1.0 SCOPE
The specification provides the minimum requirements for system of
navigational aids and associated equipment to be mounted on SBM/
SPM / Temporary decks. The equipment described herein, when
installed in accordance with vendor's instructions shall form a self
sufficient Navigational Aid System and provide adequate and complete
safeguards to all vessels, navigating the area of installation
2.0 CODES AND STANDARDS
2.1 All applicable standards and maintenance regulations, such as those
published by the Intemational Association of Light-house Authorities
(IALA) and local laws shall be met by the supplied equipment.
2.2 Apart from the requirements laid down by “IALA”, the equipment supplied
shall comply with the requirements of the latest revision of the relevant
standards of:
NEC - National Electrical Code.
NEMA - National Electrical Manufacturer's Association.
NFPA - National Fire Protection Association.
APL - American Petroleum Institute.
ANSI - American National Standards Institute.
ASTM - American Society for Testing and Materials
BIS - Bureau of Indian Standards
lec - International Electro-technical Commission
IEEE - Institute of Electrical and Electronics Engineers.
2.3 Any other recognised international codes or standards may be used in
lieu of above, subject to the approval of the Company.

3,0 SITE CONDITIONS
All the equipment shall be suitable for use in extreme, harsh marine
environments. The equipment shall be tropicalised and treated to protect
the same against the site conditions as specified in General Design
Criteria’ and traces of HS found in the atmosphere, if specified in
equipment data sheet. All painting shall be in accordance with
Specification~Protective Coating’.
4,0 SCOPE OF SUPPLY
44 The scope of supply through this specification shall include, but not
necessatily be limited to design, fabrication, testing and supply of the
following equipment to make the system complete in all respects:-
i) Obstruction/waming devices incorporating obstruction lights.
il) Power system incorporating dry type 12V battery pack, one for each
lantern in suitable enclosures for outdoor installation as per area
classification.
ii) Miscellaneous items like junction boxes, Nickel/Chromium plated
brass, double compression type cable glands, tinned copper lugs etc.
5.0 TECHNICAL REQUIREMENTS
5.1. OBSTRUCTION WARNING DEVICES
‘The obstruction lights and JBs will be located in Class |, Division |, Group
D, Temp. Class TS hazardous area and shall be certified by UL or any
other equivalent testing authority from the country of origin for use in this
area. This certification mark shall be attached to the base of each
equipment where it is easily visible.
All components and devices shall be ready for direct mounting with
footings, stanchions, bases and housing supplied. Each lantern shall be
equipped with a 360° lens suitable for mounting on a leveling type
pedestal.

5.2 OBSTRUCTION LIGHTS
The lights shall be equipped with clear acrylic fresnel lenses and have a
range of at least 10 Nautical miles in a 360 degree circle. A
transmissivity factor of 0.74 shall be taken for selecting the luminaire. All
the lights on the platform/the interconnecting bridges shall be
synchronised to flash the Morse Letter 'U' in unison at an interval of 15
seconds. The flash cycle shall be as below:

0.5sec. - OFF
0.4sec. - ON
0.5sec. - OFF
12sec. - ON
12sec. - OFF
Each light shall be equipped with six-place automatic lamp changer and
controlled by sun switch mounted inside the lantern. Lights shall be
designed to flash continuously in the event of failure of sun switches and
shall burn steadily if the polarity is accidentally reversed during hook-
up/rewiring. In the event of failure of one or more lights, continued
operation of remaining lights with specified flash code shall be strictly
maintained. For this, each flashing unit shall be provided with a flasher
and automatic synchronisation feature. The lights shall operate at 12V +
5% D.C
5.3 Fog Signal
Fog Signal / Fog Horn shall only be provided, if the requirement is
mentioned specifically in the data sheet DS-4003 A.
The fog signal shall be electrically powered with two-nautical mile range
and rated for U.S. Coast Guard Class-A Service. The fog signal shall be
able to broadcast a 360-degree beam of sound in the horizontal plane.
The fog hom shall be programmed to sound a Morse letter “U" at an
interval of 30 seconds. The sound cycle shall be as follows:

