances. The city is being ran in the most unethical way.

How can the city and residents ensure that Frank will protect the city’s interest and negotiate in

an unbiased and fair manner when he true heart and allegiance is with The Fraternal Order of Police?

There is no clear way to know that Frank isn’t passing judgement or pushing the agendas, proposals of the

Akron Police Lodge?

By appointing Frank Williams, it is clear, that the Mayor Daniel Horrigan is trying to be strategic

in ensuring that politically he brings all of those in who can make sure he gets no public pushback and

makes sure he gets re-elected, this appointment was made for political score as a package deal to get the

backing of The FOP Police Union.


CORRECTIVE ACTIONS

Mayor Daniel Horrigan should be compelled to terminate Frank Williams and or move him to a

different office. We do not want him in one of the highest positions of office doing the bidding or business

of a private organization.
