It is the process by which an

organization or institution provides


professional development activities to
enhance individuals with knowledge,
skills and attitudes to enable them to
perform their functions effectively.
Activities under this are trainings,
seminars, workshops, conferences,
scholarships and job-embedded learning.
Conduct of these activities shall involve a
systematic process of competence/needs
assessment, planning, designing, resource
development and the actual delivery of the
programs.
The following are the main functions and responsibilities of each
level:

CENTRAL OFFICE: standard setting, policy directions,


competence/ needs assessment and conduct of T&D activities,
quality-assurance and monitoring and evaluation.
REGIONAL OFFICE: competence/ needs assessment and conduct
of T&D activities, quality-assurance and monitoring and
evaluation (process observation of Division T&D activities.
DIVISION OFFICE: competence/ needs assessment and conduct
of T&D activities, quality-assurance and monitoring and
evaluation (process observation of District & School T&D
activities.
SCHOOLS: competence/ needs assessment and conduct of T&D
activities for teachers and staff based on SPPDs integrated in
the School Improvement Plans.
School Improvement Plan is a 3-year roadmap of
interventions undertaken with the help of the
community and other stakeholders.
Refers to all persons engaged in classroom teaching, in
any level of instruction, on full-time basis, including
guidance counselors, school librarians, industrial arts or
vocational instructors, and all other persons performing
supervisory and / or administrative functions in all
schools, colleges and universities operated by the
government or its political subdivisions; but this shall not
include school nurses, physicians, school dentists, and
other school employees as defined in Republic Act No.
4670 entitled “Magna Carta for Public School Teachers”
1. National Competency-Based Teacher Standards
(NCBTS)

• defines the desired practice of effective teaching. The


NCBTS sets performance indicators classified in
appropriate domains and strands that guide teacher
professional development. Hence, processes and tools
are continuously developed to support the teachers’
enhancement of their competencies and professional
development.

• is a self-assessment tool that enables teachers to


identify their professional strengths and development
needs. It is a formative process that encourages
teachers in taking personal responsibility of their own
growth and professional advancement with the goal of
promoting student learning.
