Goals are to provide highly trained canine teams to: Protect persons and property in the Gainesville community Enhance the safety of police officers where the offender is believed to be a threat Search for and locate persons believed to have committed a criminal offense as defined by the state of Florida and City Of Gainesville Ordinances. Search for lost persons. Search for articles of evidence. Provide advanced capabilities for the detection of controlled substances. Conduct public canine demonstrations for different groups and organizations. Methods: By providing certified Florida Department of Law Enforcement Canine Instructors. By providing in-service training to maintain proficiency of each canine team weekly, or no less than 16 hours a month. By evaluating canine teams annually for patrol work and narcotics detection, and adopting the standards set by F.D.L.E., the National Police Canine Association, or other recognized organization. By providing daily care, grooming and health maintenance to ensure the dog is available for service. By providing canine services as directed by the Patrol Captain. However, because of the dynamic nature of K-9 work, schedules may change without notice. AK-9 handler who maintains his dog at home for at least one day per week is eligible for K-9 adjustment time of ten (10) hours per two week pay period (see FOP Labor Agreement 32.1). Above average performance appraisals for the year prior to application. Successful completion of Canine Unit selection process as determined by the Canine Unit Supervisor. This process may include but is not limited to: physical abilities testing directly related to the job, scenario testing, report writing and exposure to a police canine An exemplary service record and minimal or no sustained Internal Affairs history. A letter of recommendation from the applicant’s immediate supervisor and/or shift commander. Successful completion of an interview with the Canine Unit Supervisor, Lieutenant in charge of the K-9 unit, and/or canine unit representatives. Meet residency requirements as outlined by Department Policy. Must live at a residence that is free of restr required canine kennel. ions for the installation of the ‘Must live at a residence, and subdivision if applicable, that does not prohibit the member from housing the police canine at his/her residence. 10) Selected members will adhere to a no smoking policy, and will provide a smoke-free residence for the canine. 11) Approval of the Patrol Support Bureau Commander, B) _ Residency Requirements 1) Officers must reside in a single-family dwelling that has a yard that is conducive for the safety and well-being of the canine 2) Prior to selection the Canine Unit Supervisor may conduct interviews with neighbors and/or other houschold members to determine how the canine will affect them, 3) Officers selected for the Canine Unit will be required to live within Alachua County, or a neighboring county. 4) A 6x12 chain link kennel and concrete slab will be issued to the handlers and installed on their property. Itis the responsibility of the canine handler to ensure that the kennel is in compliance with all subdivision requirements. 5) The Canine Unit Supervisor will have the right to inspect the police canine’ living quarters at any time, Itis the handler’s duties to ensure that the dog’s, areas are clean at all times. ©) Physical Fitness Requirements and Recertification 1) All K-9 handlers must maintain the high level of physical fitness required to perform the daily duties of a K-9 Team. 2) All Apprehension K-9 handlers will be required to successfully complete a semi-annual (two times a year) physical fitness recertification which will include: a) Completion of the 1 mile run in less than 9 minutes b) Completion of the Obstacle Course in less than 3 minutes D) Criteria for Dismissal 1) Police canine handlers are charged with the responsibility to use their canines within the Police Department’s use of force guidelines. 2) They are additionally expected to implement their best judgment and training before making any decisions regarding the use and care of the canine, 10 3) If the Canine Unit Supervisor, or Patrol Support Bureau Commander, determines that the handler is not handling his/her canine in the best interest of the Police Department, the supervisor has the duty and responsibility to 4) remove the handler from the u h) id ky it. for dismissal may include but is not limited to the following: Abuse of the canine, Inadequate facilities to care for the canine. Improper use of the canine in either use of force or search situations, Inadequate control of the canine either on or off-duty. Poor judgment in on-duty situations, whether involving the canine or not, regarding rules, regulations and the application of Florida State Statutes. Violation of Department General Orders, K-9 Manual, or Florida State Statute. Failure to maintain or achieve annual certification for patrol work and/or narcotics detection, Development of any physical condition that would inhibit his/her ability to work a K-9, Development of a life situation that would prevent the handler from working shift work. Failure to successfully complete the annual physical abilities recertification, If the Canine Unit Supervisor determines the handler is not providing an environment, either on or off duty, where the dog can/does maintain a level of mental state to perform the task and duties required in patrol and narcotics work, Canine handlers, when appropriate, may be given up to 21 days to mprove their conditioning and/or abilities to meet the listed criteria before being removed from the canine unit. It shall be the option of the Canine Unit supervisor to implement specific guidelines, rules or remedies to afford a handler the it opportunity to correct any deficiency prior to dismissal from the Canine Unit. i All decisions will be made with the best interest of the Police Department. fi At hishher discretion the Patrol Support Bureau Commander, Assistant Chief of Police, or Chief of Police may order the removal of any member of the Canine Unit 12 Topic: Sections: K9 SELECTION AND DISPOSITION OF K-9S. 5) Effective Date: New Issue: L] Prior Revisions: 11/05/2019 Relssue: 05/15 ‘Application: K9 Officers N/A 1 Division: Number of Pages 5) A) yy 2) 3) 4) B) y K-9 Selection and Disposition of K-9s 2) 3) K-9 Selection - Selection of the police canine is based on the animals ven temperament and disposition Successful evaluation by the department’s contracted veterinarian. Ability to pass the selection test determined by the K-9 Unit Supervisor Ability to pass the training requirements established by the Criminal Justice Standards and Training Commission. Disposition of K-9s Failure to Meet Evaluation Standards - Any dog determined to be unsuitable for service during preliminary evaluation (trainer or medical) shall be returned to the place of purchase for a refund, If a donated dog is, refused by the owner, the dog shall be withdrawn from service in a manner deemed appropriate by the Department. Upon Retirement - Recommendations to retire a K-9 for cause will be made through the chain of command by the unit supervisor. Upon the approval of such recommendation, the K-9 may be retired to the care of the assigned handler if agreed upon by the Chief of Police and the handler. If the K-9 has been in service under more than one handler, a decision as to the disposition shall be made by the Chief of Police. If the assigned or former handler does not desire to care for the retired animal, the K-9 shall be withdrawn from service in a manner deemed appropriate by the Department. Handler Vacaney - In cases where a handler leaves the unit (either by choice or by dismissal), the K-9 shall remain the property of the Department. If the K-9 is determined to be suitable for reassignment to a new handler, it shall be retained within the unit, If the K-9 is determined unsuitable for reassignment, the K-9 may be made available for ownership by the departing member, if agreed upon by the Chief of Police and the departing member. If such ownership is declined, the K-9 shall be disposed of in a manner deemed appropriate by the Department. 