What is Workforce Compensation?

Workforce Compensation (WC) is an Oracle Self Service Application for managing compensation
processes, allowing you to:
• Model and distribute budgets to subordinate managers
• Make, Review and Submit Recommendations for employees
• Download to an Excel spreadsheet to work offline
• Rate employees (Compensation Rating vs Performance Rating)
• View historical compensation information

Note: Firefox is the preferred browser for Workforce Compensation

General Information

Timelines
• Each LOB may establish their own internal timeline for the process. Check with your manager on the
specifics for your organization.
Budgets
• Budgets are set at the top executive level for each organization. Each LOB head may determine the
method of allocating budgets within their organization.
• Modeling is a feature is available to assist in pushing down budgets based on specific criteria.

Eligibility
• Review the eligibility document posted on the Workforce Compensation website
• Be sure the employee population for your organization is correctly reflected on your Workforce
Compensation Worksheet
- Not all employees are eligible for all of the corporate programs
Communication
• Do not communicate recommendations until you receive notification from Global Compensation
that final approval has been obtained
• Always check Workforce Compensation before you communicate to ensure that the final
recommendations have not changed

On the plan landing page, select Allocate Budget.


Next, select the budget pool to update.

The first time the budget is selected, you must choose a


budget method. Your selection will affect the budget
access settings of subordinate managers
Option 1: All subordinate managers will be set to No Access.
Option 2: Direct report managers will have Updates Allowed,
and will be able to choose how to distribute budgets within their
own organization.
* This is the most frequently used option.
Option 3: All subordinate managers will be set to No Updates
Allowed and only you will be able to change budget amounts.
Selecting option 2 or 3 allows you to adjust individual budget
access levels of subordinate managers

Enter budgets in the Distributed Budget column


• The Direct Reports row is your budget, for recommendations to your direct reports
You must Publish budgets in order for your subordinate managers to see them
• Click the drop-down arrow next to Publish to Managers and select an option
- If publishing budgets to only a few managers, highlight individual rows and select “Publish Budgets for Selected
Managers”

Budget Models

Models make it easy to see how different allocation methods and criteria affect your budget
Different models can be created, previewed and applied before publishing the budget

Who might create Models –


• Managers who intend to pass down budgets to subordinate managers
• Managers who intend to make the allocations themselves, but hold the entire budget

CAUTION:
- Models should never be applied after the budget has been published
- Applying a model will overwrite any previously entered recommendation amounts

On the Budget Worksheet, click the Models drop-down and select Create Model
Enter a Model Name and click Continue

On the Define Model page: 3

Enter amounts in the Percentage of Eligible Salary or Amount for Each Worker column to calculate
amounts for the model. Click Next when done.

Determine how to apply the model and treat the budget:


• Default (Most Common): Determine Budget Amounts and Overwrite Existing Budgets
Click ‘Apply Model’ and follow the prompts

Notes:
- Additional adjustments can be made on the
budget worksheet after you apply the results of
your model, but the final step is to Publish
budgets to your subordinate managers.
- Models are applied via batch process which
runs in the background, so you may have to
wait a few minutes before returning to the
Budget Worksheet to view the results of your
budget model. You will not receive confirmation
when the job completes.

• Editable via drop-down
• Not linked and will not feed back to the Performance module

Performance Rating is the official rating from the Performance module


• Read-only
• Refreshes dynamically from the Performance module
• Rating from the latest Completed Annual Performance Evaluation

Simple vs Combined Tasks

The Plan landing page provides different options to access your Compensation worksheet to make
recommendations for your employees. Depending on the plan, you can choose to award your
employees with one or multiple tasks, and entries made in one task will carry over to another task, if the
fields are present in both tasks.
1. Simple Tasks: These are simplified views with minimal fields to do planning for one compensation
component only. Shown here is the Simple Task to award salary increases only.
2. Combined Task: This view contains all components available in the plan for making multiple
recommendations and to perform analytics. For example, this task allows you to make salary
increases and job changes, all in one place.
The remainder of this training guide will focus on the Combined Task, but the Simple Task can also be used.

