Part 2: Program Brief (3000 character limit on Google Form)

Please briefly illustrate your program

Originally named Palayan City Out of School Youth Junior Police as organized on March 6, 2019 and was
formally started/opened thru an opening ceremony on August 28, 2019. It was later relaunched into
Junior Police on November 12, 2021.

It was conceptualized to enhance the peace and order situation in every barangay through monitoring
and implementation of ordinances and other laws which redounds to the benefit of the entire
community. Thus, peaceful and orderly living implies harmony which entails opportunity towards better
living condition. One Hundred Ninety (10 persons per barangay) out-of-school youths were hired to
serve as peace keeping forces for two days (16 hours) a week for P2,000.00 a month allowance. Their
allowances are provided by the City Government while their work is directly supervised by the Barangay
Council where they reside.

Direct beneficiaries comprise 190 out-of-school youths who need additional source of income to sustain
their basic needs while indirect beneficiaries are the residents whose every wish is a livable community,
a peaceful and orderly environment where there is a harmonious relationship among residents and
barangay officials.
Primary objective of this program is to motivate the youths to become future community leaders who
are duty-bound to monitor the implementation of laws/ordinances and other directives towards
peaceful environment. Moreover, serving as Junior Police provides them the opportunity of becoming
financially not dependent to their parents, thus, sustaining their daily basic needs.

Each of the 190 Junior Police shall serve/work for sixteen (16) hours a week in the barangay where they
reside. They are tasked to complement the existing peacekeeping forces (Barangay Tanods) in the
barangay.

A Group Chat among the 190 Junior Police, the Barangay Official in-charge of the Peace and Order
Committee, the Barangay Tanods and the Palayan City Police Station has been existing since the
inception of this program.

Crime situation within the city has been low, and with this program, recorded crimes kept decreasing
significantly except in traffic violations where aggressors were not from the city, the data below were
recorded from the city’s entry and exit borders (PNP checkpoint in Barangay Manacnac and at Palayan
City-Bongabon border) :

orderliness in their community.

All 190 direct beneficiaries were motivated and empowered, thus, they can provide their basic needs
and not financially dependent to their parents.

Direct beneficiaries became confident, manifested by their enthusiasm and participative performance in
the training sponsored by their supervising agency-the Palayan City Police Station who train them on
policing skills every month.

Part 4: Promotion of People’s Participation and Empowerment (3,500 character limit on Google Form)

Please highlight your program’s participatory processes or mechanisms that engage the different
stakeholders to be involved in the program’s planning, implementation and monitoring/evaluation.

There’s no other sense of fulfillment than living peacefully in an environment where inhabitants
harmoniously aspire to come up with their goals in life. Thus, people are empowered in a community
where every sector work together in an advocacy towards improvement of living condition.

Task to monitor and implement ordinances which promote peace and order, the Junior Police observes
the day-to-day situations in the community, record and report to the PNP when the need arises
violations particularly those crimes and situations which affect the orderliness in the community.

Discuss also the community’s contributions (i.e., time, funds, labor, land, etc.) that developed their sense
of ownership of the program, if applicable.

The youths who were hired ran through recommendation from Punong Barangays and Barangay
Councilors who knows well of their characters thus, their advocacies and/or passions. Those who were
hired volunteered for more than two years without any allowance and supply.

Please discuss the innovation being introduced by the program. Innovation is typically understood as the successful
introduction of something new, useful, and appropriate to the community’s situation or condition; for example
introducing new methods, techniques, or practices or new or improved products and services.

It can also be an improvement of something already existing. The innovation may be in the program itself, or in the
processes used in implementing the program. If a similar concept has already been introduced or is used elsewhere,

In the organizational context, innovation may be linked to the performance and growth through improvements in
efficiency, productivity, quality, service delivery, etc. For innovation to occur, something more than the generation
of a creative idea or insight is required: the insight must be put into action to make a genuine difference, resulting
for example in new or improved processes within the organization, or changes in the services provided.