13 Topic: Sections K9 CARE AND MAINTENANCE 6) Effective Date: New Issue: [J Prior Revisions: Re-Issue: DX] 05/15 11/05/2019 ‘Application: Division: ‘Number of Pages: K9 Officers N/A 3 6) CARE AND MAINTENANCE [CALEA 41.1.5D] Each handler shall be responsible for the proper physical and medical care of their assigned K-9. A) 1) 2) 7 8) ” Maintenance of Quarters Assigned K-9s will reside at their handler’s place of residence during non- duty hours. Following a tour of duty, the K-9 should be provided with a place to rest undisturbed. K-9 warning signs will be posted in at least two prominent locations at the perimeter of the handler’s property. If the property is not owned by the handler, a written consent from the owner allowing the K-9's presence must be obtained prior to the property being occupied by the K-9. The K-9 will not be left unsecured at the residence when the handler or family members are absent. K-9 quarters will be kept in a sanitary condition, ‘Nuisance complaints from neighbors related to the K-9's presence must be kept to a minimum, Behavioral problems which may develop, i.., barking, digging, aggression, or leaving the confines of the property, shall be brought to the attention of the unit supervisor by the handler. The handler will not train his assigned K-9 to protect his residence or surrounding property. If a handler is unable to care for their assigned canine, i.e. vacation or prolonged illness, and no member of the immediate family is available, that officer will notify the canine supervisor of the name and contact information of the person who will be looking after the canine, 14 B) 4) 2 3) Co 1) 2) 9 4) 5) D) 2) a) Current or former handlers are recommended as they have the proper facilities and experience to care for canines. b) The Canine Unit Supervisor has the authority to deny certain requests or make additional or alternative arrangements for the care of the canine. Grooming Handlers shall be responsible for maintaining a K-9 that presents a clean, neat, well-kept appearance. The handlers will check all canines after every field search, exercise, and apprehension to ensure the canine suffered no injuries. Normally this will follow shortly after the conclusion of his tour of duty. Diets approved by the unit supervisor and/or Department's veterinarian will be fed to the K-9. Dog food will be stored in a pest-resistant receptacle. Fresh water shall be available to the K-9 at all times. Food additives and medication will be kept in a secure location, out of the reach of children. Medical Care Each handler shall be responsible for ensuring that the routine medical needs of the K-9, as well as emergency care, are met at all times. ‘The handler will use only the contracted GPD veterinarian, unless emergency ‘medical care is required after normal business hours of the contracted clinic. The handler will then bring the canine to an approved emergency medical clinic. ‘The unit supervisor will be notified as soon as practical should a ‘medical emergency occur. Only medication and supplements approved by the veterinarian shall be given to the canine, 1s 3) 4) The Canine Unit handler shall forward the completed Department of Health rabies certificate to the Canine Unit Supervisor. The Canine Unit supervisor is responsible for maintaining an up-to-date rabies certificate for each canine. When any canine working at the Department, present of past, is in need of being euthanized due to injury, disease or health related issue, a licensed ‘medical professional shall be used unless the canine is so badly injured that its relief from further suffering is the only humane course of action. 16 Sections: Topic: ISSUED EQUIPMENT 72 Effective Date: New Issue: [J Prior Revisions: Re-Issue: J 11/05/2019 ‘Application: Division: ‘Number of Pages: K9 Officers N/A 1 7) Issued Equipment - ‘The Department will provide each handler with the proper equipment to care for, maintain, and control their assigned K-9 A) Maintenance - Each handler is responsible for maintaining assigned equipment in good order. 1) Equipment which becomes unserviceable or in disrepair shall be reported to the Canine Unit Supervisor and the equipment will be immediately removed from service. 2) Lost or stolen equipment will be brought to the attention of the Unit supervisor and documented as appropriate by Department policy. B) Inventory - The unit supervisor will annually conduct an inventory of equipment assigned to each team and equipment for common use. ©) Each handler will receive and maintain: 1) 1 six foot and 1 fifteen foot leash, 2) 1 tracking hamess, 3) 1 leather work collar, 4) 1 Jute bite sleeve, and 5) 1 metal correction chain. [CALEA 41.1.5E] ‘NOTE: If any item is damaged or lost the handler is to report it to the Canine Unit Supervisor within a timely manner. Screening, selection and training of all new canines, Coordinate all Academies, Weekly Training and Cer Teams. Establish training methods to ensure quality and proper record keeping. Review yearly medical, vaccination records and longevity of canines. Maintain a high level of performance standards for K9 Teams. ications of all KO Primary Training Program - The primary training program for the K-9 team shall consist of ‘a Minimum twelve week four hundred eighty (480) hour State Certification (or equivalent) Basic K-9 Course. Upon completion of the basic training program, the team will exhibit proficiency in all areas of a) obedience, b) criminal apprehension, ©) building search, 4) Area search and tracking prior to being released for patrol duty. ICALEA 41.1.5B] Non-Certified Handlers - All new handlers will be required to attend the primary training program regardless of the prior certification of his assigned K-9. Certified Handlers - Previously certified handlers may train "in-house" with a new K-9 provided it is done under the direct supervision of a State Certified K-9 trainer. The trainer will employ training and certification standards as required by State Certification Basie K-9 Course. While in the Primary Training Program, a handler will have their K-9 present in their patrol vehicle travelling to and from work, and may have the dog present in the vehicle while working in an overtime capacity. At NO TIME will the dog be utilized in a police capacity until the K-9 team has completed training and has passed certification. Weekly Training — All patrol canine teams shall attend mandatory canine training at least one day every work-week, unless otherwise approved by the Canine Unit Supervisor. All training shall be under the supervision of the Canine Unit Supervisor or Unit Trainer. All training shall be documented in a timely manner by the individual handlers in the Canine Module (OSSI). [CALEA 41.1.5C] Narcotic Detection - All K-9 teams used for narcotic detection will complete a MINIMUM one hundred and twenty (120) hour training course to establish proficiency prior to being used for the purpose of making criminal cases. The field training period will cover two (2) work weeks, totaling seventy (70) hours, under the direction of the Canine trainer, or a senior handler (as determined by the K-9 Supervisor). The primary purpose is to orient the new handler to the practical working environment. On-Shift Training - On-going training for the K-9 team is essential to maintain the standards of performance. Such training will ensure high morale due to proper field performance, ensure admissibility of court testimony and reduce liability. On Shift Training Exercises - Each handler will be responsible for the proper and timely completion of approved on-shift training exercises (obedience, searches, tracking, etc...). The team will complete no less than ‘two training exercises per week. Training exercises should be set up under the most realistic conditions possible. Bach