However, any device ‘used to elevate personnel is potentially dangerous in the hands Of careléss or untrained operators. Observance of the following rules will insure maximum operating safety and will reduce "down" time from damaged equipment: Ly 2. Assigned operators only (preferably one) should be allowed to operate the controls, Operators MUST be thoroughly acquainted with the Operating Instructions and Operational Limitations sections of the large Operation, Maintenance, and Parts Manual - Series 5F (pages' 35 and 43), and particularly the sum~ marized warnings On page 45 of that manual. Lubricate and inspect the unit at regular intervals. (See page 47 and 62 of the large manual.) Allow repairs and adjustments to be made only by qualified mechanics or agencies, Completely overhaul unit at end of a 3 year period. Da o 8 8, Chace Gemgary Tene Mertacreg Company December, 1975 SAFETY ADDENDUM, ADPLICABLE 10: Series 4PI, SFI, $61, 5-0CE, an@ 6TDI Operation and Maintenance Manual Operating instructions SUBJECT ELECTRICAL HAZARD ON AERIAL DEVICES EQUIPPED WITS LOWER BOOM TNSUTATOR nSPRopuCTTON with the advent of the lower boom insert, and its wide acceptance, a new and potential, however rare, electfical hazard has been introduced, This addendum deals with the nature of this hazard, suggests a means cf overcoming the hazard, and warns the user of an eerial device in the proper manner to handle the hazard. Mobile Aerial Towers, however, cannot assume responsibility for electrical hazards thet exists in the environment within which its aerial devices are opsrating. It mist be understood, therefore, thet this SAFETY ADDENDUM is offered only as an aid to advise users and custoners of a potential hazard which otherwise cannot be avoid- ed even with the best designed aerial device. ELECTRICAL HAZARD @he following hazard may exist when an aerial device is operating en or near high voltage lines. We are not prepared to state the line voltage above which this phenosenon occurs. It ie believed that the hazerd may manifest itss1f on lines with a phase-to-phase voltage of 238 Kv or higher. Whon the bucket or upper boom, of any aerial device with an insula- tion gap in both upper and lower boons, is near or in contact with a high voltage source, the voltage does nct distripute evenly down the combined length of the two insulators. The capacitive or charging current may charge the mase of metal. between the two insulators to as much as line-to-grouné potencial. On the higher line voltages, this charge in the elbow section can jump over the lower boom indulator. While only a very small cur- rent is involved, eventually this éreing can cause tracking of the lower boom insulator, with loss of dielectric strength. Purchernore, arcing across the lower bocm insulator reduces the effective ineula- tion strength of the upper boom. For the above reasons, 2 jumper cable may be connected across the lower boon insulator, to @lectrically join the upper and lower steel sections of the lower boom, whenever the Hi-Ranger is used on or pear power lines with a phase-to-phase voltage exceeding 238 KV. This jumper should, of course, be removed for operations around lower voltage, where the possibility of contacting an energized Line with the’ elbow exists. ‘The use of a jumper cable, to bridge the lower boom insulator, has been adopted by some electric utility companies. It is offered only as an alternative to some other means which may have gained preference by other companies. It is, therefore, imperative that the following WARNINGS be heeded. WARNINGS When working on or near high voltage energized lines, with bare-hand techniques or otherwise, thereMAY BE a concentra- tion of voltage at the elbow and at the entire metal section between the insulated upper boom and the lower boom inaulator. 2. In this event, follow your employer's regulations, or any state or federal lew, as applicable, to insure the safety of the operator and of ground personnel. If a jumper cable is used to bridge the lower voom sneulator, REMEMBER that the protection afforded by the insulator is vorD. REMOVE the jumper cable when it is not needed. USE the jumper cable ONIY Ghen it has been determined that this electrical hazard may exist. 5. im any event, WITH the jumper cable installed or WITHOUT, DO No? aliow ground personnel to approach or to touch any pi of the vehicle and equipment, as these may be electrically charged. DEATH OR SERIGUS INJURY may occur as a result of such contact. Mobile Aerial Towers, recognizing this potential electrical hazard, has issued the ebove addendum with YOUR SAFETY IN MIND, and urges the users of aerial devices to exercise proper care and training. A defective control may lead to accidents resulting in serious personal injurs BEFORE operating your aerial device at the work site, first mount the platform, WITHOUT deprescing the tvigger under the control head handle, move the handle a all three movenents as shown on the control head instruction plate, to determine that all three controls are in the centered NEUTRAL position. This can be determined by the "feel" or "added resistance” when any of the three handle movements passes thocentered position. DO NOT OPERATE WITH DEFECTIVE CONTROLS NORMAL OPERATION OF PLATFORM CONTROLS ALWAYS depress trigger before moving control handle, and return control handle to NEUTRAL before releasing trigger. This is for normal and correct operation of your aerial device AFTER your controls have successfully passed the inspection procedure described above, BE SURE that control handle is in the centered NEUTRAL position BEFORE trigger is depressed.