The signal shall be controlled by manual ON/OFF switch. Spare
Contacts/terminals for remote operation shall be provided. The fog horn
shall be complete with vertical array of required no. of driver units
arranged on suitable structure to produce omni directional signal
complete with amplifier oscillator, time and low loss power regulator etc.
In addition to the fog signaling it is proposed to use the fog horn for the
leak detection system of SPM, For this, one No. selector switch to select
the fog/leak detection mode shall be provided. With the switch
positioned in leak detection mode the fog horn shall sound morse letter
A. Requisite Timer for this shall be included. However, when the switch
is set to fog mode it shall be possible to test the leak detection system.
5.4 BATTERY PACK
5.4.1. Battery pack shall consist of suitable number of dry type air depolarised
primary cells of adequate ampere hour capacity to deliver required
output voltage of 12V for the navigational aids. Batteries shall have
minimum life as specified in data sheet. Battery enclosure shall be
suitable for installation in Class-l, Division-I, Group-D area, Batteries
shall be furnished in suitable enclosures of PVC lined steel racks with
cells installed on wooden or PVC trays. The arrangement shall be very
‘compact and suitable for installation on platform.
5.4.2 The battery sizing criteria shall be as follows:
a) Operation time of obstruction light 14 hours/day
b) Surge factor for obstruction light current As per manufacturer's
catalogue.
c) Ageing factor for the battery 08
d) Temperature correction of battery capacity for 16°C.
5.4.3 Accessories
The following accessories shall be supplied along with the batteries:
- Intercell and inter-row connectors of electrolytic grade copper.
- End take offs

Insulating channels for insulating all live parts including cell
terminals, intercell and inter-row connections.
- Stand insulators:
- Terminal blocks for terminating cables from battery to nav-aids.
- Bolts and nuts as required.
- Any other accessories not listed above but required for the
batteries.
- One number spare cell.
- One cell testing voltmeter.
WIRING
Vendor shall include all necessary hardware including seals and glands
required to complete the system and to make it fully operational.
All wiring, terminals and connection points shall be permanently labelled
with the same notation as shown in vendor's approved schematic and
hook-up drawings. Terminal block shall be heavy duty, melamine, 650V,
minimum 20 A rated, break resistant and flame retardant.
Minimum 20% spare terminals shall be provided in each block assembly.
MECHANICAL
All components and devices shall be ready for direct mounting with
footings, stanchions, bases and housing supplied. Each lantern shall be
suitable for mounting on a levelling type pedestal
MATERIAL AND FINISH
All materials shall be selected and finished to resist the site and climate
conditions specified in Specification-'Site conditions and Climate’
All electronic circuit boards shall be tropicalised to prevent corrosion and
fungus growth. Painting shall be suitable for offshore installation and shall
meet requirements specified in Specification-Protective Coating’.
IDENTIFICATION
All lanterns, battery, and related devices and materials shall have affixed
externally a permanent tag in a contrasting colour and lettering at least

12mm high. The tag inscription shall be in line with the equipment
number list.
6.0 TESTING AND INSPECTION
All tests shall be carried out as per relevant standard at Vendor's works.
‘The company reserves the right to have a representative to witness the
final testing and inspection. Prior intimation of at least 20 days shall be
given to enable the Company to depute its representative to witness the
tests.
Testing and inspection of the Navigational Aid System shall include but not
necessary be limited to the following:
6.1 Visual inspection shall be made to assure that good workmanship and,
practices were maintained throughout fabrication and assembly.
62 A quantitative check shall be made to assure that all items in specified
quantities, are present according to the purchase order and packing list.
6.3 A functional test shall be conducted with all devices interconnected to
verify system operation.
64 _ Insulation resistance test of all wiring
65 Laboratory tests of luminaries and fog horn for their compliance with the
indicated range.
66 — Bum out test on all equipment collectively as one system for 100 hours.
6.7 Allroutine tests as per applicable standards for batteries.
68 Test reports and type test certificates shall be furnished to the Company.

8.0 CERTIFICATION
All offered equipment or equipment of similar design manufactured by
same Supplier
- Shall have been type tested by an authority approved by the
company.
- Shall have been in continuous satisfactory service on offshore for a
minimum period of two years.
- Shall be having current certification approval listing by an agency
approved by Company or UL or FM
9.0 PACKING AND TRANSPORTATION
The offered equipment along with their accessories shall be shipped to
site packed in wooden crates. They shall be wrapped with polythene
sheets before being placed in the crates to prevent damage to finish
Crates shall have skid bottom for handling.