handler, with the assistance of the trainer when necessary, will be responsible for correcting the undesirable behavior exhibited by the K9 in response to the training scenario/obedience session. Decoys - Any officer assisting a canine handler as a decoy must have sufficient instruction to perform this function and be approved by the Canine Unit Supervisor. Documentation of On-Shift Training - All training shall be documented in a timely manner by the individual handlers in the Canine Module (SSI), ICALEA 41.1.5C] Patrol Officer Awareness - Much of the success of the K-9 unit is dependent on the initial actions of the patrol officer who first arrives on the scene. Handlers should meet with patrol officers during their duty hours, as well as meet with shift briefings to discuss the capabilities and limitations of the K-9 team, Fostering a better understanding will enhance the use of the K-9 team to their fullest potential Training Locations - To further enhance the team’s training the Canine Unit will be permitted to solicit locations from private businesses. The following shall apply to training conducted at these sites: 20 1) The Canine Unit Supervisor or his/her designee shall contact the ‘owner/manager of the business to receive permission. 2) If the owner/manager of the property wishes a department representative to sign a letter of indemnity the document shall be approved by the department legal advisor prior to using the facility. 3) The Canine Unit Supervisor will maintain business keys issued to the Canine Unit. The keys will be stored in a secure location in the canine office. 4) Keys may be temporarily used by the canine handlers to conduct training. 5) Officers from other units may use the training sites if approved by the business owner. The unit commander must contact the Canine Unit Supervisor to seek assistance in gaining approval and use of the keys. 6) Prior to using any facility, the property will be inspected to ensure that employees or other citizens are not present and to ensure that nothing is present that could harm the Department Canine(). If one of these situations exists, the occupied or dangerous portion of that facility will not be used, 7) Atthe conclusion of the training session the officer in charge will check for damages and secure the business. 8) Any damage caused by a canine team will be reported in writing to the Canine Unit Supervisor. The owner of the facility will be contacted and damage reported to them. 9) While officers are on private property and in the performance of their duties they may wish to use the area for training. Prior to doing so the officer should obtain permission from the key holder. An example would be an officer locating an unsecured building and after establishing no crime has ‘occurred using the buildings for training while waiting for a key holder. 10) Nothing in this section shall prohibit a canine team from conducting a training exercise such as obedience, article search, or scenario on public or semi-public property. If a canine team performs these exercises the safety of the public shall be ensured at all times. 11) Ona limited basis the Canine Unit will be authorized to furnish metallic signs identifying the property as a Gainesville Police Department Canine Training Facility. 12) Placement of any signs shall meet with approval of the owner of the facility. 21 13) The Chief of Police or his designee will approve all signs Topic: ‘Sections: USE OF K9S 9) Effective Date: New Issue: [_] Prior Revisions: Re-Issue: 05/15 11/05/2019 ‘Application: Number of Pages: K9 Officers 18 9) USE OF K-9s [CALEA 41.154] A) Tracking - K-9 teams may be utilized for tracking purposes at any crime scene, misdemeanor or felony, where the offender has fled on foot and a reasonable possibility exists that the person could be located or property might be recovered. They may also be used to search for lost or missing persons. 1). Track Scene - When dispatched to a scene for tracking work, the handler will coordinate with the primary officer. The handler will evaluate the most effective means for deployment of the K-9. The handler will a) b) °) Determine from the primary officer a description and last known location where the person being sought was seen. In theft cases, determine the type of property involved Ensure that officers on the scene cordon the track area, keeping the search area uncontaminated by restricting vehicle and pedestrian movement, 2) General Tracking Guidelines a) b) When feasible, at the discretion of the K-9 handler, another officer will follow the team while the track is being conducted, providing cover and assistance with handcuffing. ‘The handler will not attempt to track for the purposes of strengthening a case on a detainee on which probable cause for arrest, already exists. Backtracks will not normally be conducted as the K-9s are trained to follow the scent to its strongest point. 2 d) 8) h) d ii When tracking a misdemeanant (not listed in Section 9G), the canines will be kept on the shortest leash feasible and will not direct the K-9 to bite unless violent resistance is encountered. Handlers will maintain absolute control over his/her canine. Every reasonable effort will be made by the handler to ensure that no unintentional bite occurs. When tracking lost, endangered or missing persons, the canines be kept on the shortest leash feasible and handlers will maintain absolute control over his/her canine, Every effort will be made by the handler to ensure that no unintentional bite occurs. Should the handler become aware of the specific location of a subject suspected of committing a forcible felony (or any offense listed in Section 9G) during tracking duties, the handler will announce their authority in a loud, clear voice. Unless there is a danger to the team or others in the area, the handler will order the person to surrender and convey their intent to release the dog if the order is not obeyed. If immediate acknowledgement and a proper response to the warning is not received from the person, the K-9 may be commanded to make the apprehension, Handler will be constantly mindful of the possible presence of innocent, unsuspecting bystanders in the track area. During the course of tracking, it is understood the K-9 may apprehend the suspect prior to the suspect surrendering or being located by the handler. ‘The unintended consequence of the suspect being bitten will be reviewed for possible violations of department policy. Handlers will not direct the K-9 to apprehend a person unless it meets the appropriate criteria outlined in this policy, When tracking onto private property, the security and safety of residents and innocent bystanders is paramount. When entering an extremely dark area, a lighted security sweep of the area will be conducted to limit the possibility of an unintentional bite. Tracking will be discontinued when: Information regarding the crime has changed and the crime no longer meets Canine Policy requirements, or ‘The handler believes the terrain or situation is too dangerous, or 23 iii The handler believes the safety of the publie in the area would be compromised by continuing the track, or iv The team is ordered to terminate by a supervisor. 3) Track Documentation - At the conclusion of a track the handler will complete a report supplement and document the use in the K9 OSSI Module. a) They will list anything of evidentiary value, as well as any suspects located. b) Should the track result in negative findings, the handler will document that in the K9 OSSI Module also. B) Evidence Searches (Article Searches) - Trained K-9s have the capability of locating property by alerting to the human odor emanating from an article. K-9 teams may be utilized for evidence/property searches at any crime scene or incident at the discretion of the handler. 