United Nations Security Council

Topic: USA vs Iran
Country: United Kingdom
Delegations: Mom Raksa, Khon Udomvisal

The tension between the United States and Iran have been fraught for many decades. With
the recent issues in the middle east including the attack on US embassies and the strike
against Iran's top General in Iraq, it appears to have dragged the two countries towards a
deepening conflict and heighten tension in the middle east. As the United Kingdom's roles in
the middle east is to continue to promote security, stability, and resolve conflict, we have
always recognized the aggressive threat posed by the Iranian Quds force leader Qassem
Soleimani with the leading role he has played in actions that have led to the deaths of
thousands of innocent civilians and western personnel. However, following this situation,
calls for retaliation is in none of our interests and all sides need to de-escalate tensions as in
a brink of war.

Prior to the 2015 Iran Nuclear deal, tension over Iran's efforts to develop a nuclear weapon
has brought international agencies and powerful countries to resolve this issue. With a large
stockpile of enriched uranium, there is enough capacity to harm the world with ballistic
missiles. With the Joint Comprehensive Plan of Action (JCPOA) in 2015 that includes the UK,
US, France, China, Russia and Germany, Iran agreed a deal on its nuclear programme to limit
its sensitive nuclear activities and allow in international inspection agents in return to
recover its economy from the sanction imposed on the country. There were several
achievements and according to the International Atomic Energy Agency (IAEA), Iran reduced
its level of uranium enrichment, and its enrichment plant was redesigned into a research
facility. And We, and other signatories lifted sanctions on Iran as promised in the nuclear
deal. Although they still secretly went above the limit and Iran was inconsistent with the
provisions of the nuclear agreement and they extended effort in regional wars especially
with the Quds Force leaded by Soleimanian who is an immensely powerful figure that work
externally to spread Iranian influence and to support militias throughout the middle East
especially in Lebanon, Syria and Iraq. Therefore, the US urged to renegotiate the deal as well
as reapplying sanction against Iran. Tensions between Tehran and Washington escalated.
Tehran has moved away from its commitments under the agreement and restarted its
nuclear activities and launched several attacks on many western personnel including the
capture of the UK's oil tanker which was held by Iran's Revolutionary Guards in 2019. In Iraq,
Soleimani is about to launch more attacks on US personnel and the embassy. The strike
against this aggressive threat is the US's right to self-defence against Soleimani's use of
militia's to destabilise the region and attack Western forces which is mentioned in the article
51 of the Charter of the United Nations that permits self-defense in response to an attack that
has already occurred or is underway.

However, we as the United Kingdom suggest that the tension between the United States and
Iran should be de-escalate through the negotiation and current cycle of violence in Iraq and
the middle east must be stopped in order to maintain peace and stability in the world. As one
of the JCPOA's signatories, the United Kingdom would like to urge Iran to comply with the
international agreement and restrict from raising their uranium enrichment level for nuclear
capabilities. In addition, we would like to recall the 2015 Nuclear Deal with Iran by
suggesting the United States to reconsider it again. If the issue will not be solve, the war could
happen anytime that would affect national as well as international level regarding welfare,
economics, stability and security. As mentioned, the United Kingdom hopes that all parties
should de-escalate tension and reconsider again about the Nuclear Deal from both sides in
order to maintain stability in the middle east and the world.
