Purpose The purpose of Aggreko Health & Safety and Environment (HSE) Plan is to identify the site-specific procedures to be adopted by the site personnel to protect employees, customers and other subcontractors working at site from potential hazards associated with the workplace. This plan contains most of the HSE requirements that are applicable to this contract in conjunction with customer's HSE requirements. 2. Scope of Work (Sample below) The Microsoft project for proposed Data Center at Mesaimeer Annex Building is currentlyunderconstruction. Asper the schedule the Facilityisto be ready for service by July 2021, To achieve this milestone, itis required that the Kahramaa commercial power is made available latest by end of March 2021. However, the scheme works for commercial power is under initiation by Kahramaa and is expected not to be completed as per required. So, based on the discussion and agreement with MSFT it is decided to have temporary power system implemented so as to provide continuous power to the facility until commercial power is made available. The technical details accordingly is developed and agreed with MSFT. This proposal is for the Implementation of Temporary Power Supply facility for the MSFT Data Center. The requirement is to provide a temporary solution supplying continuous power of 4.7 MW to the [Customer] Data Center Facility at Mesaimeer. The system shall be of N+1 capacity and with redundant distribution path. The solution shall provide a redundant source of power to the LV distribution system of the facility. The solution shall be procured, installed, tested and commissioned to specified standards. The solution shall be designed o run 24 x7 for the total required duration including operation and maintenance downtime with N redundancy available at all stages. First aid arrangement First aid is the provision of initial care for an injury. It is usually performed by non- expert, but trained personnel to an injured person until definitive medical treatment can be accessed. A first aider shall provide assistance until the professional medical assistance is provided. Generally, Aggreko shall provide one (1) trained first aider per shifton site. A first aid kit and an eye wash is usually provided and available in the control room on site. Relevant safety signs in appropriate areas and equipmentare also displayed. Fire safety arrangement Fire marshal must be competent, adequately trained and qualified to deal with emergenciesin the eventof a fire, Upon hearing the (fire) alarm, fire marshal shall immediately (but safely) take the following actions: . Stop their activities at that point. + Take the portable fire extinguishers/fire hose reel from the nearest points. + Proceed to the location of the emergency. + Extinguish the fire, ONLY if itis safe to do so. + Instruct all personnel to evacuate to the nearest designated Assembly Point. + Sweeps the area of the responsibility to ensure all personnel have been evacuated + Proceed to the Assembly point. . Activate alarm or the applicable fire alarm system + Ensure that personnel do not re-enter the site until the “All Clear’ signal is given. + Cary out a head countimmediately and report to the ERC/ ERM and QHSE personnel. Generally, Aggreko shall provide one (1) trained firefighter per shift on site, Appropriate fire extinguishers are also provided in each equipment such as generator, fuel tank, transformer, etc. and in the control room on site. As examples, each Aggreko generator regardless of its capacity is usually provided with a 6Kg Dry Chemical Powder (DCP) type fire extinguisher, 6Kg DCP type fire extinguisher with Loadbanks, while each Aggreko 5,000L fuel tank or below is provided with a 9L Foam type fire extinguisher to name a few. A bigger size and a different type of fire extinguisher may also be provided if specified in the signed contract, Suitable spill kits are also provided with fuel tanks as part of the Emergency Response Plan. Relevantsafety signs in appropriate areas and equipmentare also displayed. Procedure 15.1 Plant and Equipment The following plantand equipmentwill be required + Chillers Air handling units Pumps Generators Fuel tanks. ClientName/Aggreko to provide cranes, forklift trucks and powered access as required. 15.2. Materials The following Materials will be required: . Hoses . Duct . Cable 15.2 Site Planning & Preparation {CLIENTNAME] to supply suitable level and compacted ground in areas detailed in SLO drawing with reference number Q-187504-D28. The area should also be suitable and safe for Aggreko to cary out the activities related to the supply of temporary power solutions. The area for Aggreko will be barricaded/cordoned off considering site conditions to ensure that the area where we work is exclusively used by Aggreko personnel and its sub-contractors. The site should be exclusively used by personnel authorised by Aggreko. The area will also be risk assessed and work related to supply of temporary power solutions will be supervised by the Operations Manager! Sales/ Service Team Leader/ Business Development Manager. 15,3 Site Handover Aggreko to ensure thatthe site is handed over back to the customer to the same state as how it was originally received from the client, 25.04.2021 Page 13 of 18 [Soothe I Aggreko (Middle East) Limited aggreko 15.4 Sequence of Works ‘Sequence Activity/Stage 01 __| Mobilise to Site 02 | Setup Site Area 03 | Lay Cable Ladders (04 | Install, Terminate (Connect) Cables 05 | Place Exhaust Stacks in Position (06 | Installation of Fuel System 07__| Test LV Cables 08 | Commissioning of Generators (09 | Commissioning of Transformers 10__| Energise the System 11__| "A" Service 12 ‘Sample 13, Service 14 Health Check 15.5 Work Methodology 15.5.1 Equipmentwill be delivered on trucks, to be offloaded on site by a mobile crane arranged by Aggreko. 