1) Search Area - When dispatched to a scene to conduct an evidence search, the handler will coordinate with the primary officer. The handler wil a) Determine from the primary officer on the scene, information regarding the property sought. b) K-9s will not be used to search for drugs believed to have been dropped by fleeing suspects. ©) Refrain from using the K-9 to search for evidence in areas that present a danger to the team. 2) Search Documentation - At the conclusion of an article search the handler will complete a report supplement and document the use in the K9 OSSI Module. a) They will list anything of evidentiary value, as well as any suspects located, b) Should the track result in negative findings, the handler will document that in the K9 OSSI Module also. ©) Area Searches - Trained K-9s have the capability of searching large areas for persons in an expedient and thorough manner and shall be deployed for such purposes when requested. 24 1) Search Area - When 2) ispatched to a scene to conduct an area search, the handler will coordinate with the primary officer. The handler will evaluate the most effective means for deployment of the K-9 taking the following into consideration: a) b) °) a) °) The criteria listed in 9.6. ‘The time of day and existing weather conditions ‘The type and size of the area to be searched ‘The possibility of innocent, unsuspecting persons within the search area Any immediate and potential danger to themselves or the K-9 General Area Search Guidelines a) iii) ) d e) The handler will determine that a cordon of the search area has been established by the primary officer. Officers on the scene will not enter the search area, nor permit others to do so, unless They are acting in a necessary and official capacity, ie. Fire or medical service department personnel, or When they are summoned by the handler, or When it becomes apparent that the handler is in need of assistance and is incapable of summoning it. Ifthe search area is fenced, the handler will take reasonable steps to censure there are no innocent, unsuspecting persons within. Ifpossible, a representative having control over the property will be contacted. A verbal indication will be obtained from this individual that no one is authorized to be on or within the property and that prosecution will be sought on unauthorized persons who may be apprehended, Immediately prior to the entry of the search team, the handler will inform the cordoning officers that they are preparing to enter the area. The handler will approach the search area alone, with the K-9 on lead. Unless there is obvious danger to the team, the handler will announce his authority in a loud and clear voice, ordering any persons who may be in the area to surrender, as well as state his intentions should they not comply with the lawful orders. The announcement will be given a second time. If no immediate acknowledgement to the warning is received after the second 25 D) announcement, the handler may release the K-9 and proceed with this policy. f) If called to search areas which are not secure or enclosed, ice, large fields or woods, the handler must remain aware that these areas frequently contain persons involved in little more than "camping" type violations. Ifan off-lead area search with the K-9 is conducted, the handler will be in closer proximity to the K-9 than if the search ‘was being conducted in a secure, contained area. 3) Search Documentation At the conclusion of an area search the handler will complete a report supplement and document the use in the K9 OSSI Module. ‘They will list anything of evidentiary value, as well as any suspects located. Building Searches - Trained K-9s have proven invaluable when properly deployed for the purpose of locating and apprehending burglary suspects within a structure. The K-9's detection capabilities enable the handler to conduct complete and thorough searches in minimal time and with minimal personnel, 1) Search Area - When dispatched to a burglary scene to conduct a building search, the handler will coordinate with the primary officer. The handler will evaluate the most effective means for deployment of the K-9, taking the following into consideration: a) The nature of the crime involved. b) The time of day ©) The type and size of the area to be searched. 4) The possibility of innocent persons within the structure ©) Evidence of forced entry to the building 1) Any immediate potential danger to himself or the K-9 2) General Building Search Guidelines a) The handler will determine that an adequate cordon of the building has been established by the primary officer. Officers on the scene, when practical, will not enter the building to be searched, nor permit others to do so unless i They are acting in a necessary and official capacity, i.e., Fire or medical service department personnel, or ii When they are summoned by the handler, or 26 b) ad by) itt When it becomes apparent that the handler is in need of, assistance and is incapable of summoning it The handler will take reasonable steps to ensure there are no innocent persons within the structure. If possible, a representative having control over the property will be contacted. The K-9 team responsible for the building search, at his/her discretion, will be accompanied by another department member requested by the handler for cover. The cover officer's role in a building is desired for the safety of the handler whose attention is focused on the actions of the K-9. Immediately prior to the entry of the search team, the handler will inform the cordoning officers that they are preparing to enter the building. ‘The handler will approach and enter the building with the K-9 on lead. Unless there is obvious danger to the team, the handler will announce his authority in a loud, clear voice; ordering any persons ‘who may be in the arca to surrender, as well as state his intentions should they not comply with the lawful orders. Typically, the announcement will be “Gainesville Police K-9, anyone inside announce yourself now, come out with your hands up, or the dog will be sent into find you and bite you”. The announcement will then be given a second time. If no immediate acknowledgement to the warnings is received, the handler may release the K-9 and proceed with the search, In the event resistance by the suspect is directed toward the K-9 or handler, the covering officer will not become involved unless so directed by the handler. Once the suspect has ceased his resistance and has complied with the instructions of the handler, the K-9 will be removed from the apprehension, The handler may direct the cover officer or summon another member to assist in handeuffing the arrestee, or if appropriate, place the K-9 in a "guard" position and have the cover officer complete the handeuffing process while the handler assumes the cover position. The handler will not attempt to physically control the K-9 and the arrestee simultaneously to accomplish the handeuffing procedure. 7 E) )) 2) g) Police K-9s will not be sent into a residence at the scene of armed barricaded subject to make an apprehension, without exigent cumstances. If time permits, this deployment must be cleared through the K-9 unit supervisor beforehand. Search Documentation - At the conclusion of a building search the handler will complete a report supplement and document the use in the K9 OSSI Module. a) They will list anything of evidentiary value, as well as any suspects located. b) Should the track result in negative findings, the handler will document that in the K9 OSSI Module also. Crowd Control ‘Authority for Use - K-9 teams will not be used for crowd control/tiot control without the knowledge and authorization of the Chief of Police or designee. a) Simply having a canine team accompany an officer in a hostile situation to be used for officer safety is not a deployment. b) At the request of the University Athletic Association or University of Florida Police, Canine teams are approved to be used on Florida Field at football games to protect the goal posts in an effort to prevent injuries to game participants and fans. Deployment - Should a K-9 team be dispatched for crowd/riot control: a) The K-9 team will not be used to move a crowd unless it has been authorized by the Chief of Police, or the Assistant Chief of Police. b) Should a handler be ordered to deploy the K-9 in a manner not consistent with Department policy, he will so advise the supervisor issuing the order. ©) The handler will be cognizant that the purpose for using the K-9 under such circumstances is to disperse the crowd. The team will not become pre-occupied with the apprehension of a single agitator and will not attempt to affect an arrest without assistance from a non-K-9 officer(s). d) The handler will keep the K-9 on a six foot leash and ensure he remains at a reasonable distance from the nearest person in the crowd being dispersed. 