Introduction
Openbravo is a software solution vendor that offers a global POS and retail management software,
that is the Openbravo Commerce Suite. This suite offers a unique store solution or cash register
system, composed of a set of modules that once installed on top of Openbravo, deliver the retail
functionality provided by Openbravo.

Besides that, Openbravo Commerce Suite is backed by a back office functionality that is the
Openbravo Business Suite. Both suites are part of the Openbravo solution whose current version is
the version 3.0. Each suite of the Openbravo solution is released on a quarterly basis as 3.0
RRXXQY, where XX is the year, and QY is the quarter of the year.

This document describes the scope and content of the “Openbravo Commerce Suite”
Certification in France, as well as the actions to take by the stores in case of a french authorities
audit.

France legislation
In order to fight VAT fraud associated with the use of systems that enable cash receipts to be
concealed, the finance law for 2016 established the obligation, for all VAT-liable professional
taxpayers who deliver goods and services to individual customers and record the corresponding
payments received by means of a cash register system, to use a secure cash register system.

A cash register system is an IT system regardless of its qualification, with a cash register function.
A cash register function consists of memorising and recording payments received in respect of
the sale of goods and services, regardless of the means of payment.

In the context of the finance law for 2016, product certification by an accredited body is
obligatory for VAT-liable taxpayers who edit their own cash register systems. Openbravo got its
cash register certificate through the French accredited body “Laboratoire National de Métrologie
et d’Essais”, hereby the LNE.

LNE Standard
LNE standard describes the procedures for the certification of cash register systems.
They are essentially based on article 88 of finance law No. 2015-1785 of 29 December 2015 for
2016 and the official bulletin for public finance BOI-TVA-DECLA-30-10-30-20180704, which defines
the conditions of inalterability, security, conservation and archiving of transaction data that the
system must satisfy.

Openbravo Certification

Openbravo developed the module “French Fiscal '' designed to provide Openbravo Commerce
Suite with all the features required to fulfill the conditions of inalterability, security, conservation and
archiving of transaction data established by LNE standard.

In summary, all certification characteristics or fiscal scope are implemented in the module “French
Fiscal”, which must be installed on top of Openbravo Commerce Suite, starting from the version
3.0RR18Q4.

Therefore, Openbravo got LNE Certification number 35355, dated on “21 février 2019”, and for the
Openbravo Commerce Suite version starting from “3.0RR18Q4” (1.8.3901), and French Fiscal
Module major version starting from ”1.0.X''.

According to the LNE, certificates are issued without an expiry date and remain valid as long as
there are no changes to the certified characteristics or fiscal scope.

Last Certificate number is 35355-révision 2, for the major version 1.0.1000 of the French Fiscal
module, starting from the minor version 3.0RR19Q3 of the Openbravo Commerce Suite.

Certification process
LNE certification process is divided into several successive stages. The main ones are:

1. Examination of the application file, that is documentary admissibility review


2. Performance of the certification audit
3. Feedback via the non-compliance forms if necessary
4. The certification decision taken in a reading committee
5. Issue of the certificate once the decision has been endorsed.

A monitoring assessment is performed yearly.

The content of the yearly assessment varies on a case-by-case basis, and depending on whether
the certified system has not undergone any changes, or has undergone a minor change, or even a
change in its fiscal scope (and thus a change in its major version).

Openbravo Certification status


Openbravo will go through its yearly assessment dated on November 2020, aimed to monitor the
transition to the LNE protocol version 1.4.

The Openbravo version to certify will be Openbravo Commerce Suite 3.0RR19Q1 and French Fiscal
1.0.1000, as there are no changes in the Openbravo fiscal scope, therefore in the French Fiscal
module major version.

Openbravo version
Openbravo Commerce Suite includes a module named Web POS [org.openbravo.retail.posterminal]
that can run in “Kiosk” mode in end-customer POS terminals.

Above means that the user of such a POS terminal only has access to the Openbravo Commerce
Suite user interface, therefore only sales activities can be executed in the POS terminals.

For security reasons, it is not possible to directly see the Openbravo version installed in the above
shown Openbravo POS or terminal.

The secure way to see the Openbravo version is to navigate to the Openbravo back office, and that
can be done from the menu option “Back office”, if the preference “Web POS Back Office” is enabled
for a given user (ie. hostess).

Once in the Openbravo Business Suite (back office), click on “Aide” and then click on “A propos”. A
window will appear showing the Openbravo modules installed and its corresponding version.

French Tax Authorities Audit


One of the LNE Standard requirements is to describe the way in which tax authorities can access
the cash register’s data, as well as the procedures for checking all data.

Tax authorities role


Openbravo French Fiscal module includes a new “backend” role for Tax Authorities, with full access
to the windows and processed listed below:

● Access and review each sales ticket, payment information, print log and terminal monitor log
created since January 1st, 2018.
● Access and review cumulative and perpetual information available by day, month and year
(fiscal or natural year).
● Export any of the sales tickets or cumulative/perpetual information.
● Verify the integrity and inalterability of the exported data.
● Verify the integrity and inalterability of the archived data.

In order to access the archives, the tax auditor will have to contact "support@openbravo.com" to
make the request which will be treated within 3 working days.
