Water Source

Dear Mr. Yee:

We write as regards Robinland, Inc.’s (the “Company”) ongoing condominium project,


Tagbalai’ Heights Condominium (the “Condominium Project”) located at Brgy. Quiot
Pardo, Cebu City.

The Condominium Project is nearing the completion of its First Tower which houses two
hundred fifteen (215) units. We are targeting to offer our units for sale towards the end of the
year. One of the most basic consideration of clients in choosing a place of residence is a
steady source of water.

According to our inhouse engineers and consultants, a condominium unit with three
occupants will require at least 450 liters per day. As such, daily consumption for Tower 1
alone is at 96,750 liters or 96.75 cubic meters. Furthermore, it is worth noting that such
computation is only based on the total occupancy of Tower 1. The condominium project is
expected to expand to Tower 2 next year, with more or less similar number of units. In
addition, the condominium project is nestled within San Carlos Heights Subdivision which is
home to numerous households.

In this regard, we respectfully believe that your good office will have a difficulty in providing a
stable supply of water to the occupants of the condominium project. Thus, we humbly request
you to allow the Company to drill a deep-well within our premises for us to have our own
source of water. Your permission will hopefully exempt us from the moratorium on
groundwater extraction imposed by the National Water Resources Board (NWRB). Rest
assured that we will comply with all governmental requirements and standards prior to and
during the said drilling process.