The most accurate and recommended way to view your budget versus spend
is on the Compensation Overview tab:
• From the Plan landing page, select Manage Approvals
• The screen should default to the Compensation Overview tab

• Does not change with the Team filter

• Overall Budget is for your entire
organization, and stays the same

On the Export – Manage in Spreadsheet
pop-up, click Continue
Select to Open the file
Click Yes on the Connect pop-up, and log in with your SSO credentials
If the downloaded file has no data, then your download was unsuccessful
A successfully downloaded file will contain all employees in your organization
Verify the appropriate columns for the plan have no background color and recommendations can be entered
All offline amounts entered in the spreadsheet must be entered in local currency

The actual columns in your download will vary depending on the components available in the plan.

NOTE: In the tool, fields are grayed if employees are not eligible for compensation components. However, in the Manage in Spreadsheet download, all columns
are editable for all employees; but if the employee is ineligible for the component, the amount entered will not upload into the tool.

Note: If you are working remotely, you must connect to VPN to upload your changes
In Excel:
• Click the Upload button in the Worksheet Download tab of the
toolbar
• The upload will start to process
• Upload is complete when you see the Invoke Action pop-up that
indicates Worksheet was uploaded
• Click OK and scroll to Status (column D) to verify the rows updated
successfully
In Workforce Compensation:
• Close and re-open the plan or change a filter to refresh the
Compensation Worksheet and verify your changes were uploaded

Review: Return for Correction

If your subordinate managers need to make changes to recommendations on


a worksheet that has already been submitted, you can unlock their worksheet
with the Return for Correction feature.
Manage Approvals task > Approvals tab > Highlight the manager’s row and
click Return for Correction.

In order, the Status progression is:


• Not Started
• Budget Available
• Work in Progress
• Submitted
• In Approvals
• Fully Approved – when recommendations
can be communicated
• Processed

Approve

Approve your subordinate managers’ submissions via the Approvals tab. Click the Approve drop-
down and make a selection:
• Selected Managers: Select a single manager or use the Ctrl key to select multiple managers, then
choose Selected Managers
• All Managers: Approves your entire hierarchy.
Verify your subordinate managers’ Approval Status shows “Approved by <your name>”

When you Submit, you are submitting all recommendations for all tasks/worksheets
for your entire organization for this plan.
If you have employees in multiple plans, you will need to submit each plan separately.
Once submitted, you are finished with the recommendation process.
Do not communicate recommendations until you receive notification
that final approval has been obtained
Status MUST show Fully Approved
Always verify in Workforce Compensation before you communicate to employees
to ensure that the final recommendations have not changed

Currency Switcher

Budgets: Always in USD

Planning: Local Currency vs. USD


• In the tool: Recommendations can be made in local currency or USD, depending on the Currency
switcher, located in the upper right hand corner next to the Save and Cancel buttons.
The default is Local Currency.

• Excel Manage in Spreadsheet download and upload: Recommendations are always in local
currency. There is no option to change this.

Use the drop-down arrow next to the Name Search field to search for employees by Name, Email or
Person Number.
If the employee is not a direct report, remember to change the Team filter to All Workers

Excel Export

Manage in Spreadsheet (Export/Import feature) is a two-way process for spreadsheet download and
upload. Recommendations must be entered in local currency.
This function requires:
• Download and installation of ADF Desktop Integration
• Configuration of Excel
• For detailed instructions, please refer to the “WC ADFdi Installation Instructions.docx” file posted on
the Workforce Compensation website: http://my.oracle.com/site/hr/global_compensation/fwc/

NOTE: You must download and install the latest version of ADF Desktop Integration to use this
functionality. If you are using Firefox, it will prompt you to update to the new version, if there is one.

• Move fields around on the Worksheet
- Highlight and drag-and-drop individual columns, or
- Click View > Columns > Manage Columns to hide, unhide
and re-arrange all columns
- Click View > Columns > Show All to show all available

• Click the Save icon, to keep this view for the next time you
access your Worksheet.

• Make changes to your default layout, in terms of the Team
Filter, Frozen Columns, Open/Close sections, etc.
• Click Save and Close to keep this layout for the next time

All people managers must have the OIM Entitlement to use Workforce Compensation
This role is automatically assigned

However, managers must have eligible employees in order to have access to a plan.
If any manager is experiencing access issues or getting error messages when trying to perform
manager actions, the auto-assign may have failed.
Please log a MyHelp - Compensation ticket.