28 ) 3) 4) 5) 6) G) 1) ) The handler has the responsibility of keeping his K-9 under control at all times. Other police personnel present will be informed to maintain a safe distance from the K-9 while on the scene of an incident. f) Handlers will not allow their K-9s to bite whi except as a last resort. in adispersion action 2) Police K-9s will not be ordered to engage in combat with aggressive dogs which may be used to counter police action. Alternate measures, with the authorization of the incident commander, will be employed to neutralize the aggressor dog. Officer and Handler Protection - Canine Teams may be utilized to insure the safety of other officers while they are performing their duties. The following is an example list of situations which may qualify under this sec Assisting another officer who is being assaulted/battered or assisting where this situation seems imminent. Entering a group of subjects interfering with an arrest and/or escorting the arresting officer and prisoner to a safe location. Assisting another officer in searching a subject for weapons. Assisting another officer in searching an area for evidence or property. Conducting a vehicle search during a traffic stop where the possibility exists for subjects to be concealed within the vehicle. Responding to any call for service where the canine officer thinks there is a chance that the situation may escalate into one of the above listed scenarios. inal Apprehension Offenses which a K-9 handler may release his dog to make an apprehension: a) Reasonable belief a forcible felony per Florida Statute 776.08 has, occurred, currently listed as, Treason Murder Manslaughter Sexual Battery Carjacking Home-invasion Robbery Robbery 2» b) °) Burglary Arson Kidnapping Aggravated Assault Aggravated Battery Aggravated Stalking Aircraft Piracy Unlawful destructive device/bomb ‘Any other felony which involves the use or threat of physical force or violence against any individual; or Reasonable belief a Misdemeanor or Felony erimes / situations in which circumstances lead to a reasonable concern for the threat of violence. Appropriate examples of these are: -Lewd and Lascivious felony offenses -Aggravated Stalking -Sale/Possession of Narcotics Violations where the suspeet is known to have a history of violence or possesses Weapons -Violations of Injunctions “Fleeing & Eluding with high-speed wanton disregard for the safety of persons/property or Aggravated Fleeing & Eluding; or If the failure to apprehend the subject poses an imminent danger of serious bodily harm or death to the general public or a law enforcement officer Considerations when making apprehensions based on sections G.1.a,b or ¢: a) b) °) Canine force shall be utilized only when necessary. Handlers will utilize all reasonable means to affect apprehension, without incurring a bite. Canine use of force, either directed by the handler or initiated by the canine, is the responsibility of the handler. Canine Handlers must utilize prescribed training methods and practices Canine use does NOT constitute deadly force. ‘The handler must give strong consideration to the nature and degree of the crime and their past training and experience in assessing any threats to the safety of the public and law enforcement personnel. 30 » 2) h) iti Consideration must be given to the subject's physical ability as well as the seriousness of the incident, Individual discretion is advised in all incidents. Factors, such as the number of officers present, the location of the incident, and the number of bystanders must be taken into consideration. A totality of the circumstances analysis is to be used to determine if the force used was justified, examining particularly the following factors: ‘The severity of the crime at issue. Whether the suspect poses an immediate threat to the safety of Law Enforcement Officers or others And whether the suspect is actively resisting arrest or attempting to evade arrest by flight 3) General Guidelines: a) b) Police K-9s will normally be released to make apprehensions only in forcible felony cases (or those listed in section 9G) where the suspect continues to resist arrest and because of the seriousness of the crime, poses a danger to others, and when no lesser means of apprehension are practical In the event resistance by the suspect is directed toward the K-9 or the handler, no other officer will become involved unless so directed by the handler. Once the suspect has ceased his resistance and has complied with the instructions of the handler, the K-9 will be removed from the apprehension, The handler may summon another member to assist in handcutting the arrestee or, if appropriate, place the K-9 in a "guard" position and complete the handeutfing process himself. The handler will not attempt to physically control the K-9 and the arrestee simultaneously to accomplish the handcuffing procedure. Should the arrestee sustain a bite as a result of his apprehension by the K-9, notifications and documentation shall be made in compliance with current Department policy, outlined in section 11- B. 4) K-9 Deployment - Prior to deployment of a police-trained canine for the purpose of criminal apprehe ion: 31 H) 5) ») °) d) The K-9 handler must reasonably believe a forcible felony crime (or one listed in section 9G) has been committed and there is reasonable suspicion to believe the person being sought committed the crime unless exigent circumstances exist. If there is insufficient information regarding the elements of these crimes, a perimeter should be established and canine will not be deployed until the crime is verified. The handler must determine the appropriate canine application pursuant to the criminal apprehension guidelines. ‘The handler must be sure the canine has targeted the suspect rather than someone else. d) The handler is to be cognizant to potential safety risks prior to releasing the K-9, i.e, officers or citizens present, vehicular traffic conditions, etc. When reasonable, the handler will announce in a loud, clear voice for the suspect to stop and state his intentions should they not comply with the directive. Typically, the announcement will be, "Police K-9, stop or I'll release the dog." Should the suspect comply, the K-9 will not be used for apprehension. If the subject continues to flee after the announcement, the K-9 may be released ‘The canine officer will maintain visual contact throughout the chase. If the officer loses knowledge of the location of the canine, the canine will be recalled immediately. An exception to this would be if the team was within an enclosed area where no innocent persons could reasonably be present. Prohibited Use - Unless authorized by a supervisor, the canine handler will not release the K-9 under the following conditions: ‘To apprehend an unarmed juvenile suspect known or reasonably believed to be sixteen (16) years of age or younger. To apprehend any person who could not obviously resist an officer To apprehend a feeble, or physically handicapped person who could not obviously resist an officer. Narcoties Detecti 32 1) Mission - The Gainesville Police Department Canine Unit will provide canines trained in the detection of the odor of controlled substances as defined by Florida State