The program was originally named Palayan City Out-of-School Youth Junior Police (as it was organized
on March 6, 2019). After few months of preparation for its implementation, a ceremony entitled
“Opening Ceremony of Palayan City Youth Volunteers Out-of-School Youths Junior Police” was held
August 28, 2019. From then, all 190 hired Junior Police served as volunteers. And after two years of its
proven efficiency in the maintenance of Peace and Order, the program was launched/innovated into
Junior Police on November 12, 2021.

A computer and printer unit is being used to consolidate the accomplishments from every barangay,
being manned/operated by the PNP personnel who supervises all 190 Junior Police.

Part 6: Resilience (3,500 character limit on Google Form)

Please describe how the program is safeguarded from and is able to resist, absorb, or recover from risks
brought about by disasters-whether natural or man-made, climate change, pandemics, cyber attacks,
and other hazards.

Junior Polices’ function is to serve as Peace and Order advocates. They also serve as implementers of
Covid-19 measures which is to limit entry of people to the barangay (during the lockdown). They man,
together with Barangay Tanods the entry and exit passageways to every barangay. However, being
prone to the dreaded pandemic, the Barangay LGU to where they are assigned considered and listed
them among the frontliners, thus, they were trained to prevent themselves from catching the disease.

Upon reporting to their work assignments, they are armed with the appropriate PPEs- alcohol, face
mask/shield and a logbook where they jot down plate numbers of motor vehicles entering/leaving in the
barangay and the names of suspicious individuals. A radio complements their cellular phones as a means
of communication. These radios are assigned to their fellow peace advocates- the Barangay Tanods. A
groupchat- JUNIOR POLICE OFFICIAL GC has been created as their medium of communication for reports
and information to expedite delivery of services.

Being employed as peace-keeping workforces, their assignments are both directly supervised by the
Barangay Council and the Palayan City Police Station who trained them, equip all of them with the skills
in dealing with the difficulties amid every situation which affect the peacefulness/orderliness in the
community.

implementation of a program strategic plan, passage of ordinance, etc.) to ensure the sustainability
even beyond the present administration and/or discontinuation of external assistance.

Section 16 of Republic Act No. 7160 otherwise known as the Local Government Code provides that Local
Government Units shall, within their territorial jurisdiction, promote health and safety, improve public
morals, maintain peace and order and preserve the comfort and convenience of their inhabitants.
As mandated, the City Government has been yearly reorganizing its Peace and Order Council since its
issuance of Executive Order No. 366 series of 1996 to cope with and adopt Memorandum Circulars
issued by the Department of Interior and Local Government (DILG) which provides, among others,
Guidelines and Functions of the Local Peace and Order Council. Moreover, the City has Government has
also been yearly reorganizing the Local People’s Law Enforcement Board. The afore-cited issuances
serves as this program’s basis along its organization and implementation where the present situations
(Part 3) illustrates that the city is generally peaceful due to minimal and decreasing trend of recorded
crimes.

Part 8: Efficiency of Program Service Delivery and Transferability (3,500 character

Please describe how the program maximizes the use of resources (time, money, human resource,
etc.). Discuss how the program is able to do more for less, maximize outputs such as the volume of
services provided, and minimize inputs such as the amount of resources or capital required to produce
those services, and maintain or improve quality.

As the program runs through collaborative partnership of Palayan City Police Station-City Government
and Barangay Government, allowances, equipment and supplies are provided by the LGU while training
are provided by the Palayan City Police Station. A monthly training is being provided to update them of
the proper skills in policing the community. Alcohol and face mask/shield are supplied by the Barangay
Government where they serve.

Documentation is being done through a logbook which is individually possessed by each of the 190
Junior Police. Contents are transmitted to the PNP which consolidate the accomplishments and other
queries. All of which are kept in a laptop unit and is available for verification/validation at the Palayan
City Police Station.
