Guidelines for framing eligibility criteria of prior experience/turnover for the ‘Startups. Startup India is a flagship initiative launched by the Government of India in January'2016 to build eco-system for nurturing innovation and Startups in the country which will drive economic growth and generate large employment opportunities. Further, department of expenditure, Ministry of Finance vide Office Memorandum dated 20.09.16, has notified that all central Ministriesidepartments may relax conditions of prior turnover and prior experience in public procurement to all Startups [whether Micro & Small Enterprises (MSEs) or otherwise] subject to meeting of quality and technical specifications. Accordingly, the following guidelines have been framed. For Startups, in lieu of prior experience, the following requirements shall be complied () The Company should be certified as ‘Start up' by Inter-Ministerial Board of Certification as constituted by Department of Industrial Policy and Promotion from time to time. (i) The Company product should have been tested and oleared from a Govt approved third party laboratory as per applicable standards (IS/IEC etc.) (ili) The factory set up shall be inspected by NTPC, for checking the suitability for taking up manufacturing of the product by startup, before declaring it qualified. Inspection requirement shall not be waived off. (iv) The product shall be manufactured only in an Indian Manufacturing facilities / works.
