Dear Ms. Chungunco:

We would like to request that LIPAD make direct payment to JGL-MA for work done on
Clark New Terminal Building (CRK-NTB). SKPI has informed us on many occasions that
they cannot pay us until they are able to collect from LIPAD.

The payment request covers our reconciled amounts with SKPI for work accomplished
by JGL for your Project which should have been already settled by your firm through
earlier prompt payments to SKPI under their last billing. We share the opinion of SKPI that
all the contra-charges on their last billing were unjustified. We believe that we had the
right to be informed and that it was your moral obligation to inform SKPI, as well as JGL,
that your firm had been working with your QS knowing full well that there was nothing
for SKPI to collect – all while JGL was continuously delivering materials and labor and
that SKPI had all the sincere intention to settle with JGL had they been paid. We felt
that LIPAD should have been forthright with JGL taking into account that JGL had
already been a subcontractor of LIPAD previously. We believe that SKPI has no
capacity to settle with us – unless and only through payment by LIPAD to JGL directly.

We trust you will grant our request as part of your legal and moral obligations as well.
JGL-MA Enterprises as a company and me and my family have personally suffered
greatly both financially and physically by payments not being released by LIPAD to
SKPI.

We hope you will be guided by your moral, as well as your legal obligation, to settle this.
