SBM-2013-__0 0 1 : Immigration Look-out Bulletin Order (ILBO) Guidelines To prescribe our standard operational procedures in the disposition of persons who are subjects of existing Immigration Look-out Bulletin Order (ILBO), the following guidelines shall be observed: Immigration Officers: 1. Establish the identity of the person presenting his travel documents before your counter. Take all measures to ascertain whether the person before you is indeed the person subject of the ILBO. 2. Refer the matter to the Duty Supervisor. Consider the probability of name permutations. Check all possible variations with the information provided in the Order or in any relevant database. Further endorse the passenger to the Terminal Head, if available, when two (2) or more names match with that of the person subject in the Order. . Encode final action in the Border Control Information System (BCIS). Indicate in the Remarks field of the BCIS the action taken, “For Secondary Inspection”. e Physically endorse the passenger to the Duty Supervisor. Validate initial findings by the Immigration Officer using all data available to the Bureau such as Travel Records and other pertinent information in the Centralized Query Support System (CQSS). . Communicate to ALL focal persons stated in the ILBO by phone or SMS for proper guidance. Standard message must include at a minimum: “ (passenger name) is included in the ILBO Reference No. . Subject is leaving for (destination) via (flight number) on (date/time). Query: Allow or Deny Departure?” . Note the incident in the Supervisor's After Duty Report to include the advice of the focal person(s) regarding departure of concerned passenger. . As soon as all designated focal persons are informed of the person’s intended departure, clear the person for departure unless any of the focal persons says otherwise. No person in the ILBO shall be cleared for travel unless all focal persons indicated in the ILBO are notified. . If no clear guidance is given by any of the focal persons, communicate with Chief, Airport Operations Division (AOD) or the Commissioner or his authorized representative. If the subject is a foreign national who is required to have an Emigration Clearance Certificate (ECC), obtain guidance with Chief, Alien Registration Division (ARD) or the Commissioner. 73 JUL 2013 SIEG! ‘Dh.