Statutes. These dogs will be deployed as follows: 3) a) b) To check businesses, residences, vehicles, money and other locations to determine the presence of the odor of controlled substances providing the team has a legal right to be present in accordance with relevant legal guidelines To assist officers in locating controlled substances when serving a search warrant. To assist officers in establishing probable cause for the purpose of procuring a search warrant. To develop and coordinate any narcoties program which the Chief of Police or his designee has approved. They will NOT be deployed to locate narcotics suspected to be secreted on or about a person. Single purpose dogs (narcotic detection only) will be assigned to different Department Bureau's. The handler will report to that Bureau’s chain of command when it comes to that job function. The K-9 Unit chain of command will be in charge of the dog and the dog’s training/certification. Narcotics - As the chemical makeup of drugs changes it is necessary to obtain and train the dogs to detect the altered/new drugs. When it becomes necessary, new drug types will be added to the Canine Unit narcotics detector dog program. Narcotics detection K-9 teams are currently trained 10 locate the following substances: a) b) °) 4) °) Marijuana Cocaine (Base and HCL) Heroin Methamphetamines MDMA (methylene dioxymethamphetamine) Narcotics School and Certification a) All K-9 teams used for narcotic detection will have completed a GPD K-9 narcotics school (or equivalent) prior to being used for the purpose of making criminal cases. This school will be taught by a State (FDLE) Certified K-9 Instructor. 33 4) 5) » AlLK-9 teams used for narcotics detection will certify annually with a State Certified K-9 Instructor. ‘This can be completed through NPCA, another State recognized organization, or testing can be completed by GPD Instructors. Procedure for Obtaining Narcotics [CALEA 84.1.5] a) b) d) The Canine Unit Supervisor will submit an Inter-Office Communication to the Chief of Police via chain of command requesting narcotics for training purposes. Upon approval the Canine Unit supervisor will contact the F.D.LE. or D.E.A location that is currently administrating the program and request pre-packaged sets of narcotics specifically designed for canine training. A date and time will be scheduled for the Canine Unit supervisor and a witness to travel to F.D.L.E./D.E.A location to take possession of the narcotics or the training aids can be mailed to the department in accordance with FDLE/DEA guidelines. Witnesses may be any Internal Affair's member, any supervisor in the Canine Unit Supervisor's chain of command or other Department member designated by the Patrol Support Bureau Commander. When the training aids arrive at the Gainesville Police Department, they will be immediately weighed on the Canine Unit’s scale in the presence of either a member from the Internal Affairs Unit or Accreditation Personnel. Once the narcotics training aids are weighed, they will be placed in the appropriate narcotics safe(s) and documentation will be recorded by the Canine Unit supervisor, who will forward a copy of the documentation via the chain of command to Police Inspector with a copy to the accreditation manager. ‘The F.D.L.E/D.E.A. are the only agencies authorized to supply the Gainesville Police Department with narcoties training aids. Possession of Narcotics/Quantities a) Members of the Canine Unit that have narcotics detector dogs will be allowed to possess various types and quantities of narcotics for training. The possession of the narcotics training aids will not extend past the training/work day, unless the items are stored in an approved, properly installed, locked Vehicle Nareaties Safe (VNS). 34 6) 0 e) The department recognizes that quantity affects the scent of illicit narcoties and canines must therefore scent train to detect both small and larger quantities Unless properly stored in a VNS, no trafficking amount of any narcotic will remain in a handler’s vehicle longer than necessary to transport to the location(s) of training, conduct that/those sessions(s) of training and then return the narcotics to the secure holding facility from whence they were withdrawn. Narcotics may be stored past the end of shift in an approved properly installed VNS. These amounts are not to exceed the quantities supplied by FDLE/DEA. These current amounts are as follow: Cannabis: 28g (plus bag weight) Powder Cocaine: 28g (plus bag weight) Crack Cocaine: 28g (plus bag weight) Heroin: 28g (plus bag weight) Methamphetamine: 28g (plus bag weight) MDMA: 28g (plus bag weight) To minimize opportunities for cross contamination, transporting evidence in the VNS should not occur unless extenuating circumstances exist. The VNS should be properly cleaned immediately following that use. Weekly and On-Shift Training a) b) °) When time permits during the workday or during regular in-servis training a canine handler will be allowed to check out narcotics training aids for training or community demonstrations. All training will be documented and submitted to the Canine Unit Supervisor on a monthly basis in the records management system, No new scents or training methods will be introduced without the approval of the Canine Unit supervisor or Unit Trainer. Damaged Narcotics a) The narcotics are packaged in sealed cellophane. If the interior package of a narcotic training aid is punctured during a training exercise and the puncture results in the loss of the contents, the canine handler will immediately check on the health of the dog 35 8) b) °) ad If the package is punctured the canine handler will remove the package from use and attempt to recover all lost narcotics. In the event this is not possible as much of the narcotics as possible should be recovered. The training aid and all recovered contents will be weighed on the Canine Unit scale in the presence of a witness The handler should notify the Canine Unit Supervisor immediately and will complete an original police report documenting the incident. The report will include the F.D.L.E./DEA identification number on the damaged package and weight, which will be initialed by the witness. If the narcotics are determined to be unusable after the damage, the narcotics will be placed into Property for destruction. A copy of this report will be given to the Canine Unit Supervisor and kept in the narcotics records. ‘The Canine Unit Supervisor will send an IOC through the chain of command notifying the Patrol Support Bureau Commander. Security of Narcotics - The security of the Canine Unit’s narcotics training a) b) if, ii have the highest priority The Chief of Police or designee and the issuing agency (DEA or FDLE) will approve the location of the narcotics storage. When not in use the narcotics training aids will be stored inside a locked safe(s) inside the designated windowless office, safe(s) keys/eombinations will be stores ina secure area in different room, or in an approved locked Vehicle Narcotics Safe. The following regulations will apply: jine Unit The only person issued keys to the office are the C: Supervisor, the K-9 Lieutenant and Trainer(s). In the office, there will be as many safes as necessary to house each different type of narcotic. The only persons who will have the combination to the safes are the Canine Unit Supervisor and canine handlers with narcoties detector dogs. If a K-9 handler does not have an approved Vehicle Narcotics Safe installed in their vehicle, a separate box will be used to transport each type of narcotic from the office to the training s. While in transit or not in use the narcoties training aids will remain locked in the box and locked in the canine officer's patrol vehicle. 