This registration certificate is issued by the National Energy Regulator of South


Africa, hereinafter referred to as "NERSA", in terms section 28 of the Gas Act,
2001 (Act No. 48 of 2001) ("the Gas Act"). This certificate is issued to:

herein after referred to as "the Registrant", only for the purpose of operating gas
transmission activities for own use in the Babelegi area of Gity of Tshwane
Metropolitan Municipality in the Gauteng province.

The registration under this certificate is subject to the requirements of the Gas
Act as stipulated in the Addendum hereto. The Registrant must comply with
these requirements.

DEFINITIONS

ln these registration conditions any word or expression to which a meaning has


been assigned in the Act shall have the meaning so assigned, unless the
context i nd icates otherwise.

"authorised person" means any person holding a valid authorisation permit


as defined by Rule.

"the Gas Act" means the Gas Act, 2001 (Act No. 48 of 2001).

"Rules" means Rules made by the NERSA in terms of section 34(3) of the Gas

Act and Rule has a corresponding meaning (Rule 19).

"Regulations" means regulations made in terms of section 34 of the Gas Act

1.1 NERSA has registered Ceramic lndustries (Pty) Ltd's operation of gas
transmission facility for own use in the Babelegi area of City of Tshwane
Metropolitan Municipality in the Gauteng province as indicated in
Annexure A.

1.2 The registered gas transmission facility for own use is located along the
following coordinates:

1.3 This registration is granted to the registrant to operate the gas


transmission facilities, as indicated in Annexure C and Annexure D.

1.4 This registration only applies to gas conforming to the gas combustion
specifications as set out in table 2 below.

1.5 The entire list of the standards that Ceramic lndustries plans to abide by
when constructing the transmission facility is attached in the registration
conditions as Annexure D.

1.7 The Registrant may not transfer ownership of the registered gas
production operation to another party without the approval of NERSA,

1.8 ln addition to the above, the registrant must comply with all the
conditions that are specified in the construction licence of a gas
transmission facility (Gala.t. F11169812019). Furthermore, the
registrant must carry out the gas transmission activities in a manner
consistent with the objectives and provisions of the Act and must comply
with all the safety and maintenance codes and standards used for
operating a gas transmission facility.

2. Duration of the Certificate

2.1 The certificate is valid for an indefinite period from the date of issue, until
such time that the operations are terminated or discontinued for
whatever reasons.

3. Monitoring and Provision of lnformation

3.1 ln terms of regulation 9 of the Piped Gas Regulations, the Registrant


must provide NERSA with the following information within three months
of the end of each calendar year:
a) The actual and planned gas production quantities;
b) The specification details of the gas produced;
c) Gas intended for own exclusive use; and
d) The gas reserves data measured in trillion cubic feet (tcf).

3.2 The Registrant must notify NERSA in writing if during a calendar year
there is a substantial change in the information to be provided under
regulation 9 of the Piped-Gas Regulations.

3.3 ln terms of section 28(2) of the Gas Act, the Registrant must provide
NERSA with such information concerning the activities of the operation
as may be prescribed.

4. Gompliance

4.1 This certificate is granted only in terms of section 28 of the Gas Act and
for the activities specified and described in paragraph 1.1 above. This
certificate does not exempt the Registrant from compliance with any
other legislation.

5. Changes in Registrant's Particulars

5.1 The Registrant must at all times provide NERSA with the details of any
changes in the registered name, operating or trading name, registered
address and other contact details, including but not limited to, the names,
telephone numbers, facsimile numbers and email addresses of contact
persons.

5.2 The notifications contemplated in paragraph 5.1 above must be provided
within fourteen (14) days of the event giving rise to them.

6. Correspondence with NERSA

6.1 All official communication by the Registrant with NERSA must be in

writing, signed and addressed to NERSA.

6.2 The Registrant must in all correspondence with NERSA quote the
registration reference number as it appears on this certificate.