15.5.2 The clientwill provide a suitable plot of level ground, to be made in advance of delivery of plantlequipment/materials. 15.5.3 Riggers/Banksmen should be made available to assist the reversing of trucks, mobile crane, on site as and when required 15.5.4 Aggreko Technicians will assist in the offloading and positioning of ‘equipment, as per SLO drawing with reference number Q-187504-D28 15.5.5 All major equipment will be laid on applicable and suitable form of flooring/paving protection such as rubber, plasticiwooden blocks, plywood wrapped with plastic sheet, to preventdamage to permanent fiooring/paving. All major equipment and its major connections will also be fully bunded. All major equipment shall also be installed with leak detection devices, to prevent contamination of permanent flooring/paving 15.5.6 Aggreko Technicians will fit ancillaries which include bolting of hoses and plugs for electrical connections. 15.5.7 Hoses and cables are to be laid in a neatand tidy fashion. 25.04.2021 Page 14 of 18 [Soot Aggreko (Middle East) Limited @injsyey 15.5.8 The client will provide a clear route for cabling and hoses from the generatorffuel tanks farms to each transformer. The client to provide ramps or scaffolds as and when required so as not to impede walkways or cause trip hazards on site 15.5.10 All electrical connections will be tested on site by competent Aggreko electricians prior to commissioning using calibrated instruments. All cables will be secured to bus bars with nutand bolt, and checked for tightness prior to energisation. If connection is to mains supply, the customer will be responsible for final termination to their transformers, if connection is to Aggreko generators this will be the responsibility of Aggreko. 15.5.11 Cables and hoses connections will be checked for integrity to ensure that there are noleakages. 15.5.12 If there is any leakage, eliminate leaks by tightening, repairing or replacing the cables and hoses with leakage and/or its components. 15.5.13 During testing stage, all electrical connections, phase rotation, etc. and cables and hoses will be re-checked. 15.5.14 If there is any leakage, after eliminating leaks by tightening, repairing or replacing the cables and hoses with leakage and/or its components, repeat the same test procedure again until itis assured that there are no leaks in the system. 15.5.15 Installation on site will be as per Aggreko standards. 155.16 Temporary power solutions package will comprise of generators, switchgears, transformers, and fuel tanks synched with each other as per Aggreko standards. 15.5.18 Aggreko will escalate to the customer any issues that hinders the safe completion of the tasks. 15.5.19 Fuel tanks supplied will be of a bunded type (i.e. fully bunded with leak detection), and hose connections will be fitted with Quick Release Couplings, which will auto close in case of inadvertentrelease to prevent any fuel spillages. 25.04.2021 Page 15 of 18 tea Aggreko (Middle East) Limited @injsyey 16. Health, Safety, Environment (HSE) 16.1 Activity Risk Assessment A tisk assessment analysing potential risks and their mitigation measures is enumerated in Section 17 of this HSE Plan. 16.2 HSE General Precautions & General Mitigation MeasuresiControls 16.2.4 Activity to be adequately supervised by competent staff. 16.2.2 All PersonneliWorkforce involved in the activity to be inducted, and received the required training/competencies BEFORE commencing the activity. 16.2.3 Supervisor/Technician In-Charge to prepare relevantdocuments and discuss itwith the workforce BEFORE commencing the activity (documents and discussion to be in the language understood by the workforce) 16.2.4 Required Permits/NOCs (including Permits To Work, as applicable) to be obtained ahead of time (BEFORE commencing the activity). 16.2.5 All Plants/Machines/Vehicles/Equipment used in the activity to be pre- inspected and approved by the competent authorised personnel. 16.2.6 HSE Procedures relevant/applicable to the activity to be reviewed by the Supervisor/Technician In-Charge, and specific precautions to be conveyed to the team and the customer. 16.27 All PersonnelWorkforce involved in the activity to fully comply with PPE requirement (Personal Protective Equipment). 16.28 Use adequate and visible HSE signage, posters and board to promote awareness. 16.2.9 Ensure adequate rest areas (welfare facilities) are accessible 16.2.10 Supervisor/Technician In-Charge to be familiar with Emergency Response Plan and Contact Numbers. Emergency Preparedness and Response 17.1 Emergency Contacts The Project Supervisor/Technician (PS/T) will have overall responsibility to coordinate and manage emergency response actions. Following the initial site meeting, the PS/T will assign emergency responsibilities to various project personnel and fill outtheir contact details in the Emergency Contact List. The PS/T in liaison with the Site HSE Officer will identify and make contact with external mutual aid agencies such as fire rescue services, ambulance evacuation services and a nearby medical facility. Once all potential external emergency responders have been identified, the emergency contacts list will be updated and displayed in prominentlocations on site and communicated to project personnel through the toolbox talks 17.2 Emergency Response Plans The four (4) high potential emergency situations which could occur during project construction, installation and commissioning phases include: + Medical emergency, personal injury including electrocution, + Fire emergency and explosion, + Environmental spill such as lubricating oils and/or diesel fuels, + Fortuitous events/Acts of God/Force Majeure (e.g.storms,earthquake,flood,etc.).
