Joe needs to explain why he made the decision he did. If your actions could be viewed as
favoring one party over another, you should only behave in a way that is advantageous to the
interstate. Joe must additionally demonstrate that he told the lobbyist for the cotton and beef
sectors that the party should be personally sponsored and that he has no knowledge how it
was funded. He should also demonstrate that he told them they shouldn't have deducted the
money from their association accounts.
