PROJECT BACKGROUND

The Municipality of Bolinao is located on a cape of the northwestern part of the

Lingayen Gulf in the province of Pangasinan. It is bounded in the north and west by the China
Sea; on the east by the Kakiputan Channel, which separates Bolinao from the municipality of
Anda, the only island town of the province of Pangasinan; and on the south by the rolling hills
and plateaus of Bani. The town proper is situated at coordinates 119 0 45' to 1190 57' East
Longitude and 960 16' to 960 26' North Latitude.

Bolinao is accessible from Manila by about five (5) to six (6) hours of bus ride. It is
about 40 km away from the City of Alaminos, the center of commerce and trade in the First
District of the province and about 80 km away from the capital town of Lingayen. The
Municipality of Bolinao is one of the 48 Municipalities of Pangasinan, a province under Region I.

The Municipality of Bolinao, Pangasinan has embarked on a project to construct

a new municipal hall under design and build scheme that will provide their constituents with
spacious, adequate and continuous services to Bolinaoan.

The Local Government of Bolinao invited prospective bidders for eligibility check and the
dropping of bid was held in the office of the Chairman of the BAC Secretariat, Municipality of
Bolinao last August 18, 2009. LGU-Bolinao to award the project to the lone bidder JASA
Builders last November 3, 2009.
