1. Viewpoint
(Cockfighting is an age-old practice in which two or more specially bred birds, known as
gamecocks, are placed in an enclosed pit to fight for the primary purposes of gambling and
entertainment In the Philippines There is no nationwide ban of cockfighting in the
Philippines but since 1948, cockfighting is prohibited every Rizal Day on December 30
where violators can be fined or imprisoned due to the Republic Act No. 229. It further is
supplemented by Presidential Decree No. 449 or the Anti-Cockfighting Law of 1974 which
allows cockfights only on Sundays, certain holidays, and on certain other occasions, and
only at licensed cockpits Although cockfighting is not illegal in our country but the problem
here is the involvement of police officers or law enforcer in this kind of game.)
2. Problem Statement
(A law enforcement officer is a civil servant who is responsible for keeping order, preventing
and detecting crime, and enforcing laws. Cockfighting is not an example of unlawful
gambling, but the main issue here is police personnel' engagement in the sport. The issue
here is how to keep peace and order or enforce the law while also engaging in the game.
During this pandemic, there are times in our municipality or barangay where people are
organizing cockfights or what they call (tari-tari). Of course, the IATF issued a statement last
year that cockfighting is prohibited because it does not follow proper physical distance and
may cause virus spread. People, on the other hand, will not be scared and will continue to
visit that particular place because they are aware that there are kabaros or police officers or
law enforcement personnel present. This, in my opinion, is an issue that law enforcement
agencies are currently experiencing, and these people will no longer respect those in
uniform. Someone who others look up to as a role model is known as a role model.
Someone who is worthy of imitation is referred to as a role model.)
5. Assumptions
(If this issue is not handled, I believe that there will come a time when these people will not
respect the rules and regulations that the government has established for them. Also, the
enforcer's excellent reputation would suffer, and they would no longer be seen as a role
model in the community, and, worst of all, they would become lawbreakers in the future..)

7. Analysis of ACA

ACA 1 – (Give punishment rather than fines on any law enforcer who are involved in
cockfighting or any gambling)

Analysis: Fined offenders were more likely to commit additional offences than those who
received no penalty at all from the court. Offenders who got higher fines were more likely to
commit additional offences in the future than those who received lower fines. Payment of a
fine may be such an indirect type of punishment that the offender does not experience a
sense of loss, and hence is not stopped from committing subsequent offenses. Judges
didn't seem to be able to distinguish between possible repeat offenders and those who were
unlikely to commit additional crimes. If fines were combined with a reward for good
behavior, punishments might be more effective. For example, offenders might be sentenced
to large initial fines with the stipulation that part or all of the fine would be returned if no
additional offenses were committed.

Analysis: Family counseling, often known as family therapy, is a technique for establishing
and maintaining healthy and effective family connections with the purpose of identifying and
resolving family issues. Many approaches to family therapy are based on family systems
theory. These issues could be emotional, psychological, or behavioral. This shows that
families. Rather than groupings of people that function independently of one another, act as
a system. Changes in one family member, according to family systems theory, will influence
changes in other family members. Many approaches to family therapy stem from family
systems. These concerns could be emotional, psychological, or behavioral. Though this
counseling it will help this law enforcer to know what should be the best way to do, for him
to become a role model of the community and also to his family.

ACA 3 – (Cognitive-behavioral therapy to those officer who are always caught on the
scene.)
Objective: (This objective we will know what are the best among the rest of the three

Unaddressed marital problems may eventually lead to divorce, which could be another
cause of mental health issues. Who will be greatly affected? The children. Your child needs
a psychiatrist because how they deal with your marital issues is important in their growth
and development. Because there are times when I saw on TV and also in our barangay that
some law enforcers are separated because of this issue, I choose this kind of alternative
course of action.