36 4) °) ‘A Vehicle Narcotic Safe may be installed in a canine member's vehicle, as approved by the Canine Unit Supervisor. Normally those members would consist of the Canine Unit Supervisor, any dedicated trainer(s), and any Canine Unit Member assigned as a full- time sole narcotic purpose canine, Keys for an assigned member's VNS shall only be in the possession of the member assigned to the vehicle, his/her supervisor as well as a spare maintained by the Administrative Support Unit, If the lock becomes compromised or is believed to have become compromised the assigned member shall report the matter to his sergeant and have the lock changed, Access to the VNS is limited to those assigned to it, the Sergeant of the unit or those with authority to audit outside of the unit to include Internal Affairs, Administrative Support Command and Patrol Support Bureau Commanders. If the VNS is damaged and in need of repair the assigned member will immediately stop utilizing it, and return any stored narcotics to their place of origin. The damage will be documented as per General Order 41.3(D) 9) Narcotics Check-Out Procedure, a) >) ad ‘When narcotics training aids are removed from the office safes, the canine handler will document the removal in a logbook kept in the office. In the logbook there will be a separate sheet for each type of narcotic, The date, time, canine handlers initial with ID number and witness” initials with ID number will be recorded each time the narcotics training aids are checked out and returned, The F.D.L-E. Jot number found on the narcotics package will be listed in the proper box. The scale shall be calibrated using the 200 gram weight. The canine handler will weigh the narcotics training aids each time they are removed and returned to the safe. Any sworn member of the Gainesville Police Department may witness the weighing of the narcotics training aids. The witness will attest to the weight by initialing the log. If a discrepancy is noticed, the Canine Unit supervisor will be contacted immediately to resolve the matter. If the Canine Unit supervisor is unavailable the Canine Lieutenant or Patrol Support Bureau Commander should be contacted. If also unavailable the Shift Commander shall be called to resolve the matter. An IOC or Incident Report will be completed and will be forwarded to the Canine Unit supervisor documenting the incident. A copy of the 37 e) incident report or 1OC shall be forwarded to the police inspector and accreditation manager. At the conclusion of the canine handler’s workday all checked-out narcotics training aids will be properly weighed after calibrating the scale, documented and retumed to the safes If narcotics are stored in a department approved VNS, the Canine Unit member(s) will be responsible for maintaining the security of the narcotics at all times, and completing a bi-weekly narcotics Wentory with their assigned supervisor. The results of these inventories will be included in the Canine Supervisor's quarterly narcotics report. 10) Destruction of Canine Narcoties a) b) °) a ii iii ‘The Canine Unit Supervisor shall approve the destruction of narcotics training aids. Reasons for destruction include but are not limited to: Contamination Punctured Packages Old Nareoties ‘A general incident report will be completed and the narcotics training aids will be placed in property after they have been weighed in the presence of a witness. This witness may be any supervisor in the Canine Unit Supervisor's chain of command or a member of the Internal Affairs Bureau. ‘Any package that has been punetured or repaired will be field tested for contents by the Internal Affairs Bureau prior to destruction. The results of this test shall be documented and forwarded to the Canine Unit Supervisor. A copy of the incident report will be forwarded to the Canine Unit Supervisor. 11) Records/Review a) The Canine Unit Supervisor will maintain all log sheets pertaining to the checking in and checking out of the narcotics training aids. They will be available for inspection by the Patrol Support Bureau Commander, K-9 Lieutenant, or Intemal Affairs Bureau at any time. 38 b) dy °) A scale is assigned to the Canine Unit for the sole purpose of weighing canine training narcotics. Only the canine handlers use this scale for this specific purpose, No other use of the scale is authorized. ‘The Canine Unit scale will be a type that permits periodic calibration to check its reliability. The reliability of the scale will be +/- 1g and have a readability of the same. The scale will be calibrated prior to weighing any of the narcotics training aids. The scale cannot be moved without re-calibration prior to using it again, A representative of the Professional Standards and Support Services Bureau will complete an unannounced inspection of the narcotics training aids at least once a year. The narcotics training aids will be weighed during each audit on the Canine Unit scale and the serial number of this scale will be recorded in the audit. A report of the findings will be forwarded to the Patrol Support Bureau Commander by the Professional Standards and Support Services Bureau representative after each inspection. A copy of the annual audit will be forwarded to the Canine Unit Supervisor, The Canine Unit supervisor will conduct a quarterly check of all narcotics training aids. Medical staff at a hospital will treat the injured person in all bite cases or instances of serious injury. Photographs of the injury will be taken after medical attention is rendered. Photographs should also be taken of the site where the person was apprehended. A trained G-Unit, evidence technician or a member of the Forensics Crime Unit will take the photographs. Notifications are made to the Canine Unit Supervisor as soon as possible and in all cases within 2 hours. If the Unit Supervisor cannot be reached, the next person in the chain of command will be notified. Documentation - When a police dog injures a citizen, suspect or officer the following will be completed and copies forwarded to the Canine Unit Supervisor: An original or supplemental report, containing the following: a) Reason for the use of fore b) Extent and location of injury c) Other pertinent information such as offense type, resistance displayed, announcements given, ete. Cc jine Unit Supervisor's Responsibilities Upon being notified of a bite or injury the Canine Unit Supervisor will speak with the canine handler and ascertain the specific circumstances of the injury. ‘The Canine Unit Supervisor will determine if he/she needs to respond to the hospital. This would be done in unusual circumstances and is not the general course of action, The Canine Unit Supervisor will notify Risk Management, the K-9 Lieutenant, and Patrol Support Bureau Commander should the situation dictate so. When the Canine Unit Supervisor retums to work he/she will review the handier’s paperwork and copies of all other reports from the incident. The Canine Unit Supervisor may request clarification about the incident from the canine officer if no disciplinary action is expected to be generated a a result of the information supplied. This may be in writing or verbal, The Canine Unit Supervisor will complete the preliminary use of force documentation. A summary of the incident and whether the bite is within Department Policy and use of force guidelines will be attached. This use of force entry will be forwarded to the department members specified in General Order 1.5{CALEA 41.1.5F] Ifa determination is made thatthe injury or bite was not within Department Policy the handler will be subjected to disciplinary action as outline in the Department Manual, If the Canine Unit Supervisor is notified of an accidental bite of a citizen or suspect, it will be their responsibility to remove the dog team from regular duty until an investigation into the incident is conducted. If approved, the canine officer will proceed to the scene of an incident and make contact with the officer in-charge from the other agency. The canine officer will ascertain necessary information for deployment of the eanine. The canine officer will deploy his/her canine under the guidelines of the Gainesville Police Department's Canine Manual and Use of Force