Economic Recovery and Resiliency Programs

Short term interventions:

1. Condonation of real property taxes for 2020 and 50% discount on 2021. This will allow property
owners to better deal with the general economic downturn caused by the pandemic. The
reduced revenue of the LGU from RPT will be converted to economic stimulus effect as the
money will be repurposed by the Zamboanguenos for spending on essentials and other items.

2. Review the tricycle fare rate (c/o SP) and implement an updated fare rate matrix for tricycles.
Hire temporary/contractual employees and station them at the ports, malls, department stores
and other identified tricycle pick-up points to give commuters as commuters their destination
and give them a piece of paper with the estimated fare. Also employ “undercover passengers”
to check whether tricycles are following the new updated fare matrix. This will accomplish the
following:

a. Fare matrix of tricycle will be updated and made fair both for the drivers/operators and the
commuting public. This will increase the income of tricycle drivers in particular.
b. Proactive and strict implementation will create a sense of security and comfort for the riding
public who will not be unduly burdened by overcharging. It is a fact that very few of the
incidents get reported to TAB.
c. The enforcement teams such as the contractual persons in tricycle pick up points and the
“undercover passengers” are jobs for unemployed persons.
d. Revenue from citation tickets of non-compliant drivers caught thru the proactive
implementation will pay for the salaries of new tricycle-related employees and generate
funds for the LGU.

3. Transportation and mobility is a key component of economic activity. In the mean time, open
secondary roads that are existing to ease traffic. Example is the road cutting between Veterans
Avenue and Agan Avenue (right before PHIDCO/SSS building). That road is currently an uneven,
pot-hole filled dirt road. Gravel that road and improve, to encourage more motorist to take
advantage of that route. Another is the road connecting Agan Avenue extension (new road) to
Sta. Maria Road. Open that road and encourage motorists to use it. City should find quick-fix
secondary roads that can temporarily be used and exploited to ease traffic congestion.

4. Identify unoccupied and vacant lots around and near down-town and negotiate with property
owners to transfer jeepney terminals to these lots. Use the current jeepney terminals as parking
spaces for private vehicles. Parking limited only to 2 hours at a time for each vehicle. After
maximum allotted time, vehicle must be moved to either change parking or leave. This will allow
for movement of vehicles and others to all use the space. Allowing some private vehicles to park
down-town will stimulate activity and up-take for pueblo-based establishments.
