Dear S7%, As you are aware, the Transport Research Wing in the Ministry of Road ‘Transport and Highways has been making continuous efforts to bring about uniformity and consistency in the _ method of collection of data relating to Black Spots across the country 2. The data on black spots may be provided in line with the definition of Black Spots conveyed vide O.M No. RW/NH/15017/109/2015/P&M (RSCE) dated 28.10.2015 according to which road accident black spot is a stretch of National Highways or other category of roads (SH/MDR/other roads) of about 500m in length in which either 5 road accidents (in all three years put together involving, fatalities/ grievous injuries) took place during the last 3 calendar years or 10 fatalities (inall three years put together) during the last 3 calendar years, 3. Accordingly, you are requested to furnish information in respect of the black spots on National Highways, State Highways and other roads for the calendar years 2017, 2018 é& upto 31% December 2019, as per format attached for reporting the data, 4, From the data reported by the States/UTs on black spots in the past years, TRW has noted the following inconsistencies: (i) The black spot data did not furnish the chainage limits of the black spot, (ii) For many of the black spots, only the length of the black spot 0.5 km (500 m) was mentioned without indicating from which point to which point this 0.5 km falls. In the absence of chainage limits, it was not possible to either investigate the spot or prepare rectification measures. (iii) In some cases, the number of accidents or number of fatalities were below the threshold limit. For the purpose of considering a stretch as black spot, the number of fatalities or the number of accidents should be above the threshold limit and the accident should have occurred within the same chainage limit of the stretch whose length is not more than 500 meters. 5. You are Kindly requested to bear the above concerns in mind in enabling information in the attached format. Since, such data are required urgent by considering the fact that in the post covid period they will come in handy in the planning and policy making in a big way, you are requested to issue suitable directions to your officials to kindly make us available the same latest by 28! December 2020.