Guidelines. ‘The final on-scene determination of the method of utilization rests with the handler. The canine officer will determine if the use of his/her canine is in accordance with GPD policy. If the requested use is not in accordance with GPD policy, the canine officer will explain to the officer in-charge why the canine cannot be used, or recommend an alternative plan. If there is still a question, the canine officer will contact a supervisor from the Gainesville Police Department who will respond to the scene and resolve the conflict. If the request fails to meet Gainesville Police criteria, the supervisor must refuse service and when appropriate order the canine officer to leave the incident scene. If the canine apprehends anyone, the canine officer will complete a Gainesville Police Department incident report titled as Assist Other 4B Agency, and follow all bite procedures as listed in section 8. B) The commander will decide if he/she wants to use an on-duty canine from another agency if available. ©) Ifa GPD canine is to be called out the Canine Unit Supervisor will be notified and advised to the task, location and any other details as needed, D) The GPD Canine Unit Supervisor will then determine which team to call and will contact the handler. B) If approved, the Canine Unit Supervisor will be responsible for assigning and notifying the teams who will give the demonstration, C) All team members participating in the demonstration will wear the same uniform unless otherwise directed by the Canine Unit Supervisor. D) The assigned handler(s).will review the sequence of events that will be demonstrated and address any concerns with their supervisor. It is recommended that the sequence of the exhibition be rehearsed to correct any deficiencies that may be noted. E) All demonstrations will be conducted entirely on lead. Determination of the Iength of the leash will be up to the handler’s best judgment. F) No Area Searches will be conducted. G) When demonstrations are conducted by Patrol Canines, no petting sessions will be held, and the crowd will not have physical contact with the canine, H) Only Gainesville Police Department members (or fellow canine handlers from attending agencies) who have been properly instructed on how to sleeve a dog will assist with an aggression session during the demonstration. 1) __A ‘Safety Officer’ not involved in the demonstration will be in attendance to monitor the crowd and prevent individuals from approaching or antagonizing the canines. Instructions will be given to the attendees about appropriate behavior prior to the start of the demonstration. 46 d If, upon arrival at the demonstration site itis found that the audience size or its nature is not manageable, or that the group coordinator has not logistically planned the exhibition, the decision to conduct the demonstration or offer a static display environment shall rest with the senior handler. B) The K-9 handler shall be responsible for the best tactical application and deployment of his dog in all instances. ‘The use of the K-9 will be under the sole discretion of the K-9 Handler, within Department Policies and Procedures. ©) Once the K-9 handler is on scene of an in-progress call where a K-9 is ected to be deployed; the K-9 handler shall assume tactical command of in relation to how the K-9 will be utilized. A supervisor may give input, but how the dog is utilized is the hander(s) responsibility. D) While not normally assigned calls that require a great deal of investigatory time, K-9 teams may be utilized for any police function as may be needed at the direction of the Shift Commander. EF) While on duty, when a K-9 is not directly involved in a police funetion or imminent use is not anticipated, the handler shall ensure that his dog is properly secured in his police vehicle. The vehicle shall be locked and windows not covered by protective screens shall be closed so as to prevent, escape of the dog or injury to citizens. F) _ K-9s will be kept on lead in areas where the public has ready access, unless the animal is being used for a police purpose. G) Behavioral difficulties with the K-9s will be made known to the unit supervisor and handled with the assistance of the K-9 Trainer. H) Department K-95 shall not be utilized in any capacity of off-duty employment, unless specifically approved by the Chief of Police. 48 Dp K) Department K-9s shall not be utilized for breeding purposes. Should a K-9 relieve himself within a public or private building, the respective handler will remove the waste as soon as practical Handlers may not transport their assigned canine out of Alachua County except on official business, unless approval is received from the Canine Unit Supervisor. Examples of official business are training at an approved seminar or school, or to assist other agencies after required supervisor approval has been granted. 49 Topic: Sections: K9 DRESS CODE 16) Effective Date: New Issue: [J Prior Revisions: Re-Issue: xj 05/15 11/05/2019 ‘Application: Division: Number of Pages K9 Officers N/A 2 16) Dress Code A) — Canine Unit Uniform [CALEA 41.1.5E] 1) Canine officers will be issued four sets of black BDU type military uniforms that will have two uniform patches, a badge patch above the left pocket and the officers’ names embroidered above the right pocket. To aid in identification the words POLICE K-9 will be embroidered on the back of the uniform shirt 2) The canine officers will wear the canine uniform when they are expected to be in the ‘public eye’ for extended periods of time (to include demonstrations, funerals, ceremonies, etc...). These may also be worn on regular duty. These uniforms will be worn with the issued Tac Vest. 3) Canine officers will be issued four ‘Training Shirts’ which will consist of black wicking t-shirts that will have the badge above the left breast, and the words “Police K-9” embroidered on both sleeves and back of the shirt. 4) The canine officers may wear their Training Shirts to training, and also during regular duty during the warmer months to aid with keeping the officer's core body temperature cooler during tracks. ‘These shirts are to be ‘worn with the issued black BDU bottoms and Tac Vest 5) Tac Vests will be worn on the exterior of the uniform during shift. To aid in identification, the words POLICE K-9 will be embroidered on the back of the vest, and POLICE on the front. 6) Officers engaged in training may also wear civilian clothes to accommodate extreme weather conditions but they will maintain a professional and kept appearance at all time: B) _ Footwear- The department shall supply unit members annually with one set of appropriate boots as needed to conduct the special duties of the canine 50 Co officer. Vehicles shall be assigned to the Canine Unit and issued by the Canine Unit supervisor. The assigned officer shall keep all vehicles clean and in proper working order. The Canine Unit supervisor will conduct random and scheduled inspections of the Canine Unit vehicles. Canine vehicles will be modified for the purpose of supporting the special needs of the canine. Such modifications shall include but not be limited to the following: The installation of prefabricated cages designed for the specific vehicle and equipped with a sliding front door. Guards for the rear door panels and screens for the rear windows. A heavy gauge piece of fitted rubber mat for the cage floor, Tinted windows (may be factory installed), Police decals. Decals clearly identifying the unit as a canine vehicle. There will also be red lettering on both back doors that state “WARNING”. A reflective license plate will be attached to the front bumper, The tag will have “K-9” and the police dog’s name. These tags will be uniform amongst all police K-9 vehicles. ‘Temperature control device for the safety of the canines. 9) Certain vehicles will have a department approved Vehicle Narcotic Safe (VNS) installed in trunk. The VNS shall have a professional grade lock approved by the unit’s commander.
