REPUBLIC OF THE PHILIPPINES DEPARTMENT OF FINANCE BUREAU OF INTERNAL REVENUE, MEMORANDUM To : ALL CONCERNED REVENUE OFFICIALS AND EMPLOYEES SUBJECT Consent of BIREU Non-Members Who Want to Receive the Benefits in the Collective Negotiation Agreement (CNA) for Possible Distribution of the CNA Incentive for FY 2021 DATE + December 28, 2021 Pursuant to Department of Budget and Management (DBM) Budget Circular 2021-3 dated November 17, 2021 under Section 3.2 on Coverage, which states: “Rank-and-file employees who are non-members of the CSC-occredited sole and exclusive negotiating agent but want to enjoy or accept benefits under the CNA, subject to payment of agency fee to the negotiating agent in accordance with PSLMC Resolution No. 1, s. 1993” Relative thereto, all rank-and-file employees who are not members of the Union must ‘sign (manually) on the attached template (Annex A) to signify their acceptance of the same and forward it via email, a scanned copy of the accomplished template to eomce.cna@gmallicom on or before December 30, 2021